The authority reported progress on three capital projects: upper guide repairs at Locks 2 and 3, design and repair work at Dam 7, and design work to reopen Lock 5 for navigation. Officials explained that river construction is limited by flooding and fish-spawn restrictions, and they described the engineering and safety issues involved in replacing guide walls and repairing Dam 7’s spillway. They also said the authority had demolished three obsolete lockmaster houses and filled a fifth lockmaster position, while continuing to work on pay retention for those employees.
Members asked about the transfer of the lock and dam properties from the U.S. Army Corps of Engineers, the permitting process through the Division of Water, and the timeline for reopening navigation. The authority said the Corps had transferred the properties to Kentucky, that permits for river work are handled through the Division of Water and the Army Corps, and that Locks 1 through 4 are open seasonally from Memorial Day weekend through the end of October. Officials said Lock 5 would add 14 miles of navigation if reopened, but that it would still take a few more years before that project is complete.

The Committee on Environment and Natural Resources heard and advanced several bills. Supporters from conservation groups, river advocates, and some local residents praised the restoration and planning framework, while several Putnam County officials opposed the bill, arguing the reservoir supports recreation, water supply, and local interests. The committee adopted a late-filed amendment adding a Naval Air Station Jacksonville representative to the advisory council, then reported the committee substitute favorably.
SB 698, by Senator Martin, was also reported favorably. It would let builders proceed with local building permits while septic permits are pending, rather than waiting for sequential approval, and includes a 120-day glide path related to new DEP rules; builders supported the bill as a way to reduce delays, while some senators questioned whether the transition period was too long. The committee then approved CS/SB 1230, by Senator Harrell, which phases out PFAS-containing firefighting foam, restricts non-emergency training use, requires inventory and disposal reporting, creates DEP rulemaking and a grant program, and exempts certain federal, military, and emergency uses. Finally, the committee favorably reported CS/SB 1288, also by Senator Harrell, to designate a water body in the Jupiter Narrows area in honor of Andrew Red Harris, with a technical amendment clarifying the shoal designation. Several members later asked to be recorded as voting in the affirmative on selected bills.

Finally, the committee took up HB 194, which would expand the Metropolitan Redevelopment Code to support housing shortage areas and workforce housing through property tax freezes and related incentives. The sponsor and Apartment Association representative described the bill as a tool to increase missing-middle housing, with affordability requirements, voucher acceptance, audits, and reporting provisions. Members raised concerns that the amendment was very large and difficult to absorb in the committee timeframe, and several said they preferred to see it as a substitute bill. No motion was made to adopt the amendment, HB 194 was rolled, and HB 323 was also rolled because the sponsor was unavailable. The committee then adjourned.

Finally, House Resolution 243, as amended, urged safety warning signage on the Tickfaw River after a fatal boating accident; the amendment shifted responsibility from DOTD to surrounding parish governing authorities, and the resolution was reported with amendments before the committee adjourned.
