Summary:
The House Energy Committee met for its second scheduled meeting and announced it would need to meet again the following week because of bill reassignments and new agenda items. The committee first considered House Bill 2976, which requires the Department of Environmental Quality to promulgate water quality criteria rules for aluminum. An amendment was adopted to extend the rulemaking deadline to December 31, 2027, to allow time for an OU study on aluminum in water to be completed. The bill then passed 9-0.
The committee next heard House Bill 4459, which would create a five-year averaging option for certain water users, mainly irrigators, allowing flexibility in annual use while requiring measurement and reporting over the five-year period. Members questioned whether the bill could encourage excessive use during drought years and whether it would improve reporting accuracy; the author said he was open to discussing a possible reduction from 200% to 150% and emphasized long-term aquifer conservation. HB 4459 was reported out due pass. House Bill 3142, described as a revised version of a bill vetoed last year, also passed unanimously after the author said it addressed the governor’s veto concerns.
The committee then advanced House Bill 4316, which updates outdated language related to rural water districts and passed 11-0. House Bill 4338, the so-called Brine Act, was adopted with a PCS and would allow wastewater or produced water to be used in ways that could expand Oklahoma’s iodine production industry; the author said it would create value from material now disposed of and would not change disposal rules. Members asked about treatment and environmental safeguards, and the author said the bill only recognizes the activity as legal and does not mandate it. HB 4338 passed 11-0. Finally, House Bill 4230, which expands the ability to use qualified outside suppliers for training and technical assistance, passed 11-0 after brief questioning about who those suppliers might be.

He also noted the House’s work on property tax relief and said the chamber would continue negotiating.
The House then took up HCR 1633, a concurrent resolution extending the 2025 regular session until 11:59 p.m. on June 30, 2025. Representative Garrison explained that it was identical to an earlier extension resolution except for the new end date. The resolution was adopted, and the House then approved a motion to adjourn for committee and subcommittee meetings and other House business, to reconvene upon call of the chair.

The committee met and opened with a prayer, then approved the prior meeting minutes and received the monthly revenue report from the Bureau of Legislative Research. The report showed gross general revenue collections up year to date and net general revenue above forecast, with the staff noting changes driven by casino gaming transfers, income tax growth, and a lottery-related collection. No action was required on the revenue report.
Several subcommittee reports were then presented and adopted, including the executive committee, administrative rules, game and fish/state police, hospital/Medicaid/developmental disability, occupational licensing, PEER, revenue, state insurance programs, and personnel. Topics included a Jackson County School District cooperative purchasing waiver, rulemaking updates from several agencies, federal immigration and wildlife issues, SNAP and Medicaid waiver reimbursement rates, occupational authorization reviews, temporary appropriations and transfer requests, a tire removal contract held for later review, EBD pharmacy and medical drug recommendations, and personnel items. The PEER report also included questions to the State Broadband Director about a provider with delinquent property taxes; he said the provider would not be brought forward until the issue is resolved and that broadband grant payments are tied to performance milestones.
The most extended discussion came during review of a State Insurance Department report on pharmacy benefit manager oversight. Commissioners and members questioned Navitus Health Solutions’ refusal to provide certain claims data for self-funded plans in an affiliate pricing examination. The department said the matter is being briefed and set for an administrative hearing, likely in April, and that the dispute centers on ERISA preemption and state authority to request the data. Members also asked about the status of the other PBMs under review and whether they had raised similar objections. After all reports were adopted or filed as reviewed, the meeting adjourned with no further business.

Summary:
The House Children and Family Law Committee opened its February 4, 2025 hearing with a business item on House Bill 553, appointing a subcommittee chaired by Representative Greg and including several named members. The hearing then moved to House Bill 320, an act relative to enforcement of marital property settlements. The sponsor explained that the bill would require courts to enforce final property decrees and would clarify the difference between enforcement and contempt, arguing that courts should have clear authority to fashion remedies and that litigants, especially self-represented parties, need clearer statutory guidance. Committee members questioned the legal distinctions the sponsor drew, including whether the bill was aimed at enforcement rather than contempt and how the proposed language would operate in practice.
