Summary: The committee approved the February 2, 2026 minutes and held Senate Bill 1090. It then took up SB 1503, which would require pension fiduciaries and proxy advisory firms to base voting and advice solely on economic interests, prohibit ESG or ideological considerations except in limited circumstances, and authorize attorney general enforcement. The sponsor said the bill was meant to protect investors and align with federal action; supporters argued proxy advisors lack transparency and can influence votes against shareholders’ financial interests. Arizona retirement system representatives said they were neutral but warned the bill would add major operational costs, create reporting burdens, increase litigation risk, and could narrow the market for proxy advisory services. The committee passed SB 1503 on a 4-3 vote. The committee then considered SB 1293, which would bar GPLET abatements from applying to school-district revenue during the eight-year abatement period. Supporters said the bill would protect school funding and reduce the state aid backfill tied to GPLET projects, while opponents from Phoenix, Mesa, and economic development groups said GPLET is a key redevelopment tool that helps finance downtown and blighted-area projects and that the bill would weaken future investment. The committee adopted the amendment and passed SB 1293 on a 4-3 vote. It also heard and passed SB 1414, which gives insurers 30 days to review and respond to third-party settlement demands; insurers supported the bill as a reasonable commercial timeframe, while trial lawyers opposed it as too slow and urged a 15-day standard, with members indicating they expected a possible friendly amendment. Next, the committee heard SB 1633, which would create an Arizona income tax subtraction for capital gains from the sale of a primary residence, after five years of occupancy. Opponents argued it would mainly benefit wealthy homeowners and could cost the state tens of millions annually, while the sponsor said it could help homeowners move without facing large tax bills and improve housing turnover. The committee passed the bill 4-2. It also adopted an amendment to SB 1429, which would have expanded Arizona Commerce Authority board ex officio membership, then held the bill for further consideration. Finally, the committee passed SB 1536, allowing temporary consolidation of street light improvement districts, and heard SB 1724, which clarifies when property splits or consolidations trigger limited property value recalculation, with county assessors supporting the measure as an anti-gaming reform.

Summary: The committee hearing focused on biosolids, sewage sludge, and PFAS contamination, with the opening remarks and first three presenters arguing that land application of municipal sludge poses serious risks to soil, water, livestock, and human health. Representative Shaw cited EPA and state data on detected pollutants and PFAS in biosolids, while Denise Travick Poyer described her background in chemical engineering and PFAS work and said the EPA’s draft sewage sludge risk assessment shows unacceptable risk at very low PFOS/PFOA levels. She urged source reduction, more testing, and consideration of total organic fluorine, and noted examples from Michigan where industrial pretreatment and source reduction reduced PFAS in biosolids. Johnson County, Texas Commissioner Larry Woolley and Investigator Dana Ames presented a case study of alleged runoff from land-applied biosolids affecting a ranch, with high PFAS readings in soil, water, fish, cattle tissue, and a stillborn calf, and said the county and state had pursued investigations, lawsuits, and legislative responses. Sandra Trawick of Save Oklahoma Farms and Ranches argued that Oklahoma’s biosolids program relies heavily on Class B sludge, that current rules are outdated, and that land application exposes farms and rural communities to pathogens, chemicals, odors, flies, and runoff; she cited examples from Maine, Texas, Georgia, Michigan, and Oklahoma to support calls for stronger regulation or a ban. After the testimony, members asked about sampling methods, lab testing, EPA limits, and whether the cited PFAS blood levels were comparable to the soil and sludge measurements. Witnesses said the Johnson County samples were collected by a Texas A&M PhD contractor and tested at a single lab, and they explained that the EPA’s 4 parts per trillion figure applied to municipal drinking water standards. Questions also addressed whether sludge is incorporated into soil; Trawick said it had often been left on the surface, though she had seen better disking after public scrutiny. Members asked how biosolids compare with manure and feedlot waste, and witnesses responded that municipal sludge is more contaminated because it includes industrial, hospital, and household waste streams, unlike animal manure. The committee then moved to alternative solutions, hearing from Doug McKinney of Advanced Microbial Solutions, who promoted biological sludge removal using bacteria to reduce sludge volumes and avoid land application, citing cost savings for wastewater plants and correctional facilities. Jason Jepsen of Eden Energy followed with a pitch for an eight-stage waste-to-energy system that converts mixed waste into clean energy, biochar, and reusable products, framing waste as an asset and presenting his company’s technology as a no-land-application alternative.

