Summary: The committee first heard a budget presentation on LSU Health Care Services Division and Lallie Kemp Medical Center. Staff reviewed HCSD’s roughly $74.7 million budget, much of it tied to legacy obligations for former LSU hospital systems and support for Lallie Kemp. Committee members asked about prisoner care, risk management costs, declining admissions and emergency visits, and the hospital’s 340B drug program. Lallie Kemp officials explained that prisoner care serves multiple state and local facilities, that lower admissions largely reflect more patients being placed in observation status, and that the in-house 340B program provides major savings to patients and the prison system. Members also asked about care for unhoused patients and the hospital’s discharge practices, and the hospital said social services works to find placement when possible. The committee then moved to the Louisiana Department of Health budget, which was presented as just under $23.5 billion, with Medicaid making up more than 90 percent of the total. The presentation covered the Office of the Secretary, Office of Public Health, Office of Behavioral Health, Office for Citizens with Developmental Disabilities, and Medicaid. Major items included the new Rural Health Transformation Program, the transfer of several functions from DCFS to LDH under the One Door initiative, changes to SNAP administration, and large Medicaid adjustments driven by enrollment, utilization, and federal policy changes. Testimony also highlighted the statewide crisis hub and 988, the commodity food program for seniors, women’s health and maternal outcomes, and the department’s efforts to modernize technology and reorganize services. Members questioned LDH officials on a wide range of budget and policy issues, including the rural health grant, crisis services, Medicaid redeterminations, provider taxes, physician and hospital supplemental payments, nursing home rates, HCBS funding, and the impact of the federal One Big Beautiful Bill Act. LDH said the rural health grant would support workforce, technology, and care-delivery improvements; that the crisis hub and mobile crisis units are being expanded to improve access and reduce emergency room use; and that the department is working to keep the SNAP error rate below 6 percent to avoid a projected state cost increase. Officials also said they expect to return next year with additional funding requests for HCBS and other programs, while emphasizing that current budget changes are largely meant to realign funding with actual expenditures and new federal requirements. No votes or formal actions were taken in the portion provided.

Summary: The Health and Human Services Appropriations Committee met to review and advance the Senate’s fiscal year 2025-26 budget proposal for the committee’s portfolio. The presentation highlighted a $1.8 billion increase over the current base budget, including full funding for Medicaid and KidCare, investments in IT modernization, Medicaid provider rate increases, mental health and substance use services, opioid treatment, foster care and guardian assistance, elder care, veterans’ services, cancer research, school nurse staffing, and other public health initiatives. The committee adopted a motion allowing technical adjustments and then approved the budget proposal to be reported to the full Senate Appropriations Committee. The committee then heard and voted on several bills. SB 152 on surgical smoke protection required hospitals and ambulatory surgical centers to adopt smoke evacuation policies; nurses testified in support, citing workplace and patient safety risks, and the bill was reported favorably. CS/SB 958 on early detection of type 1 diabetes required the Department of Health to provide educational materials to schools and, by amendment, early learning coalitions; it was also reported favorably. CS/CS/SB 170 on nursing home oversight added consumer satisfaction surveys, reporting requirements, quality incentive changes, and financial reporting penalties, with an amendment exempting state-operated homes and directing a study of best practices; it passed after questions about dementia, language access, and retaliation protections. CS/SB 738 modernized child care regulation by streamlining DCF processes and reducing obsolete requirements, and was reported favorably without opposition. The committee also approved CS/SB 1356 creating the Florida Institute for Pediatric Rare Diseases at FSU and a Sunshine Genetics pilot to expand rare-disease screening and research, with support from members emphasizing early detection and data collection. SB 1370 separated ambulatory surgical centers into their own statute, with testimony that the change would better reflect the industry and help avoid burdensome regulation; it passed favorably. Finally, CS/CS/SB 1626 made a range of child welfare changes, including codifying DCF coordination with military installations, adjusting shelter certification, refining criminal-background exemptions, extending licensing compliance time, addressing room-and-board rate methodology, and clarifying missing-child procedures; after adopting three amendments and hearing both support and concerns, the bill was reported favorably. The committee also recorded a member’s affirmative vote on SB 958 before adjournment.

Summary: The Senate Budget and Fiscal Review Committee heard AB 106, an early-action budget bill providing $90 million one-time General Fund to support reproductive health providers affected by the federal H.R. 1 prohibition on Medicaid funding. Department of Finance staff explained that the money would be administered as grants through the Department of Health Care Access and Information because affected providers can no longer bill Medi-Cal during the federal restriction, which lasts through July 4, 2026. Members also discussed why the amount increased from an earlier $60 million estimate, with Finance saying the figure was updated based on additional claims data and provider information. The committee debate focused heavily on the policy implications of the funding. Supporters argued the bill is an emergency response to a targeted federal attack on Planned Parenthood and related family planning services, emphasizing that the funding would backfill non-abortion services such as cancer screenings, contraception, STI testing, mammograms, and prenatal care. Opponents questioned the use of General Fund dollars, the grant structure versus loans for other distressed providers, the Public Records Act exemption, and the bill’s priority compared with rural hospitals, developmental services, public safety, and other budget needs. Finance clarified that the federal funds at issue do not pay for abortion services and that the grant program would be open to eligible providers meeting criteria set by the department. Public testimony was overwhelmingly in support from Planned Parenthood affiliates, Essential Access Health, Western Center on Law and Poverty, the California Medical Association, family physicians, OBGYN groups, and others, while some commenters used the opportunity to raise unrelated budget concerns such as Medi-Cal dental cuts, IHSS, and CalHome funding. After discussion, the committee approved AB 106 on a 12-4 vote and reported it out. The chair also noted that a later hearing would examine broader H.R. 1 impacts in more detail.

Summary: The transcript captures a Florida legislative joint session convened to receive the Governor’s annual message. After the House and Senate formally received the Lieutenant Governor, Cabinet, and Supreme Court, a committee was appointed to notify the Governor, and the Governor was introduced and delivered a lengthy address. The Governor framed Florida as a model of conservative governance and highlighted accomplishments over the past seven years, including budget reserves and rainy day fund growth, debt reduction, tax cuts, economic growth and job creation, universal school choice, teacher pay increases, civics education, higher education reforms, Everglades restoration, hurricane response, public safety measures, immigration enforcement, and opposition to DEI and COVID-era mandates. The Governor also outlined priorities for the coming session, urging lawmakers to send him bills on issues such as eliminating DEI in local governments, further discouraging illegal immigration, expanding Second Amendment rights, and blocking Sharia law. He additionally called for action on property tax relief, saying homeowners should not pay “perpetual rent” to government, and asked the legislature to place a tax-relief measure before voters. He emphasized emerging concerns about artificial intelligence and medical freedom, arguing for informed consent and ethical limits on new technologies. After the Governor concluded, the joint session took up a motion to dissolve. The motion was approved, and the joint session adjourned.
