Summary: The committee first took up House Bill 2759 in executive session. The sponsor explained a committee substitute that would shift the bill’s disclosure requirement so project completion dates would be posted when work is awarded, rather than during the bidding process. Members discussed the fiscal note and whether the change could affect contractor pricing and MoDOT costs. The committee adopted the substitute and then voted the House Committee Substitute for House Bill 2759 “do pass” by a roll call of 13 ayes and one present. The committee then moved to public hearing on House Bill 1741, which would create procedures for non-consensual towing of commercial vehicles, including a towing and recovery review board, limits on storage charges while disputes are pending, restrictions on liens, access requirements, and penalties for violations. Representative Griffith said the bill is aimed at protecting independent truckers from excessive towing charges while still allowing emergency road clearance. Members raised concerns about the scope of the bill, the lack of a dispute timeline, the proposed $25,000 penalty, the ban on per-pound billing, and whether the bill could interfere with emergency towing or create litigation involving the state. Supporters, including representatives from trucking groups, described large and sometimes excessive tow bills, argued that small owner-operators can be bankrupted by these costs, and said Missouri lacks a meaningful complaint process. Opponents from towing associations said the bill, as written, could prevent non-consensual commercial tows because towers need a lien or other leverage to get paid, especially when vehicles or cargo are abandoned or out of state. They also argued that emergency recoveries are dangerous, expensive, and highly variable, and that the bill should be narrowed and clarified. The sponsor and witnesses on both sides indicated a willingness to keep working on amendments, and no final action was taken on House Bill 1741 during the hearing.

Summary: The committee convened to discuss critical issues surrounding the nomination of Michael Falkender for the position of Deputy Secretary of the Treasury. This meeting included a series of remarks from committee members who expressed divergent views on Falkender's qualifications and the implications of his appointment. Senator Wyden voiced strong opposition, arguing that Falkender represents harmful policies expected to be perpetuated under the current administration, especially concerning taxpayer privacy and IRS tactics. Meanwhile, other members defended Falkender, noting his extensive experience, including a commitment to transparency in government operations if confirmed.

Committee: House Judiciary
Summary: The committee met with a quorum and heard a series of bills, mostly from the Senate, covering military affairs, courts, veterans’ services, tobacco/vape regulation, and emergency alerts for missing persons with disabilities. Several measures were described as cleanup or modernization bills, including SB 317 adding the House and Senate military committee chairs to the Louisiana Military Advisory Council, SB 357 updating court administration and appellate e-case management provisions, SB 421 modernizing electronic records language, and SB 232 and HB 597 addressing judicial compensation and related funding/commission issues. The committee also heard SB 164, which would add public works employees to the definition of first responders, and SB 510, which would regulate certain licensed establishments that allow on-premises consumption of hemp/THC products and related age restrictions. These bills were generally presented as technical updates or alignment with existing practices, and the committee reported them favorably after brief questions and, in some cases, amendments. A major portion of the meeting focused on SB 208, which revises Louisiana’s law on services provided to veterans after a prior version was struck down. Senator Kathy and LDVA representatives said the bill is intended to protect veterans from unaccredited “claim sharks” by limiting fees and creating state-level safeguards, while an opponent argued the issue is preempted by federal law and should be left to Congress and the pending appeal. The committee also heard extensive testimony on SB 34, which would create “Bryan’s Call” emergency alerts for missing children and adults with cognitive or developmental disabilities, including wireless alerts and responder training. Family members and disability advocates described fatal risks from elopement and drowning, and supporters said the bill would fill a gap between Amber and Silver Alerts; the committee moved the bill favorably. Another bill, HB 302, sought to restrict vape sales near schools; the sponsor and Alcohol and Tobacco Control discussed possible language changes, and public health testimony supported broader protections for youth. Several bills were voluntarily deferred, including HB 1190, HB 1097, and HB 374-1, and the committee adjourned after reporting the remaining measures favorably.

Summary: The Committee on Pensions met without a quorum at first, then later returned to executive session and held several bill hearings. Representative Haley presented House Bill 295, which would allow PSRS retirees who have reached the 80% COLA cap to receive an additional 2% COLA in years when investment returns exceed the system’s assumed rate and CPI conditions are met. Haley and supporters from the Missouri Retired Teachers Association said the bill was narrowly targeted, non-cumulative, and protected by guardrails; committee members questioned whether it could affect funding stability. PSRS/PEERS counsel testified informally that the proposal would function like a one-time “13th paycheck,” would affect about 3,400 PSRS and 800 PEERS retirees, and would cost roughly $32 million for PSRS and under $1 million for PEERS, while emphasizing the systems’ smoothing policy and funded status. The committee then adopted a substitute and passed House Committee Substitute for House Bills 2884 and 1655 by a 12-0 vote. The substitute combined language dealing with St. Louis police retirement board quorum/appointment timing, public employee retirement system provisions, and public school retirement system board quorum/vote requirements, and it also added clarifying language so retirement systems could continue routine informational communications without using funds to support ballot measures. The committee next took up House Committee Substitute for House Bills 1762 and 2059, which would increase the income tax deduction for private retirement income and raise the income threshold for eligibility. Supporters argued it would provide parity with the earlier public-pension tax break and help retirees and self-employed taxpayers; opponents raised concerns about the fiscal impact and timing. The substitute passed 8-4. Representative Bromley then presented House Bill 2144, which would increase the PSRS death benefit from $5,000 to $10,000. He said the current amount no longer covers funeral costs and that the change would help older retirees’ families. MRTA supported the concept but urged caution about system solvency and suggested looking at PEERS as well; PSRS/PEERS counsel testified that the benefit applies to all vested PSRS members, would cost about $137.8 million in actuarial liability, and would reduce the trust fund by about 0.19%. An EMPERS representative confirmed that system also has a $5,000 death benefit and uses similar third-party death-notification services. Finally, Representative Mayhew briefly presented House Bill 2205, which would exempt all public and private retirement income from Missouri income tax; no one testified in support or opposition, and the hearing adjourned after no further discussion.
