Summary:
The House convened, opened with prayer and the Pledge of Allegiance, approved the journal, and heard introductions of guests. Members then adopted several procedural motions, including extending the second regular session, suspending the seven-bill limit for Representative Livingston on budget-related measures, and requesting the Senate return SB 1786 on artificial intelligence content verification for reconsideration. The House also moved into Committee of the Whole to consider calendar items.
In Committee of the Whole, the House recommended do pass on SB 1057, SB 1171, SB 1424, and SB 1515, while retaining SB 1178 on the calendar. SB 1171, dealing with fingerprinting and fraud prevention in health and human services, was amended and received supportive comments about accountability and Medicaid fraud. SB 1424, concerning firearm safety instruction in schools, drew extensive debate: a proposed Gutierrez amendment modeled on “Christian’s Law” to require secure firearm storage measures was defeated by division vote 23-31, and the bill itself was defended as age-appropriate firearm safety education while opponents argued it was an unfunded mandate, a parents’ rights issue, and an improper burden on schools. SB 1515, creating a public safety parity fund for DPS and corrections bonuses from rainy-day fund interest, was amended and recommended do pass.
The House then considered an additional Committee of the Whole for SB 1552, adopted a floor amendment, and recommended the bill do pass as amended. In third reading, SB 1021 failed 22-35, while SB 1215, SB 1345, SB 1456, and SB 1493 all passed, with SB 1345 drawing a floor explanation about an added regulatory requirement for health care facilities. The House also received first readings of several appropriations bills and announced a special Joint Appropriations Committee hearing on the budget the next morning before adjourning until Tuesday, April 28, 2026.

Summary:
The House opened with prayer, the Pledge of Allegiance, approval of the prior journal, and several points of personal privilege introducing guests and honoring military personnel and other visitors. Members also recognized a resident doctor in the gallery and guests from Sahuarita and Buckeye. Later in the day, the chamber paused to honor the University of Arizona men’s basketball team for its Final Four run with a legislative proclamation, and members met the team during a recess. The session also noted Motorcycle Awareness Day at the Capitol before adjournment.
The House then moved through Committee of the Whole on a large consent calendar of Senate bills, adopting committee amendments and reporting numerous measures do pass as amended, including SB 1067, 1100, 1137, 1174, 1189, 1206, 1215, 1235, 1254, 1413, 1503, 1620, 1668, 1671, and 1754. SB 1428 was retained on the calendar. The chamber also sent SB 1160 and SB 1193 to an additional Committee of the Whole under House Rule 12P for further amendment, and both later returned with amendments and were reported do pass as amended.
On third reading, the House passed SB 1058, which concerned firearm transactions and merchant coding, after debate over whether it would burden businesses and financial institutions or protect privacy and Second Amendment rights. The House also passed SB 1237 on election conduct and SB 1294 unanimously. SB 1372, dealing with reimbursement for nurse anesthetists and anesthesiologists, drew extensive debate over rural health care access, insurance company practices, and the proper role of government; it ultimately passed 33-20. HB 2050, relating to radiologic technology, also passed and was transmitted to the governor.
The House concurred in Senate amendments to several House bills and then adjourned until Monday, April 13, 2026.

Committee:
House Business
Summary:
The committee considered several RS drafts and one bill, with most of the discussion focused on property rights, business regulation, and state payment modernization. RS 32990, which would allow businesses to use a commercial registered agent address instead of a home address, was introduced after questions about whether it could make it harder to tell if a business is actually located in Idaho. RS 33170, dealing with short-term rentals, was also introduced; the sponsor said it would clarify property owners’ rights while preserving existing nuisance and public-safety protections. RS 33182, requiring employers to verify legal immigration status through E-Verify, was introduced after members said they wanted to discuss carve-outs and current verification practices in more detail.
The committee then heard RS 33102, which would extend the state’s inspection “shot clock” to mechanical, electrical, and plumbing inspections. Members asked how the private-inspector backup system would work, whether municipalities might delay inspections knowing private options exist, and how refunds or certifications would be handled. The sponsor said the bill continues last session’s approach and that private inspectors are already certified, but several questions were left for the full hearing. RS 33063, a stablecoin proposal, drew the most skepticism and questions about whether it resembled a digital dollar, the fiscal impact, company ownership restrictions, and whether foreign ownership could be involved. Despite concerns, the committee voted to introduce it.
Finally, the committee heard House Bill 512, which would reinstate an open-book Idaho jurisprudence exam for land surveyors. The sponsor and several surveyors testified that Idaho-specific law is essential because surveying affects property boundaries, rights-of-way, subdivisions, and irrigation issues, and that mistakes can lead to costly disputes years later. Opponents were not prominent in the testimony, though members asked about reciprocity and how out-of-state surveyors are licensed. After public testimony, the committee voted to send HB 512 to the floor with a due pass recommendation. The meeting then adjourned.