Summary: The Senate convened with prayer, the pledge, and a roll call establishing a quorum of 35 senators. The journal was adopted without objection, absent senators were excused, and there were no house messages, committee reports, motions, or resolutions before the first bill was called. The main item of business was House Bill 1, described as a conditional measure to set a process for electing U.S. House candidates in Alabama’s congressional districts 1, 2, 6, and 7 if a federal court order lifts current injunctions. The sponsor said the bill would only take effect if the court order is issued and would allow quick compliance with federal rulings. Debate centered on whether the bill was truly responsive to the court or instead an attempt at mid-decade redistricting; opponents argued it would violate Alabama’s constitutional limits on elections and ignore the court’s redistricting orders, while supporters said they were trying to comply with the court and that the issue was partisan rather than personal. Much of the discussion focused on Allen v. Milligan, the Voting Rights Act, and the meaning of the court’s injunctions. One senator argued the bill would dilute Black voting strength and was being driven by national Republican politics, while the sponsor and others insisted the legislature was acting only conditionally and that the court had not ordered the specific action being debated. The exchange became lengthy and contentious, but no final vote or other action on HB1 was taken in the portion provided.

Summary: The committee opened with House Bill 184, which would create a committee to study changing school start times. Members discussed Amendment 0394, which made the study committee’s duties more investigative and adjusted reporting recipients, including the Governor. Several members raised questions about whether the committee should review evidence-based studies, local district decisions, and existing district reports; supporters said the amendment would better allow the committee to gather information and recognize local control. The amendment passed 17-0, and the bill as amended also passed 17-0. Representative Litchfield noted that no one had testified in opposition and encouraged the future study committee to review an Oyster River School District report on school start times. The committee then took up House Bill 394, concerning cooperative school district budget committees and board member representatives. Amendment 0476 was adopted 17-0 after discussion that it clarified the bill’s language and reflected work with the School Boards Association. The committee then voted OTPA on the bill, which also passed 17-0. House Bill 738, requiring background checks for employees and volunteers at certain non-public schools or education service providers receiving public funds, was moved inexpedient to legislate. Supporters said the bill would create practical and legal problems for private citizens and homeschooling families, and the motion passed 15-2 with no minority report, placing the bill on consent. The committee next considered House Bill 235, which would amend the educator code of ethics and conduct to add responsibilities to parents. Supporters argued parents should be explicitly included in the code, while opponents said parents were already covered in existing ethics language and statute. The bill passed narrowly, 9-8. The committee then returned to House Bill 532 on alternate dispute resolution and individualized education plan team meeting facilitation. Amendment 0480H clarified that different rules would apply separately to neutral conference, mediation, and IEP facilitation; it passed 17-0, and the bill as amended also passed 17-0. Finally, the committee moved to House Bill 564, concerning adoption of school administrative unit budgets, and voted to retain the bill for further review because members said there was still confusion about how it would apply to single-district and multi-district SAUs.

Summary: The committee first took up HB 713, which would require mile markers on Route 112, the Kancamagus Highway. The sponsor and DOT testimony described the road as a heavily traveled but isolated corridor with little or no cell or radio service, frequent accidents and breakdowns, and serious public-safety problems when emergency responders cannot quickly locate incidents. Members discussed where markers should be placed, how frequently they should appear, whether both sides of the road should be marked, and the potential cost; DOT said the project could be done with federal funds and might be combined with other work to reduce mobilization costs. The committee agreed the bill was straightforward and voted OTP 18-0, with discussion that a friendly amendment might be offered later to refine the language. The committee then heard HB 563, concerning calculation of adequate education grants. Testimony explained that the bill would add fiscal capacity disparity aid in FY 27 and increase the special education differentiated aid factor, while also reducing extraordinary needs grants so the overall fiscal impact would be net neutral. Members noted the changes were limited to the second year because of the budget process and school district ballot timing. Supporters argued the fiscal capacity aid would help property-poor towns and should be expanded, while others emphasized the bill’s budget-neutral structure. The committee voted to retain HB 563 for further consideration in the budget process. Finally, the committee opened HB 675, which would limit the authority of school districts to make certain appropriations. A Derry resident and former local official testified in favor, arguing that property taxes are too high, that school spending has outpaced town-side tax caps, and that local voters should have more control over school budgets. Committee members questioned whether the issue should instead be handled locally through existing processes or broader governance changes, and one member noted the state’s constitutional obligation to provide an adequate education. The discussion continued, but no final action on HB 675 was taken in the portion provided.
