The Senate Aeronautics and Transportation Committee met and heard several transportation- and licensing-related bills. Senate Bill 1595, described as a consumer protection/accountability measure for CDL training schools and grant administration, drew questions about steering students, agency recommendations, and whether lists of schools would still be allowed; it also advanced 11-1.
Senate Bill 1687 would allow commercial driver training entities to proctor the written exam, and it passed 12-0. Senate Bill 1684, which requires companies doing highway remediation to carry liability insurance, was amended to set the minimum coverage at $3 million and to specify liability insurance; after discussion about subcontractors and safety, it passed 12-0. Senate Bill 1996, a memorial highway and bridge naming bill, was laid over after a question about whether the honoree was law enforcement, first responder, or military. The committee also announced that SB 1950 and SB 2052 would be laid over, and that it would meet again the following week to finish remaining bills.

Supporters also said higher pay would help attract experienced lawyers, retain judges, and improve court efficiency. Several witnesses and members discussed judicial accountability, including public reporting of court performance and the role of the Texas Supreme Court and presiding judges in setting benchmarks. Some members raised concerns that raw statistics can be misleading because judges also do substantial off-the-bench work and often help cover other courts’ dockets.
There was also testimony and discussion about the bill’s conduct and discipline provisions. A representative of the Texas Civil Rights Project opposed parts of the bill that would tie pay raises to changes affecting judicial independence, warning about subjective bail-related discipline standards and possible chilling effects. The executive director of the State Commission on Judicial Conduct cautioned against civil penalties for complainants, saying it could discourage good-faith complaints and create litigation risks. Other witnesses supported accountability reforms but urged caution about unintended consequences, especially for family and emergency cases and for judges handling warrants and other time-sensitive matters. After testimony, the committee withdrew the committee substitute and left HB 1761 pending, then recessed the committee.

In response to the concerns and the fact that the bill was not yet in final form, Chapman agreed to lay the bill over for further work before it would be heard again. No vote was taken, and the committee adjourned after no further business was raised.

Later, the committee passed House Bill 3048, a cleanup measure for surplus lines licensing laws; House Bill 3780, requiring an independent actuary review as a transparency measure; House Bill 3781, changing the timing from use-and-file to file-and-use with a 60-day review period while the author said he did not want rate approval; House Bill 3802, delaying rate adjustments after a spouse’s death until renewal; House Bill 3818, creating a home and auto savings account framework intended to help policyholders raise deductibles and lower premiums; and House Bill 2929, which limits how far back insurers may look at homeowners and auto claims for underwriting purposes. Most of these bills passed with little or no opposition after brief questioning.
