Summary: The committee first took up pending business and favorably reported several bills without objection or by recorded vote, including SB 783, SB 1238, SB 1706, SB 1791, SB 458, SB 1644, and SB 1810, with some of them also sent to the local and uncontested calendar. The committee then moved into hearings on additional bills. SB 1968, by Senator Schwertner, would update the Real Estate License Act by repealing subagency, requiring written buyer-agent agreements before showings, and clarifying when a formal buyer representation agreement must be signed. Texas Realtors testified in support, saying the bill modernizes agency rules and increases transparency, while a committee substitute corrected drafting issues. SB 2411, the annual update to the Texas Business Organizations Code, was also laid out and left pending after supportive testimony from the Texas Business Law Foundation and drafting committee representatives. The committee also heard SB 2321, which would codify ERCOT’s current practice of notifying TCEQ when backup generation needs enforcement discretion for grid reliability; Sierra Club and a chamber of commerce witness supported it with suggestions for clearer emissions reporting, and the bill was left pending. SB 2077 would broaden eligibility for the Texas Mutual Insurance Company board by narrowing conflict restrictions tied to insurance-related interests; Texas Mutual supported the change and the bill was left pending. SB 1405, a broadband bill, would align state law with FCC standards and streamline Broadband Development Office processes; it was left pending after supportive testimony. SB 1299, protecting nonprofit donor privacy, drew support from privacy advocates and concerns from one witness about transparency for publicly funded nonprofit operations; it was left pending. The committee then heard SB 776, which would bar government construction contracts from shifting delay damages to contractors when delays are caused solely by the public owner. Contractors, surety representatives, and water infrastructure advocates supported the bill, arguing it would improve fairness and reduce inflated bids, while water utilities and critical infrastructure entities opposed it, warning of more litigation and higher costs; the bill was left pending. Finally, SB 715, which would apply reliability requirements retroactively to all generation resources in ERCOT, drew opposition from renewable and storage groups and support from some critics of renewable subsidies, with witnesses split over whether it would improve reliability or raise costs; testimony was underway when the transcript ended.

Summary: The Senate Education Committee met with a quorum and heard a presentation from Parker Keys, Northern Kentucky State Vice President for Kentucky FFA, on the value of career and technical education (CTE). He highlighted enrollment of more than 143,000 secondary students in CTE, work-based learning, dual credit, industry certifications, and the role of student organizations such as DECA, FBLA, FCCLA, FFA, Educators Rising, TSA, and SkillsUSA. Senators praised CTE as important for workforce readiness and resume building, and encouraged continued engagement with the committee. The committee then considered Senate Concurrent Resolution 43, sponsored by Senator Steve West, supporting a Southern Regional Education Board initiative to expand crisis counseling and recovery support for schools and colleges after tragedies and disasters. Dr. Steven Puit and Linda Tyrie described a regional network of trained counselors modeled on Kentucky’s response after Marshall County, emphasizing long-term recovery, psychological first aid, and deployment support for up to a year after an event. Members spoke in strong support, citing the lasting impact of Marshall County and Heath, and the resolution passed 13-0 and was reported favorably. Finally, the committee took up Senate Bill 77, a cleanup bill relating to the Education Professional Standards Board. Senator Matt Deneen and Association of Independent Kentucky Colleges and Universities representative Mr. Dyer explained that the bill clarifies that small independent colleges and universities may designate a qualified education department representative, not only a chief academic officer, to serve on the board. The committee adopted a committee substitute by voice vote, and the substitute was approved.

