- Well, welcome everyone to the Senate Judiciary Rules Committee.
- Thank you, committee.
- Chairman and members of the committee, Jason Spillman.
- Thank you, Senator Taves, for being in committee.
- And lastly, we have before the committee RS 33405. And we have in committee today Senator Foreman.
Summary:
The Senate Judiciary Rules Committee approved the minutes from its January 26, 2026, and February 4, 2026, meetings without objection. The committee then heard four RS requests from members of the Administrative Office of the Courts and senators, with no public testimony taken.
Jason Spillman presented RS 33146, a court-initiated cleanup bill to remove an outdated reference to a no-longer-existing court rule in the mediation statute, and RS 33147, which would establish a statutory priority order for distributing partial payments in Juvenile Corrections Act cases. Both measures were described as ways to clarify court procedures and align payment handling with legislative direction. The committee moved both RSs to print.
Senator Ben Taves presented RS 33394, a transparency proposal requiring labeling for products sold in Idaho that used fetal tissue in research or production. Senator Ricks said he would support printing it, and Senator Wintrow noted she expected debate on the benefits of biomedical research if the bill advanced. The committee voted to print the RS, with Senator Wintrow recorded as voting nay.
Senator Dan Foreman presented RS 33405, which would require ignition interlock companies to notify the Idaho Transportation Department when a device is installed and prosecutors when a vehicle is prevented from starting, in order to improve accountability and track DUI-related court requirements. The committee moved the RS to print, and then adjourned after completing the agenda.

Summary:
The Senate first took up Senate No. 2544, a bill regulating the number of registered voters who may petition for a special town meeting in Andover. On motion by Senator Tarr, the rules were suspended, and the Senate concurred in a House amendment adding a Section 2. The chamber then considered H. 4842, an act to clarify the organization of the Lexington Housing Assistance Board, and passed it to be enacted.
The Senate also received a House petition from Kip Diggs seeking legislation to further regulate transportation of vessels in the villages of Maston Mills and Osterville in Vonsville. Joint Rule 12 was suspended and the petition was referred to the Committee on Transportation. Several local bills were then taken up on third reading and passed to be engrossed: Senate No. 2897 authorizing Berkeley to increase the membership of its Board of Selectmen, House No. 4501 amending the Plymouth town charter, and House No. 4817 authorizing Pembroke to grant an additional off-premises alcohol license.
At the close of business, the Senate adopted an order to reconvene on Thursday at 11 a.m. and to dispense with printing the calendar. The chamber then adjourned.

Summary:
The committee first took up Senate Bill 241 and reviewed a Senate Finance Committee substitute that incorporated several amendments. Staff explained changes related to the child care fund, residency determinations for federally eligible applicants, expanded child care assistance eligibility for grandparents raising grandchildren and foster parents, updated payment-rate rulemaking, tribal child care sovereignty and culturally appropriate services, limits on land grant permanent fund use for nonsectarian/non-denominational services, provider licensure pathways, and reporting clarifications. Members also discussed whether the bill would maximize federal and state child care tax benefits and how the nonsectarian language would apply to faith-based child care providers. The committee adopted the substitute and then passed it on a 7-3 vote.
The committee then moved into House Bill 2 budget language review, focusing on budget adjustment authority and other fiscal provisions. Members discussed proposed BAR language for the State Investment Council, State Treasurer, PERA, and the Economic Development Department, with concerns about caps, whether the language was too broad, and whether some items should revert to existing law or be removed. The committee approved some of the BAR language items, but flagged the Treasurer and Economic Development provisions for later review. Members also discussed extending certain appropriations and project timelines, including a Rio Grande Trail Commission item and several IT and public safety projects, generally favoring extensions where work was still underway.
The committee then debated proposed public school support language that would bar PED from approving budgets for schools with fewer than 180 instructional days and from approving new moves to four-day school weeks. Several members argued the 180-day language conflicted with existing statute, which is based on instructional hours, and that the four-day-week restriction could have unintended consequences. The committee ultimately voted down both public school support provisions. The meeting ended with a brief discussion of reviewing the rest of House Bill 2 and related supplemental and language items in the next session, and then adjourned.

