Summary:
The House Committee on Commerce met for its first meeting of the 2026 regular session, established a quorum, re-adopted its rules and prior interim amendments, and welcomed new members. The committee then took up several bills, beginning with HB 853 by Rep. McMakin, which updates Louisiana’s misleading solicitation laws. After adopting technical amendments and a substantive amendment tying the bill to the Unfair Trade Practices Act, members discussed how the bill would apply to deceptive mailers, digital solicitations, foreign banks, industrial loan companies, and possible overbreadth. Secretary of State Nancy Landry and staff supported the bill as a consumer-protection measure, and the committee reported it favorably with amendments.
The committee next heard HB 618 by Rep. McMakin, dealing with Louisiana Economic Development fees and costs. Secretary of LED presented a lengthy update on the department’s recent economic development results, including major capital investment announcements, job creation, the Source Louisiana vendor database, and workforce coordination efforts. Members questioned fee increases, hardship waivers, discretion in setting fees, tracking of incentives and local tax impacts, and whether the department could better distinguish jobs held by existing Louisiana residents versus new arrivals. After adopting technical amendments and removing the inflationary adjustment provision, the committee reported the bill favorably with amendments.
The committee also advanced HB 207 by Rep. Henry, which restructures the Louisiana Auctioneer’s Licensing Board. Amendments were adopted to make the changes prospective, preserve two consumer/public members on the board, and clarify board domicile and venue in East Baton Rouge Parish while removing an unnecessary office-location requirement. Members briefly discussed the rationale for eliminating PSC district-based appointments. In addition, HB 300 by Rep. Riser, raising the appraisal threshold for certain state bank residential loans from $250,000 to $400,000, was reported favorably after questions about valuation fairness and federal oversight, and HB 464 by Rep. Riser, requiring more centralized reporting of utility damage during excavation or demolition, was also reported favorably with support from Louisiana 811 and utility representatives. HB 267 by Rep. Thomas was deferred, and the committee adjourned after a motion by Rep. Jordan.

Summary:
The committee heard several bills dealing with local government authority, homeowners associations, hospital district policing, school AED inspections, special district annexation, public contracting penalties, and guaranteed income programs. Senate Bill 2073 by Sen. Zaffirini would clarify that appraisal districts may finance purchases, leases, or construction of real property for appraisal offices without prior approval from taxing units; it was supported by the Texas Association of Appraisal Districts and left pending. Senate Bill 1935 by Sen. Hinojosa would increase homeowner control of property owners association boards, require more transparency, limit fines and assessment increases, and require accessible meeting locations; HOA and builder representatives opposed it, arguing it would hinder maintenance and make dues harder to manage, and the bill was left pending. Senate Bill 434 by Sen. Miles would authorize Harris County Hospital District police officers, was supported by Harris Health, and was left pending. Senate Bill 1177 by Sen. Alvarado, as substituted, would require school AED inspections during fire inspections and reporting to school leadership; it was left pending. Senate Bill 1214 by Sen. Perry would update Concho County Hospital District law to align with current procurement and notice rules; it was left pending. Senate Bill 1965 by Sen. Middleton, for Sen. King, would tighten notice and proximity rules for special district annexations; district witnesses warned the bill could interfere with service to noncontiguous tracts, and the bill was left pending.
The committee also took up Senate Bill 2046 by Sen. Bettencourt, which would increase criminal penalties for county purchasing act violations involving unauthorized separate or sequential purchases to evade competitive bidding, and create a tiered penalty structure based on contract amount. Former Harris County DA Kim Ogg, Deputy Attorney General Josh Reno, and James Quintero supported the bill, citing recent Harris County bid-rigging cases and arguing the current Class C misdemeanor penalty is too weak to deter misconduct; some members questioned whether the proposed thresholds were too low and whether stronger oversight, rather than higher penalties alone, would be more effective. The bill was left pending. Finally, Senate Bill 2010 by Sen. Bettencourt would bar counties and other political subdivisions from operating guaranteed income programs and address constitutional gift-clause concerns. Testimony split sharply: Ogg and Quintero argued such programs are unconstitutional, can be used for political data collection, and should not be funded with public money, while Paige Terry Barry defended the bill as protecting taxpayers and discouraging dependency. Senators also debated whether the state can restrict use of federal grant funds and whether local governments should be allowed to run such programs; the bill was left pending.

Summary:
The Senate Committee on Local Government met with a quorum and took up a series of pending bills, mostly local-government measures. Early action included final committee approval of Senate Bill 1633 and S.J.R. 60, followed by Senate Bill 3038 and Senate Bill 3045, both reported favorably and placed on the local and uncontested calendar. The committee also considered House Bill 24, adopted a committee substitute, and reported the substitute version favorably; House Bill 2025 was likewise reported favorably and sent to the local and uncontested calendar.
Members then handled several companion and local bills, including House Bill 2713 as the companion to Senate Bill 1331, which was reported favorably and placed on the local and uncontested calendar. House Bill 3348, House Bill 3370, House Bill 3505, and House Bill 4506 were each reported favorably, with no objections to local-and-uncontested placement. House Bill 5424 passed on a 6-1 vote, and House Bill 5652 passed with one present-not-voting, both also sent to the local and uncontested calendar. The committee also adopted substitutes and reported House Bill 3687 and House Bill 4205, though both were later reconsidered because the wrong script had been read.
After reconsideration, House Bill 3687 and House Bill 4205 were each re-voted and reported favorably to the full Senate, with both placed on the local and uncontested calendar. Senate Bill 3071 was also reported out on a 5-2 vote after adoption of a committee substitute. The meeting ended with no further business and the committee standing at recess subject to the call of the chair.
