Summary:
The committee met, established a quorum, and opened with the pledge and prayer. Members then made several brief introductions of interns and guests from the University of Kentucky and the University of Louisville. The chair also reminded members about microphone use, cell phones, and the 24-hour rule for committee amendments and substitutes.
The sole substantive item was House Resolution 7, sponsored by Representative Hodgson, which set out guiding principles for Kentucky elections. Hodgson described principles including fair and secure elections, accessibility balanced with security, citizen-only voting, stability and uniformity in election procedures, prompt and accurate results, transparency, accountability, and preservation of state control over elections. Members generally supported the resolution; Representative Marzian asked whether Kentucky already follows these principles and raised the issue of low poll-worker pay, while Representative Hancock asked about protecting voter registration data and privacy. Hodgson responded that transparency applies to the process, not personal information, and that Kentucky protects ballot secrecy and voter data.
Representative Chester Burton also asked about election security, and Hodgson said Kentucky’s system relies on bipartisan poll workers and mutual oversight at polling places. Representative Marzian asked whether Social Security numbers are still required for voter registration, and members indicated they are, with a follow-up promised to the committee. The committee then voted 15-0 to pass the resolution with favorable expression. Before adjournment, Hodgson encouraged additional co-sponsors, and the chair noted the committee would likely meet again the following Thursday.

- Assembly Bill 1523 by the Committee on Judiciary, an act relating to civil procedure.
Summary:
The Assembly convened after a quorum call, opened with prayer and the Pledge of Allegiance, welcomed visiting students from De La Salle High School and a guest for Assembly Member Kalra, and then moved through a lengthy concurrence and third-reading agenda. Early actions included concurrence on ACR 21 honoring fallen Galt Police Officer Herminda Grewal, followed by a series of mostly noncontroversial bills on utilities, reclamation districts, housing, wildfire relief, mobile homes, environmental quality, health care coverage, and local government. Several measures were presented as technical, clarifying, or urgency bills, and many passed with unanimous or near-unanimous votes; notable items included AB 238 (wildfire mortgage forbearance), AB 571 (Southern California Veterans Cemetery permitting/CEQA exemption), AB 574 (health care coverage), AB 696 (lithium-ion battery safety advisory group), AB 1150 (airport car rental facility maintenance), AB 1154 (ADU parking standards), and SB 499 (impact fee deferrals for emergency-related parkland and utility infrastructure). SB 499 drew the most debate, with supporters emphasizing disaster resilience and dual-use parkland and an opponent arguing it would worsen housing-related fee burdens; it ultimately passed after a call was lifted.
The chamber also adopted SJR 4 urging restoration of NIH funding, and passed SB 230 expanding workers’ compensation presumptions to additional firefighters, SB 92 tightening density bonus law to curb loopholes, SB 782 creating disaster relief financing districts, SB 40 capping insulin copays at $35 and limiting step therapy, SB 362 strengthening small-business financing disclosures, SB 513 requiring workers access to training records, SB 489 requiring public agencies involved in housing approvals to post requirements online, SB 31 promoting recycled water use, SB 551 introducing normalization and dynamic security concepts in corrections, SB 639 extending flood-protection deadlines for Sacramento/Yuba projects, SB 653 defining environmentally sensitive vegetation management, AB 652 on air pollution, and SB 221 updating stalking law to include threats to pets. Several bills received recorded opposition or split votes, including SB 551, SB 439, SB 782, and SB 499, but most measures passed comfortably. The Assembly also concurred in Senate amendments on AB 516 and AB 1523, and later lifted the call on SB 499 to complete passage.
The session included an adjournment in memory of Rick Bryson of Long Beach, with Assembly Member Lowenthal highlighting Bryson’s athletic, business, and civic contributions. The day ended with reminders to secure floor managers for pending bills, a notice of the next day’s 10 a.m. floor session, and adjournment until Thursday, September 4th.

House Judiciary & Hawaiian Affairs
Summary:
The House Committee on Judiciary and Hawaiian Affairs heard several measures, beginning with HB 194, which would designate May 22 as Maritime Day. Testimony from labor, health, and community groups was in support, and the committee later recommended passage of the bill as is, with several members voting yes and some reserving or being excused. HB 458 would designate April 27 as Brother Joseph Dutton Day; the Department of Accounting and General Services, the Joseph Dutton Guild, and a descendant all supported it, and the committee recommended passage with technical amendments. HB 957 would designate the first Friday in May as Lā‘au Day; support came from the Office of Hawaiian Affairs, the Hawaii Farm Bureau, and many individuals, and the committee recommended passage as is. HB 345 would establish the ʻōpae ula as the state shrimp to promote awareness and protection of anchialine ecosystems; DLNR, Kuaʻāina Ulu ʻAu, and other supporters testified, and the committee recommended passage with technical amendments.
The committee also heard HB 901, which would allow public charter schools to appeal directly to the Board of Education on certain operational, governance, or funding matters. The Attorney General and the Public Charter School Commission offered technical comments and suggested amendments, while the commission described its current monitoring and renewal process and said it works closely with schools over the life of a charter contract. Members raised concerns about whether the bill would shift too much work to the Board of Education, and one member voted no when the committee later moved the bill with the Attorney General’s amendments. HB 1066 would add Head Start-related ex officio members to the Early Learning Board; the Early Learning Board and the Executive Office on Early Learning supported it, explaining the changes were needed to align with the federal Head Start Act, and the committee moved it forward without opposition.
HB 1069 would add voting members from the Department of Education and Board of Education to the School Facilities Authority Board. DOE and the School Facilities Authority supported the change as a way to strengthen collaboration, though questions from members focused on the current communication process between the agencies. HB 1343 would require the Board of Education to adopt a policy banning student phone and related device use during school hours; the committee noted written testimony in support and then moved to decision-making. At the end of the meeting, the committee adopted recommendations to pass HB 194, HB 458 with technical amendments, HB 957, HB 345 with technical amendments, HB 901 with amendments, HB 1066, HB 1069, and HB 1343.

Committee:
House Local Government
Summary:
The Local Government committee meeting was largely organizational. The chair opened the meeting with procedural reminders about silent roll, electronic committee materials, notifying staff if members would be late or absent, and using proper committee procedure by keeping questions and statements separate and going through the chair. The chair also discussed seating arrangements, introduced Vice Chair Jeff Cornelius, and noted that committee communications should be routed through him as needed.
The committee welcomed its page, Paisley Hall of Rigby, Idaho, who briefly introduced herself and said she was excited to observe how local government works. The chair also mentioned that the committee would likely hear more legislation than the previous year and announced a short informational presentation scheduled for Thursday at 1:30 p.m. that would help members prepare for upcoming bills and decision-making.
No legislation was heard, no votes were taken, and no formal actions were reported beyond the procedural and scheduling announcements. The meeting concluded after the chair invited members to raise any questions or concerns privately.
