Summary:
The committee met to finalize and advance the Career and Technical Education budget in Engrossed Senate Bill 2019. Representative Richter walked through Amendment 2004, which included increases for salaries and wages, inflationary operating expenses, a $2.5 million federal grant increase, $12.7 million for secondary grant programs and related work-based learning support, a $100,000 increase for Marketplace for Kids, and removal of the STEM initiative and adult farm management from the CTE budget because that program funding was moved to the Department of Agriculture. The amendment also included $750,000 for workforce training branch office positions and set the total general fund appropriation at $64 million.
Members also discussed a $1 million virtual reality career exploration item, which remained in the bill but was shifted to SIF one-time funding. A new $150,000 one-time general fund appropriation was added for CTE moving expenses because the agency must relocate after Legislative Council expands into its current space. Committee members noted that amount may need to be revisited in conference committee once more accurate relocation and rent costs are known.
Levi from legislative staff explained that the exemption language in the bill applies to remaining coronavirus capital projects fund dollars for CTE center construction, allowing those federal funds to be spent before they expire. The committee adopted Amendment 2004 on a 5-0 roll call and then passed Engrossed Senate Bill 2019 as amended on a 5-0 roll call. Representative Richter was named the carrier, and the committee adjourned after noting that higher education and congressional budgets were the remaining items to resolve.

Summary:
The Committee on Public Safety and Law Enforcement first heard SB 1032, which appropriates $1.5 million from the State General Fund to the Corrections Oversight Fund in fiscal year 2027 to help administer the Independent Correctional Oversight Office. Supporters, including Justice Action Network and a family member who described the death of her son after severe mental health and jail-care failures, argued the office is needed to provide accountability, transparency, and a check on systemic problems in the Department of Corrections. Representative Blackman strongly backed the measure, saying the oversight office would help address lawsuits, staffing shortages, mental health issues, and the state’s federal receivership. The committee approved SB 1032 on a 14-0 vote with one absent, giving it a due pass recommendation.
The committee then considered SB 1107, which creates an alternative certification pathway for honorably discharged U.S. veterans who served as military police to become Arizona peace officers through an abbreviated training process that credits military training and experience. There was no sponsor present and no opposition testimony. Members discussed whether the bill would include equivalent military law enforcement roles from all branches, and staff indicated the bill is intended to track Department of Defense training standards. The bill received broad support as a way to help fill public safety staffing shortages, though one member voted no over concerns about applicants with prior misconduct elsewhere. SB 1107 passed 11-1, with two present and one absent, and received a due pass recommendation.
Finally, the committee heard SB 1055, which requires law enforcement to immediately notify ICE or CBP when an arrested person is unlawfully present in the United States. Supporters said the bill would strengthen cooperation with federal immigration enforcement and help ensure people are not released before federal authorities can act. Opponents, including the ACLU of Arizona and several community speakers, argued it would undermine trust in law enforcement, chill crime reporting, create due process and constitutional concerns, and impose unfunded compliance burdens on local agencies; one speaker also raised concerns about impacts on Indigenous people and families dealing with mental illness crises. A strike-everything amendment offered by Representative Cruz would have replaced the bill with a restriction on DOC inmate telephone contracts so the department could not profit beyond operating costs, but the committee rejected that amendment 6-8. The committee then approved the underlying SB 1055 on an 8-6 vote with one absent, giving it a do pass recommendation.

The Senate Committee on Veteran Affairs heard three measures focused on military-connected students, service members, veterans, and their families. House Bill 102 would give eligible students in military-related university programs early registration privileges, similar to existing accommodations for expectant mothers and student athletes. House Bill 300 would modernize the Texas Armed Services Scholar program by increasing scholarship funding, clarifying the student employment agreement, and creating a scholarship coordinator at THECB to help students and families navigate the program.
Senate Bill 2255 drew the most discussion and testimony. The bill would streamline occupational licensing for military members, spouses, and veterans by allowing Texas licensure based on an out-of-state license in good standing with a similar scope of practice, removing the Texas residency requirement, and shortening agency processing time from 30 days to 10 days in the committee substitute. Supporters from the Texas Coalition of Veterans Organizations, the Texas Association of Business, the Institute for Justice, TDLR, and the VFW said the bill would reduce bureaucratic delays, improve employment opportunities, and help military families maintain income during relocations. TDLR also described current licensing confusion between state and federal rules and said the bill would improve alignment and data collection.
No witnesses testified against any of the bills. After public testimony closed on each measure, HB 102, HB 300, and SB 2255 were left pending in committee. The committee then recessed subject to the call of the chair.