Summary: The Senate Public Safety Committee met without a quorum and operated as a subcommittee while hearing a long agenda of bills. Early items included AB 2605, which would require statewide reporting on public defense services; supporters said California lacks basic data on how indigent defense is delivered and that the bill would help identify under-resourced counties, while no opposition appeared. AB 1650 would require rental vehicles used in law enforcement operations to display agency identification; supporters framed it as a transparency and community-trust measure in response to immigration enforcement tactics, while sheriffs and police groups opposed it unless amended, arguing it could compromise undercover and task-force operations and raise legal and indemnification concerns. AB 1930 would require notice to the Attorney General before business entities respond to subpoenas involving legally protected abortion or gender-affirming care information; supporters said it protects patient privacy and provider safety, while opponents raised constitutional, law-enforcement, and business-burden concerns. The committee also heard AB 458, directing state procurement guidelines for firearms and accessories so agencies buy from responsible vendors, with support from police chiefs, gun-violence prevention groups, and local officials, and no opposition testimony offered. The committee then heard AB 1588 on sideshows and street takeovers, which would update the definition of sideshows, include motorcycles and dirt bikes, and align penalties with street racing. Supporters, including police, city, transportation, and road-safety advocates, said the bill responds to dangerous events, property damage, and injuries; opponents from civil liberties and public defender groups argued higher fines and criminal penalties are ineffective and disproportionately harm low-income people, favoring roadway design and community-based prevention instead. AB 910, the Survivors Act, would expand affirmative defenses and vacature relief for survivors of trafficking, intimate partner violence, and sexual violence; supporters, including a survivor who described decades of abuse and wrongful conviction, said the bill gives survivors a chance to tell their stories and seek relief, while district attorneys opposed expanding relief to violent offenses and warned it could erase restitution and undermine victims’ rights. AB 2624 would expand Safe at Home confidentiality protections to immigrant service providers, employees, and volunteers; supporters described threats, doxxing, and harassment against immigrant-serving organizations, while opponents claimed the bill was prompted by investigative reporting on fraud and would chill journalism and transparency. The committee also heard AB 31, making the tribal police pilot program permanent and creating a missing and murdered Indigenous persons task force, which drew strong support from tribal representatives and no opposition. Later, AB 1959 sought to close a resentencing loophole tied to a 2001 Santana High School shooting case by restoring judicial discretion in resentencing for certain juvenile offenders; supporters said the current process can lead to automatic release even after parole denial, while opposition testimony began with concerns that the bill was responding to one case and lacked broader evidence. Throughout the hearing, members repeatedly noted they supported several bills but could not formally vote because the committee lacked a quorum, so motions were held for later action.

Summary: The House convened with 124 members present, offered a prayer, and recognized foster youth visiting the chamber. Members then adopted two House resolutions honoring Dr. Sonja Santelises for 10 years as CEO of Baltimore City Public Schools and recognizing Sigma Gamma Rho Sorority, Incorporated, for 104 years of service, scholarship, and sisterhood. The House also received Senate bills and began taking up committee reports. Several bills were reported favorably and advanced to third reading, including measures on higher education grants, public safety pay restrictions, retirement and pension system work group extensions and cost-of-living adjustments, synthetic turf and aquaculture studies, rail crew requirements, Howard County speed limits, election address confidentiality, IT investment fund uses, ethics financial disclosures, Public Information Act divorce records, aging-in-place grants, judicial assignments, clerk and register salaries, and firearm literature distribution. House Bill 428, concerning temporary assignment of former judges, was special ordered until the next day after the minority whip requested time for an amendment. The chamber also considered and adopted amendments on several bills. House Bill 437, the Transportation and Climate Alignment Act of 2026, was amended to exempt the Chesapeake Bay Bridge project and then special ordered after questions about greenhouse gas impacts on major highway expansion projects. House Bill 457 on menstrual hygiene products at higher education institutions, House Bill 538 on student enrollment disclosures, House Bill 561 on child care credential funding, House Bill 720 on a veterans scholarship, and House Bill 212 on out-of-state vehicle registration all received amendments and favorable reports as amended. HB 212 drew extended debate about Maryland residents using out-of-state tags, with supporters saying it would help enforce registration laws and opponents raising concerns about legislative вмешательство in vehicle regulation and enforcement discretion.

Bills: SB3263 , SB3261
Committee: Senate Education
Summary: The joint committees heard testimony on Senate Bill 3263, which would create a state-supported endowment for University of Hawaii athletics NIL (name, image, and likeness) funding. University of Hawaii Athletics Director Matt Eliott supported the bill, saying NIL requires both immediate funding and a longer-term sustainable solution. He asked for several changes: lowering the initial endowment target from $10 million to $2 million so the fund could start sooner, allowing NIL reporting by team rather than by individual student-athlete, and clarifying that athletes may choose whether to use an agent, while still allowing certified agents or a parent/guardian if desired. Committee members raised concerns about using taxpayer dollars for athlete compensation, the burden on a small-state budget, and whether the university could realistically raise the required matching funds. Several senators questioned whether the university had a concrete fundraising plan and whether the endowment would meaningfully help UH compete with larger programs. Eliott said UH is already fundraising privately for current NIL obligations, had raised more than $1.6 million toward a $3 million annual goal, and would continue fundraising for both short-term needs and the endowment match. He also said the university is not trying to compete with Power Five schools on the same scale, but to be successful at its own conference level. Members also discussed transparency and privacy, with some senators arguing that if state money is used, the public should know how it is spent, while Eliott said individual student-athlete NIL information should remain private and team-level reporting would be preferable. He confirmed international student-athletes are eligible for NIL and said about 60 to 70 UH athletes are currently participating, with more than 100 expected next year. The discussion also touched on UH’s Mountain West media rights and local TV rights, with Eliott explaining that the conference distribution is expected to remain around $3.5 million and that local TV rights would be negotiated separately. No vote or final action was taken during the portion of the hearing provided.
