Summary: The committee first met in executive session and unanimously voted Senate Substitute for Senate Bill 914 and House Committee Substitute for House Bill 3467 due pass. HB 3467 was amended before passage; the sponsor said the changes clarified that any tax authority would apply only if a tax change is actually approved, corrected county/city references, and fixed ballot-language issues involving sheltered workshops. Members generally praised the sponsor’s work, though one member noted concern about shifting more burden to sales taxes. The main public hearing was on H.J.R. 107, which would place before voters a constitutional question allowing Jackson County to consider separating Kansas City from the county or otherwise altering its charter government. Sponsor Rep. Steinmeyer argued the measure was about voter sovereignty and local control, citing prior Jackson County ballot measures and saying entrenched local power had blocked reform. Supporters echoed that Jackson County residents were frustrated with representation, taxes, and county governance. Opponents, including Kansas City and chamber representatives, argued the proposal was unnecessary, costly, procedurally unclear, and potentially destabilizing; several members also questioned the 10-year resubmission clause, the exclusion of local officials from the transition process, and the statewide fiscal impact. No action was taken on the resolution during the hearing. The committee then heard Senate Substitute for Senate Bill 975, dealing with ambulance district mergers and community paramedic/mobile integrated health services. Senator Black and supporters said the bill would help struggling rural ambulance districts merge without disrupting billing, contracts, or service, and would expand community paramedic care for low-acuity patients and hospital-at-home models. Several witnesses from ambulance and fire districts described successful programs and said the bill would improve patient care and help rural areas. Opponents, including ambulance and fire district representatives, supported the merger provisions but objected to Senate-added language they said would let districts provide community paramedic services across jurisdictional lines without memorandums of understanding, undermining local control and negotiating power. The hearing ended with testimony still ongoing after a recess for floor session; no vote on SB 975 was reported in the transcript.

Summary: The committee first heard House Bill 119-FN, which would allow rental companies registering a rental fleet to choose New Hampshire as their base jurisdiction under the International Registration Plan. The DMV witness said the state already has this capability under the IRP and did not support the bill, adding that no additional staffing should be needed. Committee questions focused on whether the bill would change where registrations are done, what implementation would require, mileage tracking, decals, and inspection requirements. A representative of the Motor Transport Association also said the bill was unnecessary because the option already exists, while noting some related truck-registration and property-tax issues. The chair then closed the public hearing on HB 119-FN with no further speakers. The committee next heard House Bill 612, which would let youth operators renew up to 30 days before turning 21 and receive a temporary license so they can transition to a standard horizontal license without an extra DMV trip. The sponsor and DMV director strongly supported the bill, describing a long-standing problem where early online renewals can trigger another vertical youth license, forcing a duplicate transaction and fee after the birthday. The DMV said the change would reduce confusion and workload, and estimated a one-time system update cost of $48,000. Members asked about whether the proposal was effectively a 30-day extension, how law enforcement would view the temporary status, and whether the system could handle printing and mailing the new horizontal license; the director said the DMV could manage it and that the bill was the best approach. The chair closed the hearing after no one else testified. Finally, the committee heard House Bill 209, which would exempt new vehicles from inspection in the second year after purchase, effectively allowing two years before the next inspection. The sponsor argued the bill would save taxpayers money and reduce unnecessary trips for owners of new vehicles. Supporters said newer vehicles are already maintained through warranties and routine service. Opponents, including the New Hampshire Auto Dealers Association and a service manager from a dealership, argued the bill was not limited to truly new cars, would weaken safety by delaying inspections on vehicles that can still develop tire, brake, and other defects, and could raise costs for everyone else if inspection volume drops. The Motor Transport Association clarified that commercial motor vehicles remain subject to annual federal inspection requirements. No vote was taken in the transcript, and the hearing remained open with testimony continuing.

Summary: The committee first considered HB 431, which would require annual training for municipal mayors. After adopting a technical amendment adding municipal retirement systems to the training categories, members heard testimony from the bill author and Louisiana Municipal Association (LMA) officials that the measure would require 16 hours of annual training, count existing ethics/harassment/cybersecurity requirements toward that total, allow online and in-person options, and impose no penalty other than public audit disclosure of compliance. The bill was favorably reported. Members then heard HB 150, authorizing Cameron Parish to create a local insurance program to help residents recover and repopulate after hurricanes without state funding. Testimony emphasized that the program would be locally funded and likely function as a subsidy or premium offset rather than a standalone insurer. The bill was favorably reported. HB 822, dealing with nonprofit entities appointing members to certain economic development district boards, was also favorably reported after discussion of an amendment to set a two-year forfeiture period for noncompliant nonprofits. The committee then took up HB 204, which would require monthly financial reports from certain East Baton Rouge Parish agencies to the Legislative Auditor. After an amendment removing the Council on Aging, testimony from CATS, BREC, and the auditor focused on whether the information was already public, the burden of monthly bank-statement reporting, and whether bank statements would expose sensitive information. Members ultimately agreed to voluntarily defer the bill for further work. The committee also favorably reported HB 136 on Harahan classified police hiring, HB 376 extending provisional appointment timeframes in civil service, HB 377 changing pay-range rules for the State Examiner and Deputy Examiner, HB 450 clarifying veterans’ points in fire and police civil service exams, HB 273 repealing a duplicate local tax statute, HB 1068 on garbage collection contract terms, and HB 864 allowing New Orleans to establish fire limits in certain state-right-of-way areas to address bridge fires. The transcript ends as HB 444 on adding commissioners to the East Baton Rouge Recreation and Park Commission was being introduced.