Summary:
The Committee on Regulated Industries considered several bills and took final action on each. SB 986, by Senator Gruters and presented by Senator Rodriguez, would prohibit smoking or vaping marijuana in public places and in certain indoor spaces; restaurant and lodging representatives supported adding marijuana and vaping to clean indoor air rules but asked to preserve designated smoking areas on private property, while cannabis advocates warned the bill was overly broad and could affect patients and property rights. The committee voted the bill favorably. SB 678, by Senator Mayfield, would restore statutory authority for DBPR to continue allowing alcohol distributors to deduct unsellable alcohol from monthly excise tax calculations; the committee adopted a strike-all amendment and reported the committee substitute favorably. SB 800, also by Senator Mayfield, increases penalties for repeated unlicensed engineering practice and creates an engineering student loan assistance program for engineers working for state agencies and water management districts; after adopting an amendment clarifying eligibility, the committee reported the bill favorably.
The committee then heard SB 408, by Senator Grall, which would create a Florida cause of action against vaccine manufacturers that advertise in the state, allowing injured individuals to sue in Florida courts. Supporters argued the bill would rebuild public trust and hold manufacturers accountable, while opponents from the Florida Justice Reform Institute, American Tort Reform Association, BIO, the U.S. Chamber Institute for Legal Reform, and several medical and business groups argued the field is largely preempted by federal law, that existing federal compensation programs already address vaccine injuries, and that the bill raises First Amendment and policy concerns. After debate focused on vaccine injury data, compensation rates, and liability, the committee voted SB 408 favorably.
The committee also considered SB 484 and SB 1118, both by Senator Avila, dealing with data centers. SB 484 would preserve local planning authority, bar nondisclosure agreements that prevent disclosure of potential data center development, require the PSC to set large-load tariff requirements so data centers pay their own costs, and limit consumptive use permits for large-scale data centers absent no harm to water resources and compliance with local zoning; supporters emphasized ratepayer protection and economic development, while some witnesses urged flexibility for behind-the-meter projects and confidentiality in negotiations. The bill was reported favorably. SB 1118 would create a time-limited public records exemption for county or municipal information about data center siting and protect proprietary business information; Senator Pizzo raised concerns about how the exemption would affect disclosure of competing projects and local officials’ ability to speak, but the sponsor said he would work on clarifying the language. The committee also passed SB 1050, by Senator Calatayud, which requires veterinarians to provide pet owners with written prescriptions and information about pharmacy choice while preserving veterinary judgment and emergency dispensing authority. The meeting concluded after all bills were reported favorably and members recorded additional votes on prior items.

- Rules are suspended.
Summary:
The House opened with the Pledge of Allegiance and adopted two ceremonial resolutions: one commemorating the 111th anniversary of the Armenian Genocide and another honoring the Veterans Brotherhood VMC, Massachusetts chapter for its service to veterans. The Committee on Steering, Policy and Scheduling then reported several local bills for consideration, including measures on recall elections in Rutland, oversight of the Boston Finance Commission, manufactured housing payments in Attleboro, validation of Stow proceedings, public meeting notices in Uxbridge, firefighter appointment age limits in Westfield, and special police appointments in Norwood. These bills were read a second time and ordered to a third reading without objection.
The House then took up several local bills on third reading and passed them to be engrossed, including bills concerning wastewater treatment in Sandwich, preliminary elections in Longmeadow, additional liquor licenses in Southbridge, and an additional liquor license in Salem. The chamber also welcomed guests of Representative Sylvia of Fall River, including election officials from Fall River and Freetown, and briefly recessed subject to the call of the Chair.
The major statewide item was House No. 5350, an act modernizing the Commonwealth’s cannabis laws. Because it required a separate constitutional vote on the emergency preamble, members voted by division and the preamble was adopted by a 3-0 tally. The bill then passed to be enacted. The House adopted the order to meet again Monday at 11 a.m. and adjourned accordingly.
