Summary:
The committee on Economic Development and Tourism met on April 1 to consider GM 510, the confirmation of Todd Aio to the board of directors of the Hawaiʻi Convention Center Authority. Testimony was overwhelmingly in support from HTA representatives and numerous individuals. Supporters described Aio as a strong leader with experience in tourism, development, nonprofit work, and public service, including his time on the city council and work with Disney’s Aulani, Ward Village, and the Hawaiʻi Community Foundation.
In his remarks, Aio said he would bring legal, development, and corporate governance experience to the board. He emphasized the need for the authority to better define its role, oversee contractors, and help guide the relationship between destination management and branding/marketing contractors. He also said community engagement and cultural considerations should be central to tourism planning, and that the board should work to stabilize the agency during its transition.
Members questioned him about board conflicts, the lack of a permanent HTA CEO, and how to measure the success of cultural and branding campaigns such as mālama and kuleana messaging. Aio said conflicts are inevitable when board members come from industry backgrounds, but they must separate their “work hats” from their board duties. He supported replacing the interim leadership with a permanent CEO once compensation legislation is finalized, and said success should be measured through better data, including possible exit surveys and other technology-based tools. He also said he would oppose replacing Hawaiian protocol with another cultural protocol, while supporting inclusion of other cultures alongside a Hawaiian sense of place.

Summary:
The Senate convened, approved the prior journal, and adopted a resolution calendar with several exceptions before taking up a series of ceremonial resolutions and bills. Members welcomed student visitors from the YWCA of White Plains’ Voices Unfiltered Policy Program, then adopted resolutions honoring Senegalese independence and the Senegalese community, MWBE Advocacy Day, John Coltrane’s 100th birthday, the Sing Sing Prison Museum, I Love My Park Day, Animal Advocacy Day, Neuromyelitis Optica Spectrum Disorder Awareness Month, and Denim Day. Speakers emphasized cultural recognition, public service, environmental stewardship, animal welfare, rare disease awareness, and support for survivors of sexual violence; each resolution was adopted.
The chamber then moved through the regular calendar, passing a number of bills on broad roll-call votes. Among the measures approved were bills amending the Penal Law, Executive Law, Public Housing Law, Retirement and Social Security Law, Social Services Law, Environmental Conservation Law, General Municipal Law, Railroad Law, Election Law, Labor Law, and Public Service Law. Several bills passed unanimously or nearly so, while a few drew notable opposition, including a public health measure that passed 39-19 and the labor-related bill on ghost job postings that passed 39-19 after extended debate.
The most detailed floor debate centered on the Labor Law bill addressing “ghost jobs,” requiring employers with 100 or more employees to disclose whether postings are for current vacancies, expected future openings, or general resume collection, with Department of Labor enforcement and civil penalties. Supporters argued it would protect job seekers from deceptive postings; opponents said it was unnecessary, burdensome, and could invite litigation or penalties disproportionate to the problem. The Senate also debated and passed a bill expanding election-language assistance under the John R. Lewis Voting Rights Act to Haitian Creole and Middle Eastern and North African communities, with supporters citing growing language-access needs and opponents raising concerns about scope and local costs. The Senate then adjourned until the next day.

Summary:
The committee met with a quorum and heard first from Space Florida President and CEO Robert Long, who described the agency’s role as the state’s aerospace finance and business development authority and spaceport authority. He reported a pipeline of about 187 projects, nearly $7 billion in potential private investment, and roughly 8,000 potential jobs, with 161 projects in the fiscal-year pipeline, up about 30% from the prior year. Long said Space Florida is focusing on workforce development through its Space Florida Academy with 23 school districts, and on target markets including advanced air mobility/eVTOL, flight simulation, and satellite manufacturing. Members asked about infrastructure, federal-state coordination, LNG planning, environmental mitigation, workforce, and how the Legislature’s recent $5 million recurring increase is being used; Long said the funds are mainly supporting staffing, contracted services, and IT improvements to handle growth and move projects through faster.
The panel then heard from Blue Origin, Leonardo (through LSN Partners), and Lone Star Data Holdings. Blue Origin said its Florida manufacturing and launch operations have grown far beyond initial commitments, with more than $3 billion invested and over 3,000 employees in the state, and emphasized the need for roads, water, wastewater, and other launch-site infrastructure as launch cadence increases. Leonardo highlighted its TH-73A Navy helicopter program in Milton and a new 70,000-square-foot maintenance facility at Whiting Aviation Park, crediting state, local, and federal partners and noting future potential for its AW-609 tiltrotor aircraft. Lone Star Data Holdings described its satellite-based data storage and disaster-recovery business, said Florida was its first customer, and urged the state to use Florida as a pilot project for protecting data and expanding space-based data infrastructure.
Members repeatedly focused on what the state should do next, and the panel’s main answer was continued investment in infrastructure and long-term planning. Specific needs mentioned included road widening, traffic signals, fire suppression, water pressure, wastewater capacity, power, transportation links, environmental mitigation, and LNG-related planning at the spaceport. No formal votes or bills were taken up in the meeting, and the session ended after member questions and comments with a motion to rise and adjourn.
