House Bill 1290, concerning assault and clarifying sentencing, was amended in Judiciary to remove the medical professional provision and passed after testimony emphasizing strangulation as a serious warning sign in domestic violence cases; it then passed the House. House Bill 1312, dealing with peace officer participation, POST Board composition, academy training, and related grants, was amended for clarity and passed the Judiciary report and then the bill. Committee: House Public Safety
Keywords: 910, house, all
Summary: The Committee on Public Safety met on January 31, 2025, and first heard House Bill 1062, a housekeeping measure relating to the Hawaii Air National Guard. Testimony in support came from representatives of the Adjutant General and other National Guard witnesses. A member raised a technical question about language allowing the Guard to hold the rank authorized by the Department of the Air Force, and the response was that the bill should not require additional HR language; no vote was taken. The committee then heard House Bill 674, which would authorize allowances for TRICARE dental and vision coverage for Hawaii National Guard personnel ordered to active duty for more than 30 days. The Department of Defense supported the bill through Brigadier General Ross, Director of Joint Staff, and Terry Heiti also testified in support. There were no questions or action taken on the measure. House Bill 652, relating to veterans’ rights and benefits and regulating compensation for advice or assistance on veterans’ benefits, drew the most discussion. The Veterans of Foreign Wars Department of Hawaii supported the bill, arguing it would protect veterans from illegal or exploitative practices and noting its own service to more than 2,000 veterans in fiscal year 2024. Opposition came from the National Association for Veterans Rights and Veteran Benefits Guide, which argued the bill would restrict access to needed services and that some for-profit providers operate legally and should not be barred. Committee members questioned the scope of the bill, accreditation requirements, and whether nonprofit or pro bono services would be affected. A Department of Defense veteran services official said veterans can be vulnerable to exploitation and that some legal fee arrangements can be abusive, while also noting pro bono options exist. The committee did not reach a decision on the bill during the excerpt. The committee also began hearing House Bill 1058, which would create a veteran cemetery board within the Office of Veteran Services to help state veteran cemeteries comply with federal standards. The Office of Veteran Services and Terry Heiti testified in support. Members asked about the board’s membership, timeline, and consultant selection, and were told the working group was still in an organizational stage and no construction timeline had been set. The final measure discussed was House Bill 503, which would appropriate funds for a consultant to evaluate locations and designs for a Hawaii First Responders Memorial. The Department of Accounting and General Services supported the bill, and testimony in support was received from county and city officials, UPW Hawaii, and individuals. Members asked about the working group, timeline, and budget, and were told the project was still in early planning; no final action was taken in the portion provided.

Summary: The Alabama Senate convened with prayer, the pledge, and a roll call establishing a quorum. The chamber approved routine motions to excuse absent senators, dispense with the previous day’s journal, and allow introduction of bills and committee reports throughout the day. The Senate also received several House messages referring bills to committee, including local constitutional amendments for Limestone, Blount, and Mobile counties, a human cloning bill, a Fair Campaign Practices Act bill, a public education bill, a court fees bill, and a physician assistance bill. Committee reports were then taken up. The Finance and Taxation General Fund, Confirmations, State Governmental Affairs, County and Municipal Government, Education Policy, Banking and Insurance, Fiscal Responsibility and Economic Development, Transportation and Energy, and Local Legislation committees all reported a number of bills favorably, many with amendments or substitutes. Several measures were advanced to the calendar for the next legislative day, and the Senate confirmed multiple appointments, including Eileen Meyer and Tiffany Martin to the Alabama Board of Midwifery, Jennifer Ag, Jerry Gross, and Edgar Hower II to the University of West Alabama Board of Trustees, Patricia Sims, Tony Cochran, and Sandy Stimson to the Alabama State Port Authority Board of Directors. The Senate then adopted a special order calendar under Senate Resolution 34, setting the order of business for the 10th legislative day. The main floor debate centered on House Bill 161, the App Store Accountability Act, which was described as a child-protection measure requiring parental permission, age verification by app stores, accurate app age ratings, and limits on minors entering contracts through app downloads. Senators speaking in support said the bill was needed to protect children from harmful online content and preserve parental control, and they discussed an amendment clarifying the meaning of “act” and preserving compliance with other state age-verification laws. The debate was ongoing in the portion provided, and no final vote on HB 161 appears in this excerpt.

  • Members, we’re going to take up Tab 1, Senate Bill 1376, on grants for genetic counseling education,
  • The bill would establish an education grant program to support students pursuing a career in genetics
  • So now we are really promoting the education of them and making sure that we increase the numbers.
Summary: The committee met with a quorum present and first took up SB 1376, a bill by Senator Burgess to create an education grant program to help address Florida’s shortage of genetic counselors. Burgess explained that the program would support students pursuing genetics-related careers at state universities, noting the growing need in clinical areas such as oncology, prenatal care, and rare diseases. An amendment was adopted requiring graduate genetic counseling programs to be accredited by the Accreditation Council for Genetic Counseling and to show sufficient clinical training capacity. Members speaking in support said genetic counseling is an important and underrecognized field and that the bill would help expand access to services in Florida. After the amendment, CS for SB 1376 was reported favorably by roll call vote. The committee then took up SB 1570 by President Gates, which would restore a previously sunsetted statewide program, Project Leo, to help locate missing persons with special needs who are at high risk of wandering, using voluntary tracking devices through CARD centers and local sheriff’s offices, with $1 million in nonrecurring funding. Senators Berman and Harrell strongly supported the bill, citing the dangers of wandering, especially for individuals with autism or developmental disabilities, and the potential for the program to save lives. SB 1570 was also reported favorably by roll call vote. No other business was raised, and the committee adjourned.

Members spoke in support, and CS/SB 1376 was reported favorably by roll call vote. After a brief recess, the committee took up SB 1570, which would revive Project Leo, a prior Florida program that helped locate missing persons with special needs who are at high risk of wandering or elopement. President Gates explained that the bill would allow participating CARD centers to work with local sheriff’s offices to provide voluntary tracking devices and included $1 million in nonrecurring funding. Senators Berman and Harrell supported the measure, citing the dangers of wandering, especially for individuals with developmental disabilities or autism, and the importance of preventing drownings and other tragedies. The bill was reported favorably by roll call vote. No other business was raised, no senators requested to be recorded on the bills, and the committee adjourned without objection.

Summary: The committee heard testimony on House Bill 224, which would redirect most money from New Hampshire’s renewable energy fund back to electric ratepayers. The bill sponsor argued the measure would lower energy costs, noting recent utility rate increases and estimating annual savings of roughly $2.5 million to $7.3 million for ratepayers. Supporters said the fund has accumulated money that should be returned to customers rather than used for subsidies, and they emphasized that the state has already rebated similar funds from RGGI for years. Opponents, including Rep. Kat McGee, argued the renewable energy fund is a successful, nonlapsing dedicated fund that supports local clean-energy projects, energy resilience, emissions reductions, and private investment. McGee said the fiscal note overstated the benefit of rebates and understated the loss of investment, claiming the average annual rebate would amount to less than $10 per customer while the program has helped leverage significant private dollars and nearly 10,000 projects. She urged the committee to reject the bill as a poor deal for the state and ratepayers. Committee members questioned the fiscal note, the size of the rebate, whether the bill would set a precedent for other dedicated funds, and whether the program’s incentives amount to picking winners and losers. The Department of Energy testified neutrally, explaining how the renewable energy fund works, including renewable energy credits, alternative compliance payments, and the fund’s use for renewable energy initiatives. No vote was taken in the portion of the hearing provided.
