Summary:
The House took up a series of Rules Committee orders extending reporting deadlines for several committees, including Education, Mental Health, Substance Use, and Recovery, and Revenue. Each order was considered under suspension of the rules and adopted. The chamber also suspended Joint Rule 12 to allow several petitions to be referred, including proposals on consumer-connected devices, a trail designation in Groton, beach and habitat management, genetic discrimination in insurance, and antitrust enforcement.
The Committee on Steering, Policy and Scheduling recommended a slate of bills for House consideration, largely local or municipal matters involving Taunton water billing, public insurance adjusters, electronic filing of property valuation forms, tax payment interest rules, and various local property tax exemptions and housing trust fund matters. Those bills were read a second time and ordered to a third reading. The House also passed to be enacted several engrossed bills, including police age-waiver measures for Boston officers, Bridgewater town governance bills, and a Cambridge employment and job training trust bill.
Later, the House concurred in a Senate further amendment to the Rockland charter bill, passed a Wellesley property tax deferral bill to be engrossed, and passed a bill allowing Nick Santos to take the civil service exam for a Harrell police officer position despite the age limit. The session ended with an order to adjourn and the House standing adjourned until the next Wednesday morning, with roll calls scheduled for 1 p.m.

Supporters said it would prevent biased or mistaken automated decisions; opponents objected to the inclusion of independent contractors, private rights of action, and other provisions. Both bills were advanced to the Committee on Privacy and Consumer Protection.
The committee also passed SB 1149 by Senator Durazo, which would expand bereavement leave to cover a “designated person,” including chosen family relationships. Supporters, including AARP and a witness who described losing a long-term partner, said the bill reflects modern family structures; there was no opposition. In addition, SB 1185 by Senator Cortese, applying skilled and trained workforce standards to pharmaceutical facility construction, was approved despite opposition from business and construction groups who said there was no demonstrated safety problem and that the mandate could raise costs and reduce competition. Several other bills on the consent calendar were also approved, and all measures were reported out of committee.

The Senate opened with the Pledge of Allegiance and then adopted an emergency preamble for Senate No. 2799, establishing a sick leave bank for a Department of Elementary and Secondary Education employee. The Senate also adopted an order to meet again the following Monday at 11 a.m. and dispense with printing a calendar. At the close of business, members moved to adjourn in memory of Mary Ann Lomba of Dorchester, with remarks noting her community service and family, and the motion prevailed. Members asked about residency rules, whether the bill applied to retirees or only active duty, and how withholding would work for service members stationed in or out of Missouri.
No vote was taken on House Bill 3294 during the hearing. The chair closed the hearing after final comments, noting it was likely the committee’s last hearing of the session, and the meeting adjourned.
