Summary:
The first meeting of the Disaster Prevention and Resiliency Task Force focused on the task force’s mission and on recent Kentucky flooding disasters. The co-chairs described the need to better prepare for increasingly frequent and costly natural disasters, including flooding, tornadoes, wildfires, and ice storms, and emphasized coordination among local, state, federal, and interstate partners. For the April event, he said 37 counties had individual assistance, 83 counties were still pending public assistance, and no hazard mitigation had yet been declared; 5,893 people had registered for individual assistance, and 144 households were sheltered, with 83 families already moved to permanent solutions. He noted that counties without public assistance would have to cover expenses locally unless state or federal aid is approved.
Gibson also outlined Kentucky Emergency Management’s tools and resources, including a 24/7 state operations center and warning point, embedded National Weather Service meteorologists, five regional warehouses stocked with water, MREs, blankets, and kits, a statewide web-based damage reporting system, laundry trailers, generators, a disaster needs hotline that has received 6,972 calls, and a mutual aid system used to deploy resources such as water tankers. He highlighted ongoing work on urban search and rescue, qualification systems for emergency operations personnel, and aerial documentation of storm damage. The Judiciary Committee met to hear the Legislative Budget Assistant Office’s performance audit of the New Hampshire Commission for Human Rights. Auditors said the commission was inefficient and ineffective in investigating discrimination complaints and closing cases in a timely manner during fiscal years 2020 through 2023. The report contained 25 observations; the commission fully concurred with 24 and concurred in part with one. Auditors highlighted major problems with case processing delays, inaccurate case data, lack of a case management system, weak strategic planning and risk assessment, outdated and disorganized policies, confidentiality issues, expired administrative rules, fee-setting practices, incomplete financial-interest filings, and failure to complete required reports and reconciliations. Two recommendations, involving complaint screening and conciliation, may require legislative action.
Several observations focused on the commission’s intake and investigation practices. Auditors said complaints may have been screened out before docketing, potentially preventing commissioner review required by statute, and that the investigation process lacked clear rules and guidance. They also found investigators were assigned non-investigative tasks, training was inadequate, interview requirements were unclear, supervisory duties were burdensome, and confidential information was not always protected by encrypted email. The audit recommended clearer administrative rules, better internal controls, more focused staffing, a supervisory investigator position, and improved training and documentation.
Commission representatives said they had already made progress on several items since the audit began, including posting overdue biennial reports and moving toward a case management system expected to go live in June. They said they were working with EEOC counterparts and legal counsel, but emphasized staffing shortages and high turnover, noting the commission currently had nine people working out of 15 authorized positions, with three investigator vacancies and a vacant paralegal position. Committee members thanked the auditors and commission staff, discussed the history of the audit request, and raised concerns about how long the recommended corrective actions might take. The committee took no vote or formal action during the hearing.

The committee also heard testimony on H.4180, which would require DDS to consider neuropsychological evaluations when determining eligibility for intellectual disability services. Parents and advocates argued that IQ cutoffs alone can miss significant functional needs, especially for autistic adults and others with complex developmental profiles, and urged broader access to DDS supports. Additional testimony supported S.101 on closed captioning and telecommunications in public areas, and S.158 on requiring restaurants to have some chairs with arms to better accommodate physically disabled and older patrons. No votes were taken during the hearing, and the chair adjourned after hearing from the scheduled witnesses and noting a few signups that were not present.

The amendment passed unanimously.
Later, the Senate took up an amendment from Senator Moore on children’s vision care, which would have created a registry for vision screening and expanded eye exam requirements, but it was withdrawn after supportive debate. The chamber then adopted the Ways and Means redraft, ordered the bill to third reading, and passed An Act relative to teacher preparation and student literacy to be engrossed by a unanimous roll call. Final passage was also achieved for a separate House land-taking bill allowing the town of Hingham to use municipal property for a center for active living, which passed by the required two-thirds vote and was enacted.
