Summary: The Senate convened with a quorum, offered prayer and the Pledge of Allegiance, and began with a floor introduction honoring guests from California Polytechnic State University, San Luis Obispo, including President Jeffrey Armstrong, students, and student leaders. Senator Laird highlighted Cal Poly’s 125th anniversary, its statewide impact, and student achievements, including Rose Parade and design-build competition awards. The body then took up two Senate concurrent resolutions. SCR 111 by Senator Niello commemorated the 125th anniversary of the certified public accountant profession in California and recognized the California Board of Accountancy and the California Society of CPAs; it passed on a roll call and was later adopted 38-0 after the call was lifted. SCR 109 by Senator Grove proclaimed January 2026 as National Mentoring Month and recognized Big Brothers Big Sisters of Central California for its long-standing youth mentorship work; it also passed on a roll call and was adopted 39-0 after the call was lifted. The Senate also concurred in Assembly amendments to SB 25 by Senator Umberg, which streamlines California’s merger process and aligns it with the federal process; the vote was 33-0. Members then approved a motion by Senator Laird to give second reading and move forward bills reported from the Budget and Fiscal Review Committee on February 4, 2026, despite objections from Senator Niello; the motion passed 29-10. The remainder of the session was devoted to adjourn-in-memory tributes for Congressman Doug LaMalfa, Barry Del Bono, Professor Alan Stewart Hammond, and journalist Jeb Bing, with multiple senators offering personal recollections and condolences to their families and communities. The Senate concluded by announcing the next floor session and recessing until later that day.

Summary: The Senate Human Services Committee heard several bills focused on developmental disabilities, food security, veterans, aging services, child care, and elder abuse reporting. SB 969 by Senator Reyes would make remote services for people with intellectual and developmental disabilities a permanent option; supporters said virtual programming improves access, continuity, and choice, and there was no opposition. SB 1025 by Senator Hurtado would create an Office of Food Security and Affordability to coordinate state food programs, improve CalFresh enrollment, and develop a 24-hour hotline; committee members raised questions about duplication, metrics, and oversight, but the bill advanced after discussion. SB 1052 by Senator Gonzalez would allow the State Council on Developmental Disabilities to appoint contingent authorized representatives so people with disabilities are not left without support if a family member becomes unavailable; supporters described immigration enforcement, illness, and family separation as reasons for the bill, and members discussed administrative burden and renewal procedures before the bill passed. SB 1077 by Senator Gonzalez would require CDSS to prepare for future federal shutdowns by creating a communications and contingency plan for CalFresh disruptions and a state-backed emergency food assistance mechanism; members discussed how it would work with existing CalFresh administration, and the bill passed. SB 1201 by Senator McNerney would seek federal waivers to protect vulnerable veterans from new SNAP work requirements and require referrals to county veterans service officers; supporters said the federal cuts would harm homeless, newly discharged, and disabled veterans, and the bill passed. SB 1261 by Senator Laird would let aging and disability resource centers continue operating through partner transitions so services would not be interrupted; supporters emphasized continuity of care and the bill passed. SB 1110 by Senator Becker would revise child care subsidy funding and stabilization rules for alternative payment programs and community providers; supporters said the current reimbursement structure is outdated, and the bill passed after the author said a budget-related provision would be removed. The committee also later voted SB 969, SB 1052, SB 1077, SB 1201, SB 1261, and SB 1110 out of committee, with the bills kept on call for absent members, and began hearing SB 991 on elder abuse reporting, where supporters argued that licensing records should distinguish abuse from lesser resident-rights violations so families and policymakers can better understand facility conduct.

Summary: The House debated a motion to suspend the rules so House File 3843 could be recalled from committee and given second and third readings for final passage. The bill, carried by Representative Baker and supported by Representative Niska, would create a subcommittee of the governor’s workforce development board to vet nonprofit and other applicants for workforce development dollars, with the legislature retaining final authority. Supporters argued the proposal would add an extra layer of scrutiny, reduce fraud risk, and help prevent problems like those highlighted in recent reporting and past nonprofit funding scandals. Supporters repeatedly tied the bill to concerns about fraud in state grantmaking, citing the Feeding Our Future scandal and other nonprofit cases as examples of why more oversight is needed. Representative Baker said the committee process can be overwhelmed by many direct-appropriation requests at the end of session, and that a board-based vetting process would help identify red flags. Representative Enen and Representative Schultz also backed the motion, saying the bill would improve accountability and protect taxpayer dollars. Representative Pinto opposed the urgency motion, saying he supports moving toward more competitive grants but not adding another layer of bureaucracy without a fiscal note or fuller committee process. He argued the bill would not do what supporters claimed and that the legislature already makes funding decisions. After debate, the House took a roll call vote on the motion to suspend the rules. The motion failed by one vote, 67 yeas to 66 nays.

Summary: The Senate convened with a quorum, offered a prayer recognizing World Water Day and the challenges of water scarcity, and then proceeded with several floor introductions. Members welcomed wildlife photographer Alice Cahill, outgoing California Department of Fish and Wildlife Director Chuck Bonham, Avalon Fire Chief Michael Alegria, and a delegation of Cal Poly Pomona students participating in CSU advocacy activities. The chamber also received a message that the Assembly had passed AB 2156, and the Senate approved the March 16-19 journals as corrected. The main floor action was on Senate Concurrent Resolution 132, which designates March 22, 2026, as California STEAM Robotics Day. The author and supporting senators emphasized the value of robotics and hands-on STEAM education for career readiness, problem-solving, and workforce development. The resolution passed by a 34-0 vote. Afterward, the author introduced student and industry guests connected to robotics education, including a Poway High School student and representatives from Garner Holt Productions. The Senate then considered five gubernatorial appointments, all of which were confirmed unanimously: Paul Toopee as Director of the Department of Alcoholic Beverage Control, Peter Britery to the Southwestern Low-Level Radioactive Waste Commission, Dr. Youngping Chen and Gregory Lung to the California Acupuncture Board, and Roy Mather to the Board of Pilot Commissioners. The body also suspended Joint Rule 62A to allow the Governmental Organization Committee to hear AB 2156 on March 24 without sufficient notice. At the end of the session, the Senate adjourned in memory of Anne Colchin, a longtime Carlsbad city councilmember and public servant, and announced it would reconvene on March 26, 2026, after the State of the Judiciary joint convention.
