SB 1174 on foster home licensure transfers, SB 1620 implementing mental health and substance use commission recommendations, SB 1568 revising e-prescribing exemptions, and SB 788 on veterans nursing home beds were also reported favorably.
The committee had more extensive debate on SB 1270, the Department of Health agency package, which included provisions on vaccination status, medical marijuana background screening, licensing and compact issues, and sovereign immunity for volunteer dental workers; it passed after an amendment and several members voiced concerns about patient treatment and “voting power” language. SB 1606 on patient access to records drew strong opposition from providers and health information professionals over privacy, HIPAA, and administrative burdens; it was initially reported unfavorably, then reconsidered and ultimately passed after a motion to reconsider. Other bills reported favorably included SB 1736 on insulin administration by direct support professionals and relatives, SB 1808 on patient refunds from providers, SB 1842 on referral disclosure of network status, SB 1354 on behavioral health managing entity oversight, SB 1768 on stem cell therapies with informed consent requirements, and SPB 7032 on presumptive Medicaid eligibility for permanently disabled individuals, which was submitted and reported as a committee bill. The meeting ended after all agenda items were handled and the committee adjourned.

The Senate Appropriations HR Division met with all members present to review the medical services portion of the HHS budget. Sarah Aker, Executive Director of Medical Services, walked the committee through several budget items, including HCBS cost-to-continue adjustments, the DD bed assessment, expansion of value-based purchasing, targeted rate increases for home health and QSP services, and the cross-disability waiver. Members generally supported the targeted increases for home health and QSP, and Aker explained that the cross-disability waiver funding would support startup work, service design, and infrastructure ahead of a planned July 1, 2028 implementation.
The committee spent significant time on rate-setting and provider payment issues. Members discussed ambulance rate rebasing, with several senators expressing concern that the proposed increase was too high relative to peer states; the committee ultimately moved toward reducing that item to $1 million rather than zero so it could be revisited in conference committee. They also discussed a House-added critical access hospital networking grant and similarly leaned toward reducing it to $1 million. Aker explained the department’s value-based purchasing plans, including use of a vendor selected through RFP, and clarified how the department’s existing Medicaid managed care and hospital value-based programs work.
A major portion of the meeting focused on long-term care and basic care payments, including a House-added extension of the $5 per day basic care add-on and a proposed shift in nursing facility incentive grants toward a withhold-based model. Senator Mathern indicated he would bring an amendment to delay or modify the withhold change, and Aker said the department would prefer language that directly addresses whether a withhold may be implemented. Members also discussed 1915(i) services, FMAP changes, the Medicaid legacy system modernization carryover, and a House-added legislative intent section on medical assistance. The committee adjourned for the morning with plans to return later to continue Human Services budget work and revisit unresolved items in conference committee.

The committee closed the hearing and approved the bill 6-0.
The committee also considered House Bill 1469, which narrows financial disclosure requirements so only business or trust interests directly related to the office sought or held must be disclosed. After brief discussion that the change would reduce unnecessary disclosure burdens, the committee adopted the amendment and then gave the bill a 6-0 do pass recommendation. House Bill 1368, dealing with administrative rules and the standard for challenging them, was opposed by committee counsel as too broad and legally problematic; the committee rejected it on a 4-2 do not pass vote. Finally, House Bill 1219, which would reduce the required perpetual care fund set-aside for certain cemeteries from 20% to 10%, received supportive testimony from the sponsor, cemetery representatives, and local users, but also concern about long-term fund health. The committee ultimately recommended do pass on a 5-1 vote.

The department said staffing and pay constraints, especially in South Florida, were driving service delays and vacancy rates, and that overtime was being used because troopers were leaving for better-paying jobs.
The Florida State Guard was also questioned about its spending and procurement pace, including aircraft purchases and facilities. Its director said long procurement timelines explained the low initial spending and that obligations had risen sharply as contracts matured. Members also asked about the department’s public opposition to Amendment 3 and whether agency resources were used in that effort; the director said no contracts or purchases were made to influence the vote and said the colonel’s comments were made off the clock. The meeting ended with the chair asking agencies to respond promptly to unanswered questions, and the committee adjourned without any recorded votes or formal actions beyond receiving the presentations and questions.