Summary: The committee first took up HB 431, which would require annual training for municipal mayors and related local officials. An amendment was adopted to add municipal retirement systems to the training categories. Representative Carlson and Louisiana Municipal Association President Mayor Ray Bork said the bill was intended to provide at least 16 hours of annual continuing education, with LMA developing and accrediting the curriculum. Members asked about online options, flexibility, and whether there would be penalties; the author said there would be no penalty beyond public reporting on the annual audit. The committee then approved the bill favorably. HB 150, by Representative Borek, would authorize Cameron Parish to establish a locally funded insurance or subsidy program to help residents recover and repopulate after storm damage. Members discussed flood insurance, FEMA Risk Rating 2.0, and whether the program would affect private insurance markets; the author said it was meant as a local subsidy, not a state-funded insurance program. The bill was reported favorably. HB 822, by Representative Newell, would remove nonprofit entities from appointing board members to certain economic development districts if they are not in compliance with Secretary of State filings; members agreed to add a two-year forfeiture period, and the bill was advanced. The committee then heard HB 204, which would require monthly financial reports from certain Baton Rouge-area agencies to the Legislative Auditor. An amendment removed the Council on Aging from the bill. Representatives from CATS and BREC said their financial statements and audits are already posted online, while the author argued the bill would provide more detailed, real-time vendor-level spending information like the Louisiana Checkbook. The Legislative Auditor said the office could receive the records but would likely need redactions and could face added workload; after extended debate, the bill was voluntarily deferred. The committee also approved HB 136 on Harahan classified police hiring, HB 376 extending provisional hire time in fire and police civil service from 60 to 90 days, HB 377 giving the State Civil Service Commission flexibility in setting pay ranges for state examiners, HB 450 clarifying veterans’ points in civil service exams, HB 273 repealing a duplicate local tax-distribution statute, HB 1068 allowing longer exclusive garbage collection and disposal contracts, HB 864 creating a fire limit to prohibit flammable storage under certain state or municipal structures in New Orleans, and HB 444 adding two members to the East Baton Rouge Recreation and Park Commission board with a technical amendment correcting the Senate district member.

  • However, in the language preceding those lines, it specifically says provide uniform core curriculum
Summary: The Careers and Workforce Subcommittee met with a quorum and took up four bills. The first, HB 875 on educator preparation, would align teacher-prep programs under a uniform core curriculum, create a competency-based coaching program (CERT), standardize mentor and clinical educator requirements, allow certain certification waivers, and establish a Florida Institute of Teaching Excellence at Miami-Dade College subject to appropriation. Debate focused heavily on language in the bill related to systemic racism, identity politics, privilege, and historical distortion, with supporters saying the bill is about pedagogy and opponents warning it could limit discussion of important historical and social topics. The committee adopted a strike-all amendment and then reported the bill favorably, 12-4. The committee then considered PCS for HB 541 on minimum wage requirements, which would allow employees to knowingly and voluntarily waive the state minimum wage for up to 12 months in certain structured work-based training settings. Supporters argued it would expand access to training and career pathways for inexperienced workers and help address labor shortages, while opponents said it could depress wages, invite coercion, and conflict with the state constitution’s minimum wage provisions. Public testimony included opposition from workers and labor groups and support from NFIB. The bill was reported favorably, 12-4. Next, PCS for HB 681 on apprenticeship and pre-apprenticeship program funding was presented as a transparency and accountability measure to improve funding reporting and address bargaining issues between education agencies and program providers. Support came from industry groups and the ranking member, and the bill was reported favorably without opposition, 16-0. Finally, PCS for HB 1105 on education and Bright Futures would broaden Gold Seal Vocational eligibility, align CTE diploma requirements with Bright Futures, add AP Capstone as an automatic qualifier, and remove barriers for certain military and public service families. The committee supported the bill, which was reported favorably, 15-0. The meeting ended after a correction to the record on one public comment card and adjournment.

Summary: The Senate convened with a quorum present, heard prayer and the Pledge of Allegiance, and approved the corrected journal. The chamber then moved through routine business, including petitions, resolutions, memorials, committee reports, gubernatorial appointments, and messages from the House. Several measures were referred to committees or placed on the appropriate reading orders, including Senate Concurrent Resolution 121 and Senate Joint Memorials 112, 113, and 114, as well as a number of House bills transmitted from the House. The Senate also received and referred gubernatorial appointments for Irving Littman, Judge Rudolph Rick Carnaroli, and Terry Kirkham. The Committee of the Whole considered Senate Bills 1241, 1270, 1271, and 1285, along with House Bill 494. SB 1241 was amended to clarify language about carriage driving, zoning, Idaho care law, and public health/safety ordinances. SB 1270 was amended to replace references to “alternative” with “cell cultivated,” add a definition, and soften a penalty provision. SB 1271 was substantially rewritten to narrow authority, remove summary abatement language, add legislative oversight, and make fiscal protections for cities and counties explicit. SB 1285 was amended across multiple sections to broaden the bill from homeschoolers to non-public schools, adjust licensure-related language, and change the effective date to upon passage and approval. All four bills were reported back as amended without recommendation, while House Bill 494 was reported as progress. The Senate also advanced a slate of bills from second reading to third reading, including SB 1300, 1301, 1331, 1332, 1308, 1309, 1311, 1317, 1272, and 1283, along with several House bills. At the end of the day, members made brief announcements, including a birthday note for Senator Nichols and notice of an Energy Caucus luncheon on an INL reactor project update. The Senate then adjourned until 11 a.m. the following day.
