Both were later adopted in committee substitute form and reported favorably.
Finally, the committee heard HJR 4, sponsored by Senator Parker, proposing a constitutional amendment to prohibit new taxes on securities transfers or financial transaction processing. Supporters said it would protect investors, especially retirees, and help position Texas as a financial center. The committee voted to report HJR 4 favorably to the full Senate.
