Summary:
The committee reconvened in the afternoon and took up only Senate Bill 2015, the Department of Corrections budget. Representative Steeman explained that the budget reflected major changes from the Senate version because bed contracts with Grand Forks and Burleigh-Morton were still unresolved when the Senate acted. He described rising inmate populations, added county/regional jail payments, deferred maintenance and repair funding, planning money for a new Missouri River Correctional Center, software and equipment upgrades, victims of crime grants, and a one-time diversion/deflection center grant for Fargo funded through the Community Health Trust Fund. He also outlined funding for body cameras, tasers, and protective vests, and a Native American reentry program/report provision, along with a legislative management study on sentencing, corrections, and parole oversight.
Members asked about the possibility of private or design-build alternatives for the new Missouri River Correctional Center. After discussion, the committee adopted language directing the steering committee to oversee design and construction and to explore other options. There was also discussion of the importance of maintaining North Dakota’s correctional rehabilitation culture, the cost and availability of out-of-state placements, and the current number of inmates housed in regional, county, and interstate facilities.
The committee adopted the amendment to engrossed Senate Bill 2015 and then approved the bill as amended on a 21-0 vote, with two members absent and not voting. Representative Steeman was designated as the carrier. The chair then thanked members for their work and announced the committee would reconvene the next morning to continue with remaining bills and budget work before adjourning.

- The love part is whenever the grid goes down or whenever we have a catastrophe, we depend on these cranes
Summary:
The Economic Infrastructure Subcommittee heard and approved three bills. HB 1165 by Rep. Owen would authorize FDOT to issue a special blanket permit for mobile cranes and accessory support vehicles meeting specified size limits, allowing them to travel on and off interstates at all hours, including at night, while still following safety requirements and local travel restrictions. The sponsor and crane industry proponents said the bill would reduce congestion and improve emergency and disaster response. The bill was reported favorably by a 17-0 vote.
The committee also considered CS for HB 279 by Rep. Partington, which strengthens penalties for misuse of the 911 system. The bill adds restitution requirements for emergency response costs and creates enhanced felony penalties when a false emergency report causes great bodily harm or death. Members raised concerns about juvenile prank calls and suggested awareness efforts in schools; the sponsor said those ideas could be considered separately. A Volusia County Sheriff’s Office representative supported the bill, and it passed favorably by a unanimous vote.
Finally, the committee heard HB 177 by Reps. Harris and Woodson, designating a portion of I-Drive as the Harris Rosenway in honor of philanthropist and hotelier Harris Rosen. An amendment was adopted to also designate a bridge in Duval County as the Bernard Wilkes Rebaugh River Bridge in honor of longtime coach Bernard Wilkes. Members spoke in support of both honorees and their community impact. The bill, as amended, was reported favorably by a 17-0 vote. The meeting then adjourned.

Senate Finance and Tax
Summary:
The Senate Committee on Finance and Tax met to hear a staff presentation on Florida property taxes. Staff Director Azar Khan gave an overview of the property tax system, including constitutional limits, January 1 assessment rules, homestead and non-homestead residential property, commercial and agricultural classifications, tangible personal property, and centrally assessed property. The presentation highlighted major exemptions and assessment caps, such as the homestead exemptions, Save Our Homes, the 10% cap for non-homestead property, and favorable treatment for agricultural/classified use land. It also reviewed long-term growth in just value and taxable value statewide, along with declining millage rates over time as taxable values have risen.
Members then discussed the possibility of eliminating property taxes and the fiscal consequences of doing so. Senator Jones asked about the impact on local governments and referenced estimates that replacing property tax revenue could require roughly $43 billion; staff responded that current levied amounts are in the ballpark of more than $30 billion for non-school levies and more than $20 billion for school levies, but that the exact impact would depend on county and district budgets and collections. Senators Bernard, Passidomo, Gates, and others emphasized the need for more data on alternative revenue sources, such as sales tax increases or other combinations, and for input from counties and cities before considering broad tax changes.
Chair Avila explained the presentation was intended to give members a foundation before property tax proposals are heard in committee, noting that several bills had already been filed involving homestead and tangible personal property. No bills were voted on, and no formal action was taken beyond the informational presentation. The committee then adjourned.

Summary:
The Criminal Justice Subcommittee met with a quorum and considered three bills. HB 91, by Reps. Rayner and Jacques, would align probation rules for certain misdemeanor reckless driving cases involving controlled substances with existing DUI law, allowing up to 12 months of probation in those cases. The bill was described as a technical “glitch” fix and as supporting both accountability and treatment; it drew one supportive public appearance and passed 17-0, reported favorably.
HB 113, by Rep. Chamberlin, sought to increase penalties for fleeing or attempting to elude law enforcement. Members raised concerns about unmarked vehicles, jurisdictional markings, and whether the bill could apply to drivers who slow down or stop for safety reasons when unsure a vehicle is police. Chamberlin said he was open to clarifying language and other amendments. A strike-all amendment was adopted that increased the penalty for fleeing in a patrol vehicle with lights and sirens from a third-degree to a second-degree felony, revised offense severity rankings, and added a 1.5 sentencing multiplier for second or subsequent offenses. The amended bill received supportive public testimony and passed 16-1, with Rep. Hart voting no, and was reported favorably as amended.
HB 195, by Rep. Chambliss, would require the Department of Corrections to coordinate with professional boards under DBPR so inmates completing classes tied to licensure can receive credit toward those licenses after release. Supporters said the bill would help rehabilitation, reduce recidivism, and give returning citizens a better path to employment. The bill had no amendments, received supportive public testimony, and passed unanimously 17-0, reported favorably. The meeting then adjourned.
