After extended debate, the bill itself passed 30-8, but the separate motion to place it on an August special election ballot failed 30-9. The Senate then advanced and passed H.J.R. 1067, a related November ballot measure that would repeal the constitutional Medicaid expansion obligation entirely; it passed 29-8. The chamber then considered several retirement cost-of-living adjustment bills. SB 1144 would provide a 3% or 6% COLA for retired teachers depending on years retired, while ending a dedicated revenue apportionment once the system reaches 100% funded or in 2036. Senators raised concerns about the long-term funding changes, but the bill passed 43-1. SB 1145 provided similar COLAs for retired state employees and passed 41-4. SB 1146 offered COLAs for police retirees and passed unanimously 48-0. SB 1147, a COLA for firefighters and volunteer firefighters with estimated added unfunded liability, was also adopted by the Senate after committee approval and proceeded to final passage as the transcript ended.

The committee also favorably reported SB 892 by Sen. Martin on enhanced sentencing for repeat offenders, SB 124 by Sen. Rodriguez updating Florida Virtual School statutes, and SB 584 by Sen. Yarbrough strengthening oversight of commercial driving schools and tax collector authority. SB 656 by Sen. Bradley, codifying the Internet Crimes Against Children Task Force and related grant program, and SB 816 by Sen. Bradley, formally establishing the University of Florida Diabetes Institute, also passed unanimously or near-unanimously. The most extensive debate centered on SB 216 by Sen. McLean, which would tighten unemployment assistance eligibility by adding job-search requirements, more frequent verification, and fraud-reporting measures. Supporters argued the bill would reduce fraud and improve program integrity, while opponents from labor groups and several senators warned it would burden claimants, especially rural residents, seniors, and workers facing layoffs, and could sharply reduce access to benefits. Despite those objections, the committee reported the bill favorably on a divided vote. The committee also considered CS/SB 382 by Sen. Truenow on electric bicycles, requiring riders to yield to pedestrians, sound an audible signal before passing, and limit speed near pedestrians, while creating a task force to study broader regulation of e-bikes and related devices. A mother whose son was killed on an electric scooter urged the committee to restore scooters to the bill, and several members expressed support for further work on that issue. The committee reported the bill favorably. At the end of the meeting, members recorded additional affirmative votes on selected tabs, and the committee adjourned.

Summary: The Senate Education Committee met with six members present and first took up House Bill 1404, which would update North Dakota scholarship eligibility language by allowing the NDA Plus assessment to be used in place of ACT scores in certain pathways. The Department of Public Instruction explained that the bill does not eliminate the ACT entirely, but removes outdated references tied to ACT accountability testing that will no longer apply after this year’s seniors graduate. Members discussed how the change affects public and nonpublic schools, then voted 6-0 to give HB 1404 a do pass recommendation. The committee then returned to House Bill 1363, a bill dealing with school emergency response planning and automatic external defibrillators. Members adopted an amendment clarifying that the requirements apply to school-owned facilities and grounds, replacing language about school events and venues, and revising the planning language for school-based events not held on school-owned property. The committee also debated whether the bill should be mandatory or permissive; a motion to change “shall” to “may” failed, with members noting the bill’s liability protections. The committee then voted 5-1 to pass HB 1363 as amended, with Senator Gerhardt carrying the bill. Before recessing, the chair noted that House Bill 1533 would be taken up later in the day after additional information from DPI was received.
