Summary: The committee first took up HF 2526 and received a walkthrough of the DE1 amendment from nonpartisan staff. The amendment revised the bill’s gift and ethics provisions by defining local government and public safety officer, narrowing covered mental health or wellness services to those provided by a qualified mental health professional and tied to recovery from a traumatic event, excluding luxury services or events as determined by the Campaign Finance and Public Disclosure Board, and allowing local governments to adopt additional gift restrictions. It also added a bribery-related provision for gifts made with intent to influence a public safety officer. Members noted the language had been worked on by Representatives Duran, Vernig, and Freiberg, and the DE1 was adopted unanimously. HF 2526, as amended, then passed to the floor on a voice vote. The committee then turned to HF 3722, which would remove deceased voters from the state voter registration system. The bill author argued that deceased voters should not remain on the rolls and that removing them would clean up the voter list. Secretary of State staff testified in opposition, saying deceased voters are already kept in a separate deceased status, not on active rolls, and that retaining the record helps flag suspicious activity and preserves voter history in case of administrative error. A second testifier described a real case in which a deceased voter’s retained record helped election officials identify and investigate a fraudulent ballot. After discussion, the committee tabled HF 3722. Finally, the committee heard HF 3723, which would require additional verification for absentee ballot applications and permanent absentee voters. Supporters said the bill would help ensure ballots are not sent to people who have died or moved out of state. Secretary of State staff opposed the bill, saying most voters are already verified at registration, that the proposed checks would duplicate existing procedures, and that additional verification could create delays or false rejections. A testifier also objected to the bill’s effective date, saying it would take effect only days after absentee voting begins. The sponsor argued that voters remain on the permanent list indefinitely and that periodic verification is needed because people move or die; the committee did not reach a final vote in the portion provided.

Summary: State Representative Jim Nash and Representative Kristin Robbins discussed a package of fraud-prevention bills, centered on House File 3 and a separate whistleblower-protection measure. HF 3 would require annual reports based on Office of the Auditor (OA/OLA) findings to be sent to ranking members of relevant committees, with the goal of giving appropriators more information about internal controls and follow-up on audit recommendations. Nash said the bill is intended to help reduce waste, fraud, and abuse, cited the Feeding Our Future case as an example of weak controls, and noted that the OA helped draft the proposal and supports it. He also said the bill’s language is modeled in part on Colorado and on earlier recommendations for more information to be shared with decision-makers. Robbins said her bill would expand whistleblower protections for state employees, including unclassified employees, and add new protected reporting channels and definitions. She said employees are often afraid to come forward because of job and career concerns, and that the bill would better protect reports made to legislators, the OA, governmental bodies, and law enforcement. She and Nash said they were working with DFL members and committee chairs on bipartisan amendments to define “fraud” and “misuse,” and to align the language with the Inspector General bill and prior law. In questions, Robbins explained that current law protects only certain employees and that her bill would broaden coverage and make it easier for employees to report concerns without fear. She said the OA supports the effort and that the added reporting pathways would help with follow-up on agency recommendations. Nash and Robbins both emphasized that the measures are part of a broader fraud-fighting package and expressed hope for bipartisan support, though Nash criticized DFL leadership for not backing the bills more openly. No votes or final actions were taken in the exchange shown.

Summary: The Senate Budget Subcommittee on Corrections, Public Safety, Judiciary, Labor, and Transportation held a hearing focused first on courthouse facility funding and then on the Governor’s proposed court facilities budget. Legislative Analyst’s Office staff outlined the state’s court-facilities funding structure, including the 2002 shift of trial court facility responsibility from counties to the state, the main funding accounts, the insolvency of the construction fund, the move to General Fund support, the backlog of deferred maintenance, and the large estimated cost of needed new construction and repairs. Judicial Council representatives and judges from Los Angeles and Mendocino described severe seismic, safety, ADA, security, and maintenance problems, with examples of floods, elevator failures, asbestos-related closures, and long-delayed or underfunded projects. They argued that chronic underinvestment is making facilities less safe and more expensive to maintain, and that courthouse conditions directly affect access to justice and public confidence. Committee members pressed witnesses on how projects are prioritized, whether population and filing volume are adequately reflected, why reassessments have not been updated since 2019, how long acquisitions and construction take, and what level of funding would actually close the gap. Members also questioned the fixed county contribution, the use of General Fund backfills, and whether the state should set a clearer long-term funding target for the judicial branch. LAO staff emphasized that any new General Fund commitment would require tradeoffs with other budget priorities and said the Legislature must decide its appetite for funding. Judicial Council staff said the current prioritization was based on the 2019 reassessment and trailer bill language, that a new reassessment would cost about $14 million, and that acquisition delays are often driven by willing-seller issues and CEQA requirements. The chair asked for written testimony and indicated the committee would consider a future field hearing. In the second panel, Judicial Council and Department of Finance representatives reviewed the Governor’s budget proposals for court facilities. They said the proposal includes continued backfill for the State Court Facilities Construction Fund, several new construction and reappropriation items, relocation of Los Angeles courtrooms from the Spring Federal Building, and completion of a fire/life-safety project in Orange County. A court executive from Ventura testified that courthouse conditions affect public trust, employee morale, and the quality of service, citing roof leaks, elevator breakdowns, and HVAC failures as examples of why sustained facilities funding is needed.

Summary: The Senate convened with a quorum, offered prayer and the Pledge of Allegiance, and then took up several floor items. The main policy item was SR 71 by Senator Arreguín, a resolution recognizing the importance of affordable homeownership in California. Supporters from both parties emphasized homeownership as a path to stability, wealth-building, and neighborhood strength, while noting the state’s high housing costs, racial disparities in ownership, and the role of nonprofit builders such as Habitat for Humanity and state programs like CalHome. The resolution passed 35-0, and Senator Arreguín then introduced Habitat for Humanity advocates visiting for Annual Advocacy Day. The Senate also confirmed three gubernatorial appointments: Trista Gonzalez as Director of the Department of Tax and Fee Administration, Aaron McGuire as executive director of the Board of State and Community Corrections, and Lee Herrick for reappointment as California Poet Laureate. All three confirmations were approved unanimously or near-unanimously. In addition, the body adopted SCR 115 by Senator Daly, recognizing Wear Red Day and February as Heart Health Month, with extensive remarks about women’s heart disease, stroke awareness, and the importance of listening to symptoms; the resolution passed 37-0. The Senate then adopted SR 75 by Senator Rubio, designating CalEITC Awareness Week to promote awareness of the state earned income tax credit, which supporters described as a key anti-poverty tool; it passed 29-0. During privileges of the floor, the Senate welcomed visiting British shadow housing secretary Sir James Cleverly and his wife, Lady Susanna Cleverly, who are in California through a USC Schwarzenegger Institute fellowship studying housing policy. The chamber also heard a committee announcement and a motion to move one file item to the inactive file. The session concluded with adjournment in memory of Frank Gehry, June Roberti, and Stephen Michael Ruda Flores, with members offering tributes to each and the Senate announcing its next meeting date.
