Summary:
The Health and Human Services committee heard several gubernatorial nominations and appointments, beginning with Sunshine Cho and Barbara Tom for the Language Access Advisory Council. Both nominees said they stood on their written testimony and expressed interest in continuing to serve, and multiple organizations testified in strong support. No opposition or questions were raised on either nomination, and the committee moved on after hearing the testimony.
The bulk of the meeting focused on GM 642, the nomination of Ryan Yamane to be Director of the Department of Human Services. Yamane gave an extensive opening statement describing his social work background, long public service career, and philosophy of compassionate, balanced leadership. He emphasized DHS’s role in helping people from keiki to kūpuna with dignity and support, and shared personal stories from disaster response and family-service work to illustrate his approach. Support testimony came from a wide range of state officials, agency directors, community organizations, health systems, advocacy groups, and former colleagues, who praised his leadership, problem-solving, communication skills, and empathy.
One witness, Moani Kiala Katherine Tu Alun, testified in opposition, raising concerns about retaliation and safety issues affecting foster youth and alleging harmful treatment within Child Welfare Services. Another witness, Angela Melody Young, supported the nomination and said Yamane could help overcome barriers for vulnerable communities and improve DHS programs such as financial assistance, SNAP, and disability services. The committee also heard from DHS staff and related officials about the uncertainty surrounding possible federal funding and staffing cuts; Yamane said the department is gathering information, coordinating with Budget and Finance and federal partners, and preparing to prioritize services and adjust if federal changes affect programs. The Senate Standing Committee on Environmental Conservation, chaired by Senator Pete Harckham, met with a quorum and considered a 10-bill active list. Throughout the meeting, senators asked brief questions, offered supportive comments, and in several cases recorded votes of without recommendation or nay on specific bills. The committee ultimately voted to advance or refer all ten bills as appropriate, with the PFAS bill referred to finance after unanimous support from those present. The meeting concluded after welcoming several senators who joined during the session, including new member Senator Bachar.

The Legislative Joint Auditing Committee met to approve prior minutes and receive reports from several subcommittees and audits. The executive committee reported that audit and special reports were scheduled for presentation, one requested report remained outstanding, and staff had reviewed circuit-court caseload assignments in Benton County’s 19th West Judicial District. The committee also heard that Arkansas legislative audit financial statements and audits for fiscal years 2024 and 2025 received clean opinions with no internal-control findings, and that the report was accepted.
The counties and municipalities report covered delinquent private water and sewer audits, with many entities reinstated after filing required reports, and reviewed current and deferred reports; several reports were referred to prosecutors, the attorney general, or the Government Bonding Board. The education audit report covered 57 school district audits, with three districts—Camden Fairview, Forest City, and Eudora—deferred until the June meeting because of findings and referrals. A substitute motion amended the report to file the Nettleton School District report, and the amended report passed. The state agencies report noted findings at the Department of Public Safety and the Department of Transportation and Shared Services, including duplicate payments, collateral issues, record-keeping problems, and missing vehicle logs; the committee filed five reports.
The committee then reviewed the City of Pine Bluff’s 2024 financial audit. The city received clean opinions overall, but the management letter identified serious issues in the mayor’s office, Parks and Recreation, and Finance, including unaccounted-for receipts, altered invoices, unallowable and questionable purchases, missing equipment, and weak cash-receipting and reconciliation procedures. City officials, including the mayor and department heads, testified that the problems largely involved prior activity, said they had terminated involved employees, referred matters to law enforcement, and described corrective steps such as a forensic audit, new procurement and accounting procedures, electronic receipting and payments, and software upgrades. After questions from members, the committee voted to file the Pine Bluff report and adjourned, with the next meeting set for June 4-5, 2026.

First, SB 184 by Senator Gates would require local governments to allow accessory dwelling units in single-family residential areas, with exceptions for planned unit developments and master-planned communities. The committee then took up SB 118 by Senator Brodeur, which preempts regulation of presidential libraries to the state and defers regulation to the federal government, with the stated purpose of preventing local governments from imposing obstacles to a future presidential library in Florida. There was no debate or public testimony, and the bill was reported favorably.
Finally, the committee considered SPB 7704, a proposed committee bill to repeal the sunset date on a public records exemption for property photographs and personal identifying information of applicants or participants in disaster-related housing assistance programs held by state and local housing entities. With no questions, debate, or public testimony, the committee approved the motion to submit it as a committee bill and reported it favorably. The meeting then adjourned.

HB 2999 (special taxing districts/infrastructure finance districts) drew the most discussion; a Mesnard floor amendment made several changes to tax-rate, bond, and infrastructure provisions, and the bill was ultimately amended and given a do pass recommendation. HB 1418 (sheriff auxiliary authority) and HCR 2059 (county services) also received do pass recommendations. The Committee of the Whole report was adopted.
On Calendar 3, HB 2035 (DCS kinship care placement requirements) was amended to change a reporting deadline and received a do pass recommendation. HB 241 (child neglect financial resources exception), HB 2594 (child confidentiality), and HB 2932 (groundwater transportation fee/withdrawal-related provisions) were also considered; HB 2594 and HB 2932 were amended and received do pass recommendations. The Committee of the Whole report was adopted. On Calendar 4, HB 2109 (portable wireless communication devices/distracted driving penalties for motorcycles), HB 2118 (mobile food vendors’ licenses), HB 2244 (eviction satisfaction of judgment), and HB 4011 (HOA duties) were all advanced, with committee or floor amendments adopted where offered, and the report was adopted.
The Senate also took up an additional Committee of the Whole for HB 2440 (transition program), adopted a technical floor amendment, and advanced the bill. Later, the chamber adopted a proclamation recognizing Embry-Riddle Aeronautical University on its centennial and welcomed guests from the university. The Senate received a House request to return SB 1113 for further amendment and appointed free conference committees for HB 2133 and HB 2010. On third reading, HB 2592 passed 16-9-1, HB 2916 passed 26-1-3, HB 2946 passed 27-0-3, and HB 2999 passed 21-6-3, with Senator Epstein explaining her no vote on HB 2999 due to concerns about homeowner cost uncertainty. The Senate then adjourned until April 15, 2026.
