EACC officials explained that the fraudulent admissions involved online applicants using falsified transcripts and identity-theft tactics, that 39 suspicious students were identified, and that seven slipped through far enough to receive federal aid, resulting in a $2,500 reimbursement obligation to the university. They said the college now uses a cross-departmental student validity team, extensive red-flag protocols, direct outreach to high schools, ID verification, and other checks, and that the issue has been shared across the UA system and with other campuses. UA Fayetteville also clarified that no veterans were harmed by the Veterans Upward Bound finding; the program was closed and students were redirected to other veteran support programs in the state.
The committee then deferred the Northwest Arkansas Community College report. Staff next summarized two additional reports, from Southeast Arkansas College and Southern Arkansas University Tech, which contained only financial statement misstatements corrected during audit fieldwork; SAU Tech also had a finding involving unauthorized withdrawals that the college discovered and recovered. With no further questions, the committee voted without objection to file the reviewed reports and adjourned.

Kerner said troopers have seized large amounts of narcotics and currency this year and have arrested thousands of unlawful immigrants. He also described FHP’s involvement in operations such as Lone Star, Vigilant Sentry, and Faithful Service, and said the agency is working toward expanded counter-UAS authority through federal discussions and Sergeant Dooley’s testimony. Members expressed support for both agencies, discussed the dangers and potential benefits of drones, and the committee adjourned without objection after no public testimony was offered.

Representative Steeman explained that the budget reflected major changes from the Senate version because bed contracts with Grand Forks and Burleigh-Morton were still unresolved when the Senate acted. He described rising inmate populations, added county/regional jail payments, deferred maintenance and repair funding, planning money for a new Missouri River Correctional Center, software and equipment upgrades, victims of crime grants, and a one-time diversion/deflection center grant for Fargo funded through the Community Health Trust Fund. He also outlined funding for body cameras, tasers, and protective vests, and a Native American reentry program/report provision, along with a legislative management study on sentencing, corrections, and parole oversight.
Members asked about the possibility of private or design-build alternatives for the new Missouri River Correctional Center. After discussion, the committee adopted language directing the steering committee to oversee design and construction and to explore other options. There was also discussion of the importance of maintaining North Dakota’s correctional rehabilitation culture, the cost and availability of out-of-state placements, and the current number of inmates housed in regional, county, and interstate facilities.
The committee adopted the amendment to engrossed Senate Bill 2015 and then approved the bill as amended on a 21-0 vote, with two members absent and not voting. Representative Steeman was designated as the carrier. The chair then thanked members for their work and announced the committee would reconvene the next morning to continue with remaining bills and budget work before adjourning.

The committee also considered CS for HB 279 by Rep. Partington, which strengthens penalties for misuse of the 911 system. The bill adds restitution requirements for emergency response costs and creates enhanced felony penalties when a false emergency report causes great bodily harm or death. Members raised concerns about juvenile prank calls and suggested awareness efforts in schools; the sponsor said those ideas could be considered separately. A Volusia County Sheriff’s Office representative supported the bill, and it passed favorably by a unanimous vote.
Finally, the committee heard HB 177 by Reps. Harris and Woodson, designating a portion of I-Drive as the Harris Rosenway in honor of philanthropist and hotelier Harris Rosen. An amendment was adopted to also designate a bridge in Duval County as the Bernard Wilkes Rebaugh River Bridge in honor of longtime coach Bernard Wilkes. Members spoke in support of both honorees and their community impact. The bill, as amended, was reported favorably by a 17-0 vote. The meeting then adjourned.