Summary:
The committee met in executive session on a series of local government and building-related bills, with HB 2267 and HB 2388 removed from consideration and HB 1529 later pulled due to a technical issue. Staff briefed measures on scissor stairs in the building code (HB 2228), embodied carbon emissions in buildings (HB 2273), performance-based code pathways for low-rise residential buildings (HB 2381), permit review processes (HB 2418), county extreme heat response plans (HB 2183), fire protection districts (HB 2224), crash prevention zones (HB 2174), and city use of county road resources (HB 1529). The discussion focused on code modernization, housing production, permitting timelines, climate and emergency preparedness, fire district financing, and traffic safety.
HB 2228 was advanced as Substitute HB 3079.2 after members supported creating a technical advisory group to recommend code changes allowing scissors stairs, with language clarifying fire-resistance separation; it passed 7-0. HB 2273, which would direct the State Building Code Council and Commerce to adopt embodied-carbon reduction rules and reporting, was reported out 4-3 after supporters emphasized emissions reductions and opponents said industry was not yet ready. HB 2381 advanced as amended Substitute HB 3125.1 after the committee adopted an amendment making the appendix optional and another clarifying performance-based compliance options; it passed 4-3.
HB 2418 advanced as amended Substitute HB 3143.1 after the committee removed vesting provisions, clarified completeness standards, and allowed applicants to waive deadlines or refunds; it passed 7-0. HB 2183, requiring county extreme heat response plans, was amended to reference L&I rules, address grid reliability, remove some subsidy language, and shift plan adoption to county legislative authorities; it passed 4-3. HB 2224, concerning fire protection districts and levy adjustments, was advanced as amended Substitute HB 3142.1 after stakeholder-driven changes; it passed 6-1. HB 2174 was advanced as amended Substitute HB 3144.1, changing the concept from accident risk zones to crash prevention zones and setting a $73 penalty structure; it passed 6-1. The committee adjourned after reporting the bills out with due pass recommendations.

Senate Ethics and Elections
Summary:
The Committee on Ethics and Elections met to consider several gubernatorial appointees, beginning with Matthew Walsh, Secretary of Juvenile Justice, for confirmation. Walsh outlined his law enforcement background, social work training, and priorities at DJJ, including staff wellness, seeking statutory recognition and training standards for juvenile detention and probation officers, and increasing bed capacity so adjudicated youth can move from detention into residential programming sooner. Members asked about the impact of detention “dead time” and the need for more beds; Walsh said DJJ is evaluating ways to let youth begin programming earlier while in detention. Public support was noted, and the committee voted unanimously to confirm Walsh and forward his nomination to the full Senate.
The committee then heard from Tina Vidal-Duarte, nominee to the Florida Atlantic University Board of Trustees. She described her business background, service on multiple boards, and prior service on FAU’s board pending confirmation, emphasizing governance, accountability, and strategic planning. Senators questioned her about FAU’s handling of faculty social media controversies, the university’s relationship with its new president, student and faculty engagement, AI planning, diversity, and her role on the Hope Florida board and with CDR Health’s state contracts, including work related to the Everglades detention center. Public testimony included strong opposition from one speaker who criticized her ties to state contracts and Hope Florida, while another senator spoke in support, citing her community service and business experience. The committee voted 5-2 to confirm her, with Senators Polsky and Bernard voting no.
Afterward, the committee considered the remaining nominees in Tabs 2 through 15, excluding Tab 10, en bloc. No separate votes were requested, and the committee approved the group of nominees by voice roll call to be forwarded to the full Senate. The meeting then concluded with no further business.

HB 775 Vote 10:05, 958, all
Summary:
The House Standing Committee on Economic Development and Workforce Investment met with a quorum and first took up House Bill 808, sponsored by Rep. Ken Upchurch. The bill, as explained by the sponsor and his guests, would support a public-private partnership process for developing Burnside Island State Park in Pulaski County into a tourism destination with possible lodging and restaurants. Members asked questions about the proposal, and one lighthearted objection was raised during questioning. The committee adopted the committee substitute and then passed HB 808 with favorable expression.
The committee then considered House Bill 775, sponsored by Rep. Jason Nemes, which would allow a new TIF within the existing Yum Center TIF in Louisville. Nemes said the measure was requested by Louisville officials, would not cost the state money, and was intended to spur development and strengthen the broader TIF area. Members asked about the purpose and scope of the bill, including whether it would apply elsewhere in the state and how a nested TIF would help; Nemes said it was narrowly tailored and designed to encourage growth through added activity and tourism. The committee adopted the committee substitute and passed HB 775 with favorable expression.
