Summary:
The Committee on Transportation and Culture heard testimony on several transportation-related bills. HB 1422, which would exempt certain community-based organizations providing transportation services from motor carrier law, drew support from the Department of Transportation, PUC, DLNR, Kauaʻi County, the Hōnaunau Initiative, and others; members asked about narrowing amendments to prevent unintended use, and the bill later advanced with amendments, including a three-year sunset. HB 1162, requiring motorcycle instruction permit applicants to complete a DOT-approved basic rider course, received support from DOT and Honolulu Customer Services; it advanced with amendments to address city and county concerns and to allow more implementation time. HB 1259, which would remove the need for an engineering study when reducing speed limits by up to 10 mph, had mixed testimony and was deferred for further discussion. HB 1260, establishing summer streets pilot programs for counties other than Oʻahu, drew support from DOT, DOH, UH, Hawaiʻi Appleseed, bicycling and public health groups, and individuals; DOH and others asked that Oʻahu be included, but the measure was deferred for later decision-making. HB 177, making civil ID cards free, had opposition from DOT and Honolulu Customer Services and support from health advocates; DOT said the program costs about $1.3 million annually and would need replacement funding, and the bill was deferred. HB 862, authorizing motor coaches, small buses, and vans for school bus services under certain conditions, received broad support from disability advocates, DOE-related entities, neighborhood boards, and private providers, with testimony emphasizing flexibility and accessibility; it was deferred. HB 667, requiring microchip scanning and reporting when deceased cats or dogs are removed from roadways, was supported by DOT, the Hawaiian Humane Society, and many animal groups and individuals, and was passed unamended. HB 960, increasing the cap on certain DOT capital investment contracts, and HB 228, authorizing electronic license plates and banning plate-obscuring devices and flipping devices, were both heard and then deferred. HB 1156, increasing the amount of special facility revenue bonds available for harbor improvements, received support from DOT, the Island Chamber of Commerce, Alakaʻi Energy, and the Harbor Users Group, and was passed unamended to Ways and Means.

Summary:
The committee heard HB 1817, which would create a daily bag limit for amaa/ama fish to protect Hawaii’s fisheries. DLNR said the biggest stressor on amaa populations is diversion of freshwater flows that cut off food sources for juvenile fish, and suggested that place-by-place rulemaking with fishers and stakeholders would be the most effective approach. A teacher and several Waialua Elementary students testified in strong support, describing research on declining catch data, cultural importance, and the need to preserve the fish for future generations. Other supporters said the fish is being outcompeted by invasive species and cited historical declines, including testimony that bag limits in Hilo Bay have helped increase populations.
Committee members asked DLNR about traditional and cultural gathering rights, whether the bill’s bag limit would apply to native Hawaiian practices, and whether the limit was 10 per day or per season. DLNR said constitutional Hawaiian practices are protected, but also noted that if the bag limit is set in statute it would limit the department’s flexibility to tailor rules by area. Members also asked about other conservation efforts, and DLNR said fish pond revitalization and amaa production are underway statewide. One member raised concern that a statewide statutory limit might not fit conditions on every island, and DLNR said it has authority to adopt area-specific rules through rulemaking, though that process can take months to more than a year.
The committee then moved to HP 206, an appropriations measure for the City and County of Honolulu involving school land transfers, and HP 266B relating to Banyan Drive. On HP 206, the county said the request is a one-time item and estimated costs were about $3.25 million, with the city and county already spending more than $350,000 on the transfers. On HP 266B, HCDA said it is conducting a master planning effort for Banyan Drive and plans a community visioning exercise this summer. Testimony from the Banyan Drive redevelopment agency emphasized the need for more flexible land-tenure rules, while OHA supported the bill with amendments to include cultural specialists and lineal descendants in the redevelopment process and to protect ceded lands. No votes were taken in the portion of the meeting provided.

Summary:
The committee first took up SB 80, the Parks Preservation Act, which would define state park purposes around conservation-based recreation and public access, prohibit uses such as golf courses, tennis courts, pickleball courts, ball fields, and hotels, require more public notice and advisory input on land management changes, and mandate reporting on park spending and maintenance backlogs. Testimony was overwhelmingly supportive, with conservation groups, youth advocates, and other members of the public backing stronger protections for state parks. The bill was reported favorably.
Members then approved SB 200, directing DEP to develop a statewide waste reduction and recycling plan, and CS for SB 496, which clarifies that timeshare facilities are governed by Chapter 721 and only need annual board meetings. CS for CS for SB 1404, dealing with illegal gambling, was amended to add reporting requirements, tighten penalties, preempt local gambling legalization, and create a process for vetting certain machines and veteran-service-organization gaming questions; the bill drew significant concern from veterans groups and others over vague machine definitions and the need for clearer standards, but it was still reported favorably. The committee also passed SB 622 to allow pari-mutuel permit holders to lease facilities across horse-racing classes.
The committee next approved CS for CS for SB 712 after adopting a strike-all and amendment that covered synthetic turf rules, change-order timelines, public works scoring, elevator and alarm contractor issues, mass timber code updates, pool and spa contractor scope changes, spaceport building-code exemptions, and solar/energy-storage inspection provisions. Support came from timber, construction, and industry groups, while pool contractors objected to parts of the scope changes. The committee also reported favorably CS for CS for SB 1742, a major condominium reform bill that pauses reserve funding after milestone inspections, expands financial flexibility, adds disclosure and conflict-of-interest rules, and increases data collection and oversight; members from both parties praised the sponsor’s work on condo issues.
Finally, the committee approved SB 1574 on renewable natural gas infrastructure and SB 1580 authorizing DEP coastal resiliency public-private partnerships. It also passed CS for SB 1760, which requires certain public officials and agency leaders to meet Florida residency or proximity requirements. The last bill, SB 820, would codify the Office of Faith and Community in the Governor’s office; while supporters said it would permanently support faith-based and community organizations and improve coordination, several senators raised concerns about church-state separation, the office’s ties to Hope Florida, and whether codifying it could make the program more political. Despite those concerns, the bill was reported favorably.
