Summary:
The Appropriations Committee on Higher Education first took up a block of confirmation hearings for trustees and board members at several public universities and state colleges. Appointees from Florida A&M University, Florida International University, New College of Florida, Pasco-Hernando State College, South Florida State College, Valencia College, Florida Atlantic University, and the University of Florida described their backgrounds and emphasized themes such as governance, student success, workforce alignment, fiscal stewardship, research growth, and institutional reputation. Members asked a few questions, but most nominees received no substantive opposition. The committee then voted unanimously to recommend confirmation of the group of appointees on tabs 3 through 18 and forwarded them to Ethics and Elections.
The committee next heard Senate Bill 114 by Senator Trumbull, which would create the Florida Center of Excellence in Insurance and Risk Management at Florida State University, move the public hurricane loss projection model from FIU to FSU, and provide funding for the effort. Trumbull said the bill is intended to strengthen the state’s insurance research capacity and broaden study of insurance lines beyond wind risk. Senators asked about the impact on FIU and the distinction between the new center and existing FIU work; Trumbull said FIU’s Wall of Wind would remain and that the state-owned model would simply be contracted to FSU instead of FIU. The committee reported the bill favorably.
The committee then considered Committee Substitute for Senate Bill 1624 by Senator Calatayud, a wide-ranging higher education bill addressing tuition, workforce programs, institutional operations, and naming changes. Amendments were adopted to create state college regional consortium service organizations for rural colleges, remove a proposed out-of-state fee change for nonresident online students, extend university master plan update cycles from five to 10 years, and rename Hillsborough Community College as Hillsborough College. The bill also changed several references from specific minority categories to “underrepresented,” revised aid and waiver provisions, adjusted adult education and career program rules, and made other technical changes. Senators Smith and Davis questioned the shift away from enumerated categories, arguing it could obscure disparities affecting groups such as Black students, women in STEM, and students with disabilities; Calatayud said the intent was to focus on socioeconomic access and flexibility for institutions. After debate, the committee voted 6-2 to report the bill favorably, with Senators Davis and Smith voting no, and then adjourned.

Summary:
The Florida Senate convened for its organizational session with prayer, presentation of colors, the Pledge of Allegiance, and the national anthem, followed by a moment of silence for the mother of Senator Fine. The chamber then received special guests and administered oaths to newly elected senators after reading certificates of election from the Secretary of State. Tracy Campbell Cantella was nominated and unanimously elected Secretary of the Senate, then sworn in. Ben Albritton was nominated, seconded, and elected as President of the Senate for the 2024–2026 term, and Jason Brodeur was later nominated, seconded, and elected President Pro Tempore. Both leaders were sworn in and delivered extended remarks about faith, service, Florida’s economy and education, hurricane recovery, insurance, rural communities, agriculture, water quality, Israel, veterans, and the need for data-driven, accountable government.
After the leadership elections, the Senate adopted its rules for the new term and authorized the Secretary to make technical and conforming changes. The chamber also adopted Senate Concurrent Resolution 2-O-RG, which establishes the joint rules of the Florida Legislature for 2024–26. A committee was appointed to notify the House that the Senate had convened for organization, and the committee later reported back that the House had been informed. The Senate then received a communication from the Democratic caucus certifying that Senator Jason Pizzo was elected Democratic leader and Senator Tracie Davis Democratic leader pro tempore for the term.
The session included additional remarks recognizing Senate staff and security personnel, as well as tributes to the late John Pasidomo and a moment of silence for him. The meeting concluded with a performance of “Amazing Grace,” brief closing comments, and an attempted motion to adjourn sine die that was briefly tabled until the House confirmed it was convened and ready to transact business. The Senate then adjourned sine die.

Summary:
The committee met with a quorum, approved the September 16 minutes, and then received an update from Insurance Commissioner Sharon Clark and staff on the Department of Insurance. Clark reviewed department activity, including growth in premium volume and licensing, consumer complaints and recoveries, and a rise in fraud referrals. She said the department has 66 open fraud cases and described common schemes such as staged auto accidents, inflated repair or cleanup charges, and roofing scams. She also said the department’s investigators often prepare strong cases but face reluctance from local prosecutors, especially in Fayette and Jefferson counties, to pursue them.
Clark reported favorable workers’ compensation news, saying rates will decrease 9.7% next year for the 20th straight year. She contrasted that with a difficult property insurance market driven by storms, reinsurance costs, inflation, labor shortages, and litigation, but said Kentucky’s market remains relatively stable, citing the Kentucky Fair Plan’s small number of policies. She then warned of significant 2026 health insurance premium increases on the exchange: 16.1% for Molina, 23% for Anthem, and 37% for WCare, after CareSource withdrew. She said the rates were reviewed by actuaries and found fair, but that the biggest pressure point is the scheduled expiration of enhanced premium tax credits, which she said could leave about 90% of exchange enrollees facing a compounded increase.
Members questioned Clark about fraud prosecution, the number of people in commercial versus public coverage, and the impact of expiring subsidies. Clark said the prosecution issue is mainly with Commonwealth attorneys and that rural counties are more cooperative than urban ones. She also said the health market is individually rated and that older enrollees would be hit harder, while the loss of tax credits could push some people out of the marketplace. One member asked about the attorney general’s recent opinion on SB 188, the PBM bill; staff said attorneys were still reviewing it. Clark closed by noting that Kentucky’s fraud and towing/storage legislation has become a model for other states.
