McLean, which would tighten unemployment assistance eligibility by adding job-search requirements, more frequent verification, and fraud-reporting measures. Supporters argued the bill would reduce fraud and improve program integrity, while opponents from labor groups and several senators warned it would burden claimants, especially rural residents, seniors, and workers facing layoffs, and could sharply reduce access to benefits. Despite those objections, the committee reported the bill favorably on a divided vote.
The committee also considered CS/SB 382 by Sen. Truenow on electric bicycles, requiring riders to yield to pedestrians, sound an audible signal before passing, and limit speed near pedestrians, while creating a task force to study broader regulation of e-bikes and related devices. A mother whose son was killed on an electric scooter urged the committee to restore scooters to the bill, and several members expressed support for further work on that issue. The committee reported the bill favorably. At the end of the meeting, members recorded additional affirmative votes on selected tabs, and the committee adjourned.

The committee met to finalize and advance the Career and Technical Education budget in Engrossed Senate Bill 2019. Representative Richter walked through Amendment 2004, which included increases for salaries and wages, inflationary operating expenses, a $2.5 million federal grant increase, $12.7 million for secondary grant programs and related work-based learning support, a $100,000 increase for Marketplace for Kids, and removal of the STEM initiative and adult farm management from the CTE budget because that program funding was moved to the Department of Agriculture. The amendment also included $750,000 for workforce training branch office positions and set the total general fund appropriation at $64 million.
Members also discussed a $1 million virtual reality career exploration item, which remained in the bill but was shifted to SIF one-time funding. A new $150,000 one-time general fund appropriation was added for CTE moving expenses because the agency must relocate after Legislative Council expands into its current space. Committee members noted that amount may need to be revisited in conference committee once more accurate relocation and rent costs are known.
Levi from legislative staff explained that the exemption language in the bill applies to remaining coronavirus capital projects fund dollars for CTE center construction, allowing those federal funds to be spent before they expire. The committee adopted Amendment 2004 on a 5-0 roll call and then passed Engrossed Senate Bill 2019 as amended on a 5-0 roll call. Representative Richter was named the carrier, and the committee adjourned after noting that higher education and congressional budgets were the remaining items to resolve.

The Senate Committee on Military, Veterans Affairs, Space, and Domestic Security met with a quorum present and took up two bills. SB 1594, by Senator Gates, would change how veterans’ benefits received on behalf of foster youth are handled so the funds are not used to offset foster care costs, but instead are preserved for post-secondary education or aftercare services when the youth leaves foster care. The bill drew one supportive appearance from Victoria Zep of Family Support Services, had no debate, and was reported favorably by a unanimous roll call vote. Senator Sharief later asked to be recorded as a yes vote on the bill.
The committee then considered SB 1182, by Senator Jones, which creates the Florida Veterans and Military Spouses Business Development Act to provide fee relief and tax incentives for veteran-owned and military spouse-owned businesses. The committee adopted Jones’s strike-all amendment, which added information-sharing and verification provisions, refined the tax exemptions, and broadened eligibility for fee waivers and sales tax relief. After no questions or debate, the amended bill was reported favorably by unanimous vote.
The committee also held a confirmation hearing for three appointees—Matthew Bacchano, Tim Thomas, and Belinda Kaiser—and recommended confirmation on all three in one vote. The meeting concluded with several members offering remarks praising Chair Wright’s long service and leadership on veterans’ issues, followed by adjournment.

Several speakers urged stronger insurance coverage and workplace accommodations, while some noted the bill is more of a study-and-framework measure than a direct coverage mandate.
Witnesses included representatives from the Massachusetts Health and Hospital Association, Mass General, Blue Cross Blue Shield, Reproductive Equity Now, the National Menopause Foundation, the Massachusetts Commission on the Status of Women, and multiple clinicians and patients, including speakers from Ireland and a Black maternal health center. Many described personal experiences of misdiagnosis, delayed treatment, and workplace disruption, and several cited racial and socioeconomic disparities in care. The chairs thanked the speakers, noted the importance of the issue, and said additional testimony could be submitted in writing or at a follow-up Teams briefing. No committee vote or final action was taken before adjournment.
