Rosser said the statewide advisory committee is reviewing the core curriculum and board training requirements are being administered, while Simmons reported the ombudsman office has received 73 complaints, opened two investigations, and expects a third, with many complaints outside its jurisdiction or harassing in nature.
Members questioned witnesses about transfer credits, board training content, auditing, conflicts of interest, curriculum decisions, and whether any institutions were missing deadlines. Rosser said non-transferable credits have declined since reporting began under earlier law, and that the most common reason is courses outside degree requirements. Witnesses said they were not aware of institutions missing the SB 37 review deadlines. Senators also raised concerns about an appearance of impropriety in a Texas Tech-related matter and about whether a Dred Scott case should be taught in law school, with Creighton saying the curriculum review process did not prohibit teaching Supreme Court cases and that he would follow up. Later testimony from University of Houston, Texas State, UT, and Texas A&M system officials said their systems had updated policies, abolished prior faculty senates, created compliant advisory councils, and completed or were completing core curriculum reviews and related governance changes.

The House Budget Committee met with a quorum and began by taking up a series of budget bills and committee substitutes, including House Bills 2002, 2003, 2004, 2008, 2009, 2010, 2011, 2012, and 2013, which were laid over. The chair then walked members through a committee amendment package, explaining a mix of technical corrections, fund swaps, and adjustments involving highway patrol fringe costs, summary budget timing, rural health care, the CCBHO FMAP correction, and marijuana-fund reallocations. Members adopted the chair’s decrease amendments and later adopted the corresponding increase amendments, including partial restoration for Care to Learn, a Title I grant language change, an Overpass and Seymour road project, technical corrections for DPS and health-related items, and restorations for Jordan Valley and FQHC substance abuse funding. After a brief recess for session and lunch, the committee returned to House Bill 2 and began considering member amendments.
On House Bill 2, the committee adopted Representative Lewis’s amendment making the curriculum transparency and parent portal item a pilot program, and Representative Davidson’s amendment adding $2 million in federal Child Care and Development Block Grant funds for One-Time Wonder School. Representative Steinhoff’s attempt to shift funding from Missouri Star Solutions and WorkKeys to the Success Ready Student Assessment failed, as did Representative Taylor’s proposal to move $1.2 million from career ladder to community college nursing programs. The committee then rejected Representative Steinhoff’s attempt to redirect Title I Innovation and Improvement Grant funds back to the governor’s recommendation, and later adopted Representative Steinhoff’s vocational rehabilitation amendment, which restored the department’s request and drew down additional federal matching funds. The committee also adopted Representative Hyne’s language amendment to allow flexibility between the MOQPK pre-K grant program and the Child Care Works tri-share program, though members discussed concerns about cross-bill flexibility and whether funds would actually be available.
Representative Fogle’s amendment to require budget communications sent to committee chairs to also go to the full Budget Committee was defeated after members expressed concern about information overload and the difference between required distribution and requested information. The committee then took up a lengthy debate over Representative Fogle’s amendment to remove language barring Parents as Teachers participation for children already enrolled in public pre-K. Supporters argued the programs serve different purposes and that families should not be forced to choose between them, while opponents said the language was intended to prevent duplication of services and preserve resources for children without other options. After extensive discussion, the amendment failed. The committee continued with additional House Bill 2 amendments, but the transcript ends before final action on the remaining items.

Summary:
The committee took up HF 1425, which would prohibit the sale of state-owned school trust lands in the Boundary Waters Canoe Area Wilderness to the federal government and instead require a land trade. Representative Skraba argued the federal wilderness law requires an exchange, not a sale, and said the state should trade Boundary Waters school trust lands for federal lands elsewhere, citing potential benefits for logging, mining, and school trust revenue. He said the current proposed sale price was too low and moved to lay the bill over for possible inclusion in a future bill. Later, he withdrew a DE1 amendment and instead moved to re-refer the bill to the Education Finance Committee, but that motion failed.
Testimony was largely opposed to the bill. Aaron Vandal of the Office of School Trust Lands said the exchange option was no longer viable, that the lands have produced no revenue for education for decades, and that selling them is the trust’s last opportunity to generate returns for schoolchildren. Bob Meyer of the DNR supported Vandal’s position and said the agency could not negotiate mineral rights in the way suggested. Aon Clems of the Minnesota Center for Environmental Advocacy and Amanda Hefner of Save the Boundary Waters both opposed HF 1425, though they emphasized different reasons: Clems argued a sale best fulfills the state’s fiduciary duty to maximize long-term returns for education, while Hefner said a sale would harm public education funding, align with the trust’s original purpose, and help consolidate federal ownership in the wilderness.
Members then questioned the valuation and the practical differences between a sale and an exchange. Representative Jacob challenged the low per-acre price and asked about the federal government’s set-aside amount, while Representative Fischer asked how the appraisal was determined. DNR lands and minerals director Joe Henderson explained the valuation came from an independent appraiser, was based on the wilderness restrictions and lack of development potential, and was from a 2020 appraisal that is now being updated. Representative Schultz supported the sale approach and said the state should not transfer the land at such a low price. The committee did not advance the bill to the Education Finance Committee.
