Summary:
The committee heard testimony on HB 332, a bill to add protection and remediation of surface waters as a new authorized purpose for New Hampshire village districts. Prime sponsor Rep. Rosemary Rung said the bill is intended to give local voters in lake communities a voluntary tool to address cyanobacteria blooms and other water-quality problems through village districts, including the ability to raise revenue, adopt ordinances, and pursue treatments or watershed management measures. She emphasized that the proposal is meant to complement, not replace, state law and that any district action would still need to comply with existing permitting and environmental requirements.
Supporters, including Andrea Laro of New Hampshire Lakes and Elizabeth Harper of the Lake Sunapee Protective Association, said the bill would help municipalities collaborate on lake protection when state resources are limited. They argued that local districts could bring subject-matter expertise, access grants and technical assistance, and respond more quickly to problems such as septic impacts, runoff, culvert repairs, and in-lake treatments. They also suggested clarifying the bill’s wording around “protection and remediation” to better define the scope of authorized activities.
Opponents, including Steve Wolf and Chris Norwood of the New Hampshire Association of Realtors, argued that village districts can already be overly broad and sometimes expand beyond their original purposes. Wolf said existing town and state agencies already handle shoreline protection and warned that village districts can impose ongoing taxes and create governance problems. Norwood urged a study bill instead, citing concerns about the scope of village districts and examples where some districts have taken on planning and zoning powers beyond their original mission. No vote or final action on HB 332 was taken in the excerpt.

Summary:
The House convened in special session with 96 members present, establishing a quorum. The meeting opened with prayer by Representative Andrade and the Pledge of Allegiance led by Representative Valdez. The clerk then read Governor Ron DeSantis’s proclamation calling the Legislature into special session from June 1 to June 3, 2026.
No bills, resolutions, committee reports, messages from the Senate, or other legislative items were on the desk. The Speaker announced the schedule for the special session, saying the State Affairs Committee would meet that afternoon to consider a property tax bill and related policy, followed by the Rules and Ethics Committee later in the evening. The House planned to return to the floor the next morning to take up both measures.
Representative Garrison moved that the House receive reports and adjourn for committee and other House business, reconvening Tuesday, June 2, 2026, at 9 a.m. or upon call of the Chair. The motion was approved, and the House adjourned.

Summary:
The House convened, the clerk called the roll, and a quorum was declared present. Members recited the Pledge of Allegiance, and Pastor Kayla Garza of Stone Church in Yakima offered the opening prayer, asking for wisdom, patience, humility, and cooperation in public service.
The Speaker approved the prior day’s minutes by consent and recognized guests in the chamber, including Roger Jacob and students and faculty from Wapato School District, who had been honored in House Resolution 4679, as well as a fourth-grade class from Log Church Christian School in Brewster. The Democratic caucus was announced immediately, and the Republican caucus was scheduled for five minutes later, with the House briefly at ease.
Under the fourth order of business, the House agreed by consent to treat bills, memorials, and resolutions on the introduction sheet as first reading items and refer them to the designated committees. Under the eighth order, Senate Bill 6132 was re-referred from the Transportation Committee to the Rules Committee. No objections were raised to these actions.
The House then adjourned by consent until 9:55 a.m. on Friday, February 27, the 47th legislative day.

House Corrections and Public Institutions
Summary:
The Committee on Corrections and Public Institutions held a public hearing and executive session on Senate Substitute No. 2 for Senate Bill 863. Senator Jason Bean presented the bill, which would create an Interscholastic Athletic Oversight Commission appointed by the Governor to hear certain appeals involving MSHSAA decisions, limited to eligibility matters such as athletic-transfer eligibility and contest procedures. He said the commission would provide an independent appeal avenue for parents, students, coaches, and school districts, could recommend rule changes, and would submit an annual report to legislative committees. Bean noted the bill had been worked on with MSHSAA and stakeholders and had passed the Senate 20-8.
Jim Foley of the School Administrators' Council testified in support, saying the group had worked through contentious issues and supported the bill because it focuses on appeals rather than operational control. No witnesses testified in opposition or for information only, and no committee questions were raised after the sponsor's presentation.
The committee then moved the bill do pass. The roll call vote was unanimous, 12 yeas and 0 nays, and Senate Substitute No. 2 for Senate Bill 863 was reported do pass. The committee then adjourned.

- public's interest, then how can anyone be allowed to practice a profession that is being portrayed as integral
Summary:
The committee met with a quorum present and took up House Bill 2353, with a House Committee Substitute ending in .06C. The bill concerns adding interior designers to the Board of Registration for engineers, architects, land surveyors, and landscape architects, and would give them stamp and seal privileges and a defined scope of practice. Representative Nolte offered an amendment ending in .01H to remove a section he argued would allow unlicensed people to practice interior design while avoiding licensure requirements; he said the bill’s scope was otherwise appropriate and that the amendment would align interior designers with the other regulated professions on the board.
Representative Kate opposed the amendment, saying it would detract from the bill’s purpose. The committee rejected the amendment by voice vote. The committee then adopted the House Committee Substitute for HB 2353 and moved to a do pass recommendation.
On the roll call, the substitute bill received 20 yes votes and 1 no vote, and the committee voted do pass House Committee Substitute for House Bill 2353. The meeting then adjourned with no further business.
