Summary: The committee first heard HB 1076, which would repeal the sunset date for the Louisiana Behavior Analyst Board. The bill was presented as a simple continuation measure, and Rep. Stagney moved to report it favorably; the motion passed without objection. The committee then took up HB 475 on artificial intelligence in health care. The author explained that the bill was intended to require disclosure when AI or recording software is used to transcribe patient encounters, and an amendment changed the proposal from patient consent/opt-out to disclosure only. The amendment was adopted, and HB 475 was reported favorably with amendments. HB 740, dealing with Medicaid managed care, was amended with technical changes and then presented as a way to let providers in the coordinated system of care appeal claim denials through the same independent review process used by Medicaid managed care plans. The Louisiana Hospital Association supported the bill, and it was reported favorably with amendments. HB 926, which would have barred public facilities from restricting access based on vaccination status and related medical decisions, drew testimony from supporters who framed it as a medical autonomy and informed-consent measure. After questions about public versus private facilities and whether the bill could affect hospitals or disease-based restrictions, Rep. Cruz moved to voluntarily defer the bill, and it was deferred without objection. The committee then considered HB 457 on housing standards for organizations serving people experiencing homelessness. The author said the bill was prompted by concerns about unsafe and unsanitary group homes and would direct LDH and the Fire Marshal to establish minimum standards for safety, sanitation, privacy, and habitability. Supporters said the bill would protect vulnerable residents, while opponents, including Oxford House and the Louisiana Fair Housing Action Center, warned it could conflict with federal fair housing protections and impose burdens that could reduce recovery housing and other services. After extensive debate, the bill was reported favorably with amendments by a recorded vote. Finally, HB 616, which would give the legislative auditor oversight of publicly funded homeless service providers, was heard with testimony from homeless service organizations that argued the bill was duplicative, costly, and could expose sensitive HMIS data; the bill remained under discussion at the end of the transcript.

Senators discussed the need for return-on-investment metrics and clawback provisions for unsuccessful projects, and Shell said the framework includes those concepts. He also said the department is working on opportunities in sustainable aviation fuel, biofuels, and other markets that could bring more acres into production. Members also raised questions about small-farm innovation, raw milk, and direct-to-consumer opportunities. Shell said raw milk testing and related consumer protection issues are more closely tied to the University of Kentucky and the department’s consumer/environmental protection functions than to the bill’s economic development focus, but he said the department can help expand small-farm programs such as Kentucky Proud, Buy Local, KOAP, CAP, food-as-medicine efforts, LFPA, and farm-to-school initiatives. The discussion also turned to beef processing and feedlot development, with Shell saying Kentucky wants a beef processor but first needs to prove it can feed cattle at scale; he said changing conditions in western states could create an opening for Kentucky if it can build the necessary supply chain.

Summary: The Senate convened with prayer, the Pledge of Allegiance, and a series of introductions recognizing FSU Day at the Capitol, Catholic lay leaders, seniors advocates, Broward County school officials, and veterans-related guests. The chamber then moved through its special order calendar, beginning with several Florida Statutes revision bills. SB 36 adopted the 2025 Florida Statutes and prior session law; SB 38 conformed statutory terminology for the Division of Criminal Investigations; SB 40 removed repealed provisions; and SB 42 cleaned up obsolete language, cross-references, and typographical errors. Each passed unanimously or nearly unanimously after brief explanations and no substantive debate. The Senate also passed CS/SB 50 on nature-based coastal resilience, as amended to strengthen the Florida Flood Hub’s role under USF and clarify research and modeling responsibilities; CS/SB 116 on veterans, which expanded veteran awareness and coordination efforts, added mental health training, and authorized adult day health care; SB 118 on presidential libraries, which preempted local regulation to give a future Florida presidential library maximum flexibility; CS/SB 126 on prescription hearing aids, allowing mail distribution for adults after appropriate professional evaluation; SB 150 on abandoning restrained dogs during natural disasters, amended to conform to the House; SB 294 limiting collaborative pharmacy practice from being expanded to certain serious cardiac conditions; and SM 314 urging Congress to increase Florida National Guard force structure. Most of these measures passed with strong bipartisan support, though SB 118 drew questions about local zoning, parking, and safety and passed 36-3, with one senator later changing to a no vote over local control concerns. Later, the Senate approved CS/CS/SB 322 creating a nonjudicial process for removing unauthorized persons from commercial property, and CS/SB 348 on ethics, which would penalize false claims of military rank or honors for material gain and require paycheck withholding for delinquent ethics fines owed by public employees. The chamber also passed CS/CS/SB 7012 on child welfare, which included a CPI/case manager recruitment program, a treatment foster care pilot in two judicial circuits, and improved data collection and capacity analysis for commercially sexually exploited children. CS/SB 108 on administrative procedures was adopted after a detailed explanation of rule review, transparency, and rulemaking deadlines, and CS/SB 160 on public accountancy passed after an amendment clarifying contracted services and discussion of CPA licensure pathways. The longest and most celebratory debate centered on CS/SB 110 for rural communities. The bill created an Office of Rural Prosperity, a Renaissance grant program, housing and road funding, school and health care investments, and related rural support measures. Amendments refined transportation priorities in the Everglades agricultural area and clarified the FARM road program. Senators from across the chamber praised the bill as a long-awaited investment in rural Florida, agriculture, broadband, health care, and quality of life. After extensive debate and emotional closing remarks from the sponsor and leadership, the bill passed overwhelmingly.

Summary: The Joint Committee on Municipalities and Regional Government held a long public hearing focused mainly on two sets of issues: proposals to amend or repeal the MBTA Communities Act, and bills to allow local rent stabilization. Speakers from small, rural, or infrastructure-limited communities such as Hanson, Halifax, Marshfield, Winthrop, Dracut, Carver, Rehoboth, and others said the law’s one-size-fits-all approach does not fit towns with limited water, sewer, transit access, or buildable land. Some filed bills would repeal the law, exempt certain communities, or create appeals processes based on infrastructure, environmental, or historical constraints. Supporters of the law’s changes emphasized local control and the need to avoid forcing development where communities believe it is impractical or inconsistent with town character. A large portion of the hearing was devoted to rent stabilization legislation, especially S. 1447 and related House bills. Supporters included legislators, city councilors, tenant advocates, labor leaders, housing nonprofits, public health organizations, and residents who described sharp rent increases, displacement, homelessness risk, and the strain on working families, seniors, students, and people with disabilities. They argued local-option rent stabilization would let municipalities cap excessive increases and prevent no-fault evictions while preserving flexibility for local conditions. Opponents, including small landlords and property owners, said rent control would discourage investment, worsen housing quality, burden responsible owners, and drive small landlords out of the market. Some witnesses also supported a Cape Cod/Island transfer fee bill and a suburban infrastructure fund, arguing those would provide local revenue for housing or roads. No votes or formal committee actions were taken during the hearing.
