Supporters argued the measure would help prevent untraceable weapons from circulating and align penalties with other firearm offenses. Opponents, including several gun owners and association representatives, said the bill was unnecessary because existing state and federal laws already prohibit unserialized firearms, and warned it could create confusion, criminalize lawful owners of antique or self-built firearms, and be difficult to administer.
