Summary: The Joint Committee on Public Safety and Homeland Security held a public hearing with opening remarks from Senate Chair John Cronin and House Chair Dan Cahill, followed by member introductions and instructions on testimony time limits. The committee heard testimony on several bills, including S. 2743 addressing staged suicides, S. 2861 creating a special commission on school bus safety, and S. 3021 updating Massachusetts student transportation rules. On S. 2743, advocates and family members described cases in which domestic violence deaths were allegedly misclassified as accidents or suicides, arguing the bill would improve training and require more careful investigation when there is a known history of abuse. Testimony emphasized the need for law enforcement, district attorneys, and medical examiners to recognize signs of coercive control and staged scenes. Committee members asked about current investigative practices and noted that sudden deaths are already reviewed by medical examiners and prosecutors, but that better training and awareness may still be needed. On S. 2861, Amanda Taylor testified emotionally about her daughter Summer Steel, who died after being trapped in a school bus door, and urged adoption of anti-pinch sensor technology on future buses. Representative Sabadosa and a company representative said the technology already exists, is used in other transportation sectors, and could prevent similar tragedies; they noted estimated retrofit and prospective costs and pointed to Maine’s similar action. On S. 3021, Ever Driven and Chamber of Progress supported modernizing vehicle requirements for alternative student transportation, arguing that current rules are designed for full-size buses and make it harder for districts to serve homeless students, foster youth, and students with disabilities. The hearing ended after testimony concluded, and the committee voted to adjourn.

Summary: The Joint Finance-Appropriations Committee first approved a trailer appropriation for House Bill 730, adding $351,000 one-time General Fund to the Department of Health and Welfare’s Division of Welfare for SNAP eligibility system changes. One member argued the change was unnecessary because Idaho already has a low error rate and the current eligibility systems work well, but the motion passed with a due pass recommendation. The committee then considered House Bill 898, which moves the State Historic Preservation Office from the Idaho State Historical Society to the Office of Species, Minerals, and Energy Coordination. Members discussed whether the move was requested by the governor and whether it would create efficiencies in permitting and federal coordination. The committee approved both the reduction from the Historical Society budget and the corresponding addition to SMEC, along with language exempting SMEC from certain transfer restrictions. The State Historical Society director was said to support the move. Next, the committee approved trailer funding for Senate Bill 128, creating the Idaho High Need Students Fund. The committee added $5 million one-time dedicated funding and approved transfers of $1 million from the Idaho Career Ready Students Program Fund and $4 million from the driver training account. Analysts explained that while the funding is one-time, it could increase the state’s ongoing maintenance-of-effort obligation under federal special education rules if other funding remains unchanged. Members described the measure as a partial, temporary response to a larger special education funding gap. Finally, the committee revisited the Department of Fish and Game budget after it had failed on the House floor earlier. Members discussed multiple enhancement requests, including habitat projects, Good Neighbor Authority work, fisheries inflation, wolf depredation, communications, and replacement items. A substitute motion that included additional funding for temporary employees failed in the House vote, and the committee then approved a revised motion with a due pass recommendation. The committee also adopted language directing $200,000 of wolf depredation funds to wolf trapping. The meeting ended with discussion of pending items for the next day, including rural health transformation and state police-related budget actions.

Summary: The Joint Finance-Appropriations Committee met with a quorum and first considered a trailer appropriation for House Bill 730, which changes how SNAP eligibility is determined. The committee heard that the bill would require $351,000 one-time from the General Fund for system changes in the Division of Welfare. One member argued the change was unnecessary because Idaho already has a low SNAP error rate and uses existing verification systems, but the motion passed in both chambers and received a do-pass recommendation. The committee then took up trailer actions for House Bill 898, moving the State Historic Preservation Office from the Idaho State Historical Society to the new Office of Species, Minerals, and Energy Coordination. Members discussed whether the move was requested by the governor and whether it would improve coordination and permitting efficiency; supporters said it would streamline federal review and the historical society director supported the move. The committee approved reducing the Historical Society budget by 12 FTP and $1,699,700, then approved adding the same staffing and funding to SMEC, and also adopted language exempting SMEC from certain transfer restrictions. Next, the committee considered Senate Bill 128, creating the Idaho High Need Students Fund for extraordinary special education costs. The analyst explained that the recommended one-time $5 million dedicated fund appropriation would also require a $5 million cash transfer, and that increasing special education spending could raise the state’s federal maintenance-of-effort obligation. The committee approved the $5 million appropriation and two transfers: $1 million from the Idaho Career Ready Students Program Fund and $4 million from the driver training account, all with do-pass recommendations. Finally, the committee revisited the Department of Fish and Game budget. After discussion of habitat projects, Good Neighbor Authority work, fisheries inflation, wolf depredation, communications, OITS replacements, and replacement items, a substitute motion that would have funded a larger package failed in the House, and the original motion passed instead. The committee approved a reduced Fish and Game budget package and adopted language directing the $200,000 wolf depredation enhancement specifically to wolf trapping. The meeting ended with brief discussion of the next day’s agenda and timing, including pending items such as rural health transformation and state police-related legislation.

