Bills: S0260, S1220, S1352, S1362, S1370
Summary: The Senate Transportation Committee heard several bills, beginning with SB 1362 on advanced air mobility. Senator Harrell described the bill as a framework for vertiports and eVTOL aircraft, but an amendment removed the sales tax exemptions and narrowed the sovereign immunity provisions to vertiports co-located at airports. Supporters said the bill would help Florida lead in emerging aviation technology, while opponents and some members raised concerns about safety, local control, and extending immunity to unproven facilities. The committee adopted the amendment and reported the bill favorably. The committee also considered SB 260 on storage of damaged electric vehicles. The bill, as amended, would allow local governments to set a daily administrative fee of up to three times the normal rate for storing EVs with visible battery damage or saltwater intrusion, reflecting fire-safety spacing requirements. Testimony from insurers, towing interests, and fleet operators focused on whether the fee was justified, whether cleanup language could lead to cost shifting, and whether more data reporting should be required. The amendment was adopted and the bill was reported favorably. Members then approved SB 1352, which creates a secure online portal for license plate seizures and related DMV functions, preserves disabled veterans’ plate designations, prohibits license plate covers that obscure plates, and routes online license and ID renewals through county tax collectors. SB 1370 was also reported favorably; it closes a loophole so drivers who never obtained a license can still face habitual traffic offender penalties after repeated offenses. Finally, the committee took up SB 1220, a broad FDOT transportation package. After amendment, it retained provisions on trails, SunTrail, seaports, airports, drone delivery, autonomous vehicle protections, and FDOT coordination on federal funding, while removing the digital driver’s license provision and the rapid rail compact language. The committee adopted the amendment and reported the bill favorably.

Bills: SB23, SJR85
Summary: The Senate Committee on Local Government heard testimony on Senate Bill 23 and its companion constitutional amendment, Senate Joint Resolution 85, both by Senator Bettencourt. The bills would increase the additional homestead exemption for elderly and disabled homeowners from $10,000 to $60,000, which proponents said would significantly reduce property taxes and help seniors and disabled Texans age in place. Bettencourt and supporters described the measure as part of a broader property tax relief package, estimating combined savings of about $950 for over-65 and disabled homeowners when paired with other recent homestead exemption changes. Witnesses largely supported the proposal. Testimony in favor came from a lawyer, a private citizen, Texas Realtors, the Texas Silver-Haired Legislature, and the Texas Association of Builders, all emphasizing relief for fixed-income seniors, housing stability, and the ability to remain in their homes. Several witnesses noted rising property taxes, medical costs, and the challenges seniors face in moving or affording home modifications. One witness from Every Texan said a flat homestead exemption is the most equitable way to cut property taxes, but argued against additional tax cuts generally, favoring a circuit-breaker approach and warning that permanent tax cuts could reduce funding for schools and other needs. The committee also discussed data showing many over-65 homeowners already pay no school property taxes in some counties and that the proposed changes would increase that share. After closing public testimony, the committee voted on the measures. Senate Bill 23 was reported favorably to the full Senate by a 7-0 vote, and S.J.R. 85 was also reported favorably by a 7-0 vote. The transcript also shows Senate Bill 898 being laid out and passed unanimously earlier in the meeting, with a recommendation for the local and uncontested calendar.

Summary: The committee approved the January 27, 2026 minutes and held SB 1138 for further changes. It then heard SB 1035, which appropriates about $34 million from the General Fund for a 5% pay increase for Arizona Department of Corrections sworn officers and civilian employees, with an amendment extending the raise to private prison employees under contract. Supporters said DOC pay is not competitive and vacancies are high; opponents questioned paying private prison staff and raised concerns about private prison incentives. The committee adopted the amendment and gave SB 1035 a do pass recommendation on a 6-3 vote. The committee also approved two memorials to rename highways: SCM 1002 for L.F. Quinn Memorial Highway and SCM 1006 for PFC Michael Nolan Memorial Highway. Both measures drew emotional testimony about the honorees’ public service and military sacrifice, and both received do pass recommendations, with SCM 1002 passing 9-1 and SCM 1006 passing 9-1 after members discussed tribal jurisdiction and agreed to follow up with a letter to the tribe. SB 1065, which would appropriate $3.64 million for the Hyperbaric Oxygen Therapy for Military Veterans Fund, was supported by the sponsor and researchers who said the treatment can help veterans with PTSD, traumatic brain injury, pain, and related conditions. Some members objected that the FDA has not approved HBOT for many of the claimed uses and questioned prior unspent funding, but the bill still received a do pass recommendation on a 6-4 vote. SB 1248, which clarifies funding and attendance-count rules for county jail and juvenile detention education programs, also passed unanimously. Later, the committee approved SB 1204, a $5.5 million General Fund appropriation to design and analyze improvements to the U.S. 60/Loop 303 interchange, after testimony from local officials and residents about severe congestion, crashes, and public safety delays; it passed 8-1. SB 1207, a $150,000 study on financing mechanisms for development-related infrastructure along the same corridor, also passed 7-1. Finally, SB 1001, which restores $1 million for the Older Individuals Who Are Blind program, passed 9-0 after testimony from blind seniors and advocates about long waitlists and the program’s role in preserving independence. The committee then began SB 1274, a police foundation specialty license plate bill, with sponsor and foundation testimony describing wellness, remembrance, and youth programs funded by plate revenues, but the transcript cuts off before any vote on that measure.
