Summary: The meeting focused on the financial and workforce crisis facing Minnesota emergency medical services, especially ground ambulance providers in rural areas. Michael Johnson of the Minnesota Ambulance Association said EMS serves more than 600,000 Minnesotans a year and argued that reimbursement rates do not cover the cost of readiness, staffing, and 24/7 response. He and others called for ongoing EMS sustainability funding of about $50 million, higher Medicaid reimbursement, and continued support for EMT/paramedic scholarships, first responder training, and high school EMS programs. Senator Grant Hoschild and Representative Jeff Backer echoed the urgency, describing EMS as a moral imperative and emphasizing that rural communities cannot wait for ambulances when lives are at risk. Backer, who also volunteers as an EMT, described staffing shortages, reliance on volunteers, and a recent cardiac arrest response to illustrate the importance of local EMS coverage. Becca Hitch of PUM Area EMS said rural services are paid only when patients are transported, not for responding or treating on scene, and that one-time aid helped but did not solve underlying deficits. Bradley Peterson of the Coalition of Greater Minnesota Cities said local governments that hold ambulance licenses are being forced to absorb unrecovered costs through property taxes, and that state support is needed to prevent service failures and rising local burdens. In response to questions, speakers said a 2023 statewide study found about $120 million in need, with roughly half tied to operational deficits and half to volunteer support; last year’s aid included about $24 million for rural services and some improvements in volunteer call pay and equipment needs. They also discussed a proposed 10% Medicaid increase, possible special tax district ideas, and the need to target any new funding toward rural services most at risk.

Summary: The House opened with prayer, the Pledge of Allegiance, approval of the prior day’s journal, and a long series of introductions recognizing student groups, interns, FCCLA and FBLA participants, a Missouri Rural Water Association delegation, medical students, family guests, and legislative assistants. Members also highlighted the Tipton Lady Cardinals girls basketball state championship team and several job-shadowing students from across the state. Announcements included committee meetings and a Missouri Department of Conservation Earth Day tree-seedling giveaway in the rotunda. On legislation, the House received committee reports recommending passage of several measures, then took up House substitute for House Committee Substitute for House Bills 3068 and 3049. Members discussed the bill as a vehicle for multiple bipartisan provisions, including public safety, AI, trafficking training, and other topics; opponents raised concerns about anti-trans language and the bill’s breadth, while others defended it as a package of widely supported items. The House passed the measure 117-10 with 17 present. The chamber also truly agreed to and finally passed Senate Bill 914, dealing with soil analysis/perk test issues, by 108-34 with one present, and Senate Committee Substitute for Senate Bill 1142, a Secretary of State business filing measure for series LLC certificates of good standing, by 142-0 with one present. The most extended debate was on House Bill 1758, a daylight savings time trigger bill. The sponsor argued Missouri should lock in daylight savings time if the federal government authorizes a nationwide change, to avoid neighboring states forcing Missouri into standard time and to support tourism, safety, and economic activity. Supporters cited health, mental health, family, and business benefits, while opponents argued for standard time, raised concerns about children, circadian rhythms, and prior failed experiments, and questioned the federal-state authority issues. After extensive discussion and a point of order, the House ordered House Bill 1758 perfected and printed. The session ended with announcements and adjournment.

Summary: The meeting focused heavily on behavioral health and substance use treatment, especially the IMD exclusion and whether North Dakota should pursue a Section 1115 waiver to allow Medicaid reimbursement for services in institutions for mental diseases for adults ages 21 to 64. Turtle Mountain representatives described major local needs, including limited access to care, high syphilis rates, and the importance of timely public health data. They also discussed the tribe’s recovery center, which opened the prior year, now operating five levels of care with 16 beds, and the desire to expand capacity, possibly through an IMD waiver or related policy changes. Committee members also raised related issues such as rural health transformation funding, telehealth, workforce retention, and the need for better coordination between tribal and state public health systems. A central issue was Turtle Mountain Public Health’s long-running effort to secure a data use agreement with the state so it can receive surveillance data and respond directly to infectious disease cases among tribal members. Speakers said the tribe had a successful COVID-era agreement that allowed faster contact tracing and case management, but that agreement ended with the pandemic. They argued that current delays in sharing data, especially for sexually transmitted infections, leave the tribe unable to respond quickly, while the state and county epidemiology workload is too distant and stretched to be effective. Committee members expressed support and said they would look into the issue, noting that other tribes have secured similar agreements. The committee also heard a detailed presentation from the National Health Law Program on the IMD exclusion. The presenter explained that federal Medicaid law generally bars payment for care in facilities with more than 16 beds, but that states can use other tools such as state plan amendments, managed care arrangements, telehealth, and community-based services. He said IMD waivers are administratively complex, time-limited, and have shown mixed results in other states, with some gains in residential treatment access but limited evidence of improved overdose outcomes or stronger community-based care. He urged the committee to consider broader continuum-of-care solutions and cautioned that waivers alone are not a cure-all. No final vote was taken on the bill draft during the portion shown, but the committee discussed the proposal to appropriate $49,000 and one FTE to HHS to pursue an IMD waiver and report back in the next interim. Members also debated the policy rationale for the 16-bed limit, the role of the state versus tribal sovereignty, and whether the bill should move through the Health Care or Human Services committee in the future.

Summary: The House Community Safety Committee met on January 18, 2026, and heard staff briefings and public testimony on several familiar bills. Engrossed Senate Bill 5068 would broaden eligibility for law enforcement, civil service, prosecuting attorney, and Fish and Wildlife officer jobs to anyone legally authorized to work in the United States under federal law, replacing references to lawful permanent residents and DACA recipients. Supporters, including Sen. Lovick and King County, said it would expand the applicant pool and align state law with federal work authorization rules; opponents raised concerns about background checks, visa fraud, and whether the bill could allow people without U.S. citizenship to serve in sensitive public safety roles. The committee also heard testimony on Second Engrossed Substitute Senate Bill 5268, which would require community custody for unlawful possession of a firearm offenses; law enforcement and prosecutors supported it as an accountability measure, while the Sentencing Guidelines Commission urged more specificity and cautioned against over-supervision for lower-level cases. The committee then heard Engrossed Senate Bill 5272, which expands school-related interference and intimidation offenses to include employees, contractors, students, and officials or volunteers involved in extracurricular athletic activities, increases penalties, and requires non-student offenders to be barred from the school or activity for 12 to 18 months. Sen. Lovick and several witnesses, including referee Bob West, supported the bill as a response to rising abuse of sports officials and school personnel. The committee also heard Engrossed Senate Bill 5286, which would codify and fund community policing partnerships at Western State Hospital in Lakewood and Eastern State Hospital in Medical Lake, with annual reporting requirements; the mayors of Lakewood and Medical Lake testified in support, saying the programs had reduced calls and improved safety. A major portion of the meeting focused on Substitute Senate Bill 5855, which would prohibit law enforcement officers from wearing facial coverings while interacting with the public, with exceptions for undercover work, SWAT/protective gear, and other hazardous conditions. Supporters, including Sen. Valdez, the King County prosecutor, local officials, and several public commenters, argued the bill would improve transparency, accountability, and public trust, especially in response to masked federal immigration enforcement. Opponents warned about officer safety, doxing, weather and smoke conditions, and possible conflict with federal law; committee members and stakeholders discussed a possible amendment tied to Labor and Industries rules to address protective coverings in hazardous conditions. The chair said the committee would take executive action on SB 5272, SB 5286, and SB 5268 the next day, and the meeting adjourned after public testimony on SB 5855.