Summary: The meeting was a bipartisan presentation in support of House File 2879, a bill responding to organized retail crime and supply chain theft in Minnesota. Speakers said the problem goes far beyond ordinary shoplifting and involves coordinated criminal networks that move quickly across cities, counties, and state lines, affecting retailers, trucking companies, manufacturers, workers, and consumers. They argued that Minnesota’s 2023 law defining organized retail crime was an important first step, but that the state now needs better execution and coordination. The bill would create an organized retail and supply chain crimes advisory board at the Bureau of Criminal Apprehension to bring together law enforcement, prosecutors, labor, and industry stakeholders. Testimony from a detective, a retailer, the Minnesota Trucking Association, and the Minnesota Automobile Dealers Association described repeat theft patterns, assaults and threats against employees, cargo theft, identity theft, fictitious pickups, GPS spoofing, and other sophisticated tactics. Witnesses said local agencies often lack the ability to connect cases across jurisdictions and that a statewide coordinating body would help identify patterns, track repeat offenders, and build stronger enterprise-level cases. Representatives Witty and Norris described the bill as a practical next step from definition to coordination, and supporters said the effort has broad backing from business, law enforcement, and labor groups. No vote or formal committee action was described in the transcript, and the presentation ended with an invitation for questions and further interviews.

Summary: The Senate convened with a quorum, prayer, and the Pledge of Allegiance, then approved the journal and moved through committee reports and messages. Committee actions included referral of a large group of newly printed Senate bills to the appropriate standing committees, a do-pass report on House Bill 55 from Health and Welfare, and referral of Senate Bills 1270 and 1271 for possible amendment. The Senate also received a gubernatorial appointment of Jeff Seelich to the Public Employee Retirement System of Idaho Board and House bills 576, 577, 632, and 607 for introduction. In the 10th order, the Senate adopted Senate Resolution 114 on Education Committee rules and Senate Resolution 115 on temporary and pending rules for several state agencies, both without opposition. It also adopted Senate Joint Memorial 109, which urged Congress to address campaign finance concerns and out-of-state influence in Idaho elections, and House Joint Memorial 9, which asked Congress to reaffirm FLPMA as the governing framework for federal land management and exchanges. House Joint Memorial 11 was also adopted, calling on Congress to fully fund IDEA at the promised 40% level; supporters emphasized the burden on state and local budgets and property taxpayers, while opponents argued the state should resist federal overreach and dependency. The Senate confirmed the committee report recommending Ryan Lanham as State Athletic Commissioner, with supportive testimony highlighting his combat sports background and experience. It also adopted the committee report confirming Juliet Sharon as Director of the Department of Health and Welfare, with senators citing her Medicaid and program integrity experience and the size and complexity of the agency. In first and second reading, the Senate referred House Bills 576 and 577 to Transportation and House Bills 632 and 607 to State Affairs, and advanced House Bill 533, Senate Bill 1258, and House Bill 502 to third reading. The chamber then heard announcements about caucus and lunch events before adjourning until the next day.

Summary: The committee first heard the nomination of Anna Silva to lead the General Services Department. Supporters, including the sponsor, former GSD officials, family members, the lieutenant governor, and other senators, praised her long career in GSD, her procurement and facilities management experience, and her work on e-procurement, veteran home construction, and other projects. Silva said her priorities would include stabilizing risk management positions for the transition to the next administration, ensuring continuity on construction projects, and protecting the department’s budget and operations. After questions and comments, the committee voted 7-0 to advance her nomination to full Senate confirmation. The committee then took up House Bill 96, which would create a working group to study establishing a New Mexico Space Commission to support the commercial space industry. The sponsor and witnesses argued the state already has strong space infrastructure and should remain competitive with other states. Senators expressed support, and a friendly amendment was adopted to add a Senate pro tem appointee to the working group. The amended bill received a due-pass recommendation. Next, the committee considered House Joint Resolution 5A, which would ask voters whether legislators should be paid based on median household income. The resolution received a due-pass recommendation. The committee also heard House Joint Memorial 3, which asks the Environment Department and Environmental Improvement Board to review the PFAS law passed the previous year in light of changing federal rules. The American Chemistry Council opposed the memorial, arguing it misstated aspects of the law and could complicate rulemaking, while the sponsor and Environment Department said the memorial was intended to help assess whether changes are needed. The memorial received a subcommittee due-pass recommendation, and the meeting adjourned.

Bills: S0382 , S0654 , S0684 , S0880 , S1080
Summary: The Transportation Committee met with a quorum and first took up SB 654 on traffic infraction enforcement, which would standardize procedures for red-light, school-zone speed, and school bus camera enforcement. The bill would allow clerks to retain 10% of penalty revenue, permit virtual hearings, require records retention, limit surveillance/data use, tighten school-zone flashing-light requirements, and add school board approval and reporting requirements for school bus camera programs. An amendment clarified reporting periods and which entity receives liability-transfer affidavits. Members raised questions about information-sharing, facial recognition, school-zone warnings, and school bus stop safety, but the committee accepted the amendment and reported the bill favorably. The committee then considered SB 1080, which was amended by a delete-all to address FDOT direct payments to first-tier subcontractors and takeover agreements involving sureties and replacement contractors. The amended bill was reported favorably. The committee also approved a slate of appointments in tabs 1 through 6 by one vote. Next, the committee heard SB 382 on electric bicycles and scooters. A strike-all amendment shifted the bill away from immediate enforcement changes and instead created an e-bike task force, required crash data collection and reporting, and retained rules requiring riders to yield to pedestrians, provide audible signals, and limit speed near pedestrians. Members discussed enforcement practicality, access concerns for riders who rely on e-bikes, and the need for public education and transparency. The amended bill was reported favorably. The committee then reported favorably SB 684, which removes certain signature requirements for electronic odometer disclosures in total-loss vehicle and vessel insurance transactions, and SB 880, which creates a new license plate for the Miami Northwestern Alumni Association. The meeting ended after all items were approved and the committee adjourned.
