Summary: The Sunset Advisory Commission met for its final meeting of the biennium, established a quorum, and approved the December 11, 2024 meeting minutes. Members then voted on staff recommendations for several agencies, including the Angelina and Nettie River Authority, Lower Nettie Valley Authority, and Trinity River Authority of Texas, adopting all recommendations without objection. For the Texas Ethics Commission, the Commission adopted staff recommendations, including two modifications to recommendation 1.2: one to exempt lobby compensation thresholds from inflation adjustments and revert them to statutory levels, and another to round inflation-adjusted amounts to practical increments. The Commission also adopted eight new Texas Ethics Commission recommendations. These addressed late filing penalties, including limiting accrual for eight-day reports through election day, excluding the first post-election semiannual report from daily penalties, waiving penalties when notice cannot be shown, reviewing the definition of substantial compliance for corrected reports, reviewing the definition of principal purpose to reduce unnecessary campaign finance reporting burdens, improving public access to delinquent penalty information on the TEC website, and expanding training and plain-language guidance on lobbying and filing requirements. The Commission also adopted two previously omitted Texas Department of Criminal Justice recommendations, 6.5 and 6.6. By recorded vote, the Commission unanimously forwarded all recommendations adopted during the biennium to the 89th Legislature, with nine ayes. Sunset staff then reported on implementation of 2023 Sunset recommendations, stating that the State Auditor found 89% of selected management actions fully implemented and that Sunset staff found 68% of 163 statutory and related changes fully implemented, with most remaining items in progress or partially implemented. The Commission also briefly noted receipt of a Texas Lottery Commission evaluation concerning executive leadership and potential regulation of lottery ticket courier companies, but no further action was taken on that item. The meeting concluded with closing remarks and a motion to recess subject to the call of the chair.

Bills: HB206 , HB1238 , HB2890 , HB2970
Summary: The Senate Committee on Natural Resources met with a quorum initially lacking, then took up several bills and heard brief testimony. HB 206, by Rep. Craddick, would prohibit counties from requiring cash bonds as a condition for pipeline construction approvals, while still allowing other forms of financial assurance; the sponsor and a Target Pipeline witness said cash-bond mandates create unnecessary costs and uncertainty, and the bill was left pending. HB 2890, by Rep. Patterson, would create an interstate compact among Gulf Coast states to coordinate and support the liquefied natural gas industry; the sponsor emphasized LNG’s economic importance and said the bill mirrors prior compact language that does not require congressional approval, and it was left pending after no public testimony. HB 1238, by Rep. Geren, would let TCEQ use third-party inspection reports and remote technology when reviewing proposed Class I injection wells; the sponsor and a uranium industry witness said it would streamline regulation and support industry, and it was left pending. HB 2970, by Rep. Paul, the House version of SB 410, would require the Gulf Coast Protection District’s final gate design to accommodate two-way vessel traffic and allow the governor to appoint the district’s presiding officer; the committee substitute was explained and the bill was left pending. With members scattered in other committees, the chair said the committee would recess and later reconvene to vote and complete its work.

Summary: The House opened with prayer and the Pledge of Allegiance, then approved the House Journals for the 65th and 66th legislative days. Members also spent time on personal privilege and special guest introductions, including a recognition of law enforcement officers who were injured in the line of duty and several interns serving in House offices. The chamber then took up several fiscal review committee reports and moved to conference and Senate bills. House Bill 2818, dealing with annexation and related local government language for St. Joseph Airport, St. Charles County, and Jefferson County, was explained as a compromise on voluntary annexation standards; after debate it was adopted and then third read and passed by a vote of 136-7. House Bill 1825, concerning county salary commissions and county classification changes for Lafayette, Pettis, and Saline counties, drew debate over county pay and the exclusion of coroners, but the Senate substitute was adopted 109-35 and finally passed 106-39. The House also considered House Joint Resolution 87, the so-called constitutional sheriff resolution, which would place sheriff duties and the office itself in the Missouri Constitution. Members debated its scope, including concerns about the term “traitors,” possible effects on Kansas City’s police governance, and whether the measure was necessary; a St. Louis City amendment clarifying the City of St. Louis sheriff provisions was adopted. The resolution then passed 100-47. Finally, Senate Bill 878 on pharmacy practice and rural health access, including pharmacist treatment for common illnesses, emergency waivers, and access to certain medications and supplies, passed 132-13 after an amendment on blood pressure cuffs for pregnant women and opioid-alternative language was adopted. Senate Bill 903, addressing telecommunications infrastructure and copper theft, passed 137-5. The House then announced upcoming committee work, including a born-alive bill, and adjourned until May 12, 2026.

Summary: The Senate Committee on Border Security met to consider SCR 39, authored by Senator Creighton, which urges the federal government to take immediate action on border security and calls for Texas to be reimbursed for roughly $11 billion spent on border-related efforts. Creighton argued the federal government has failed to secure the border, leading to illegal crossings, fentanyl trafficking, and the need for Texas to step in through Operation Lone Star. A DPS chief financial officer was present as a resource witness, though no public testimony was taken. Several senators spoke in support of the resolution while also noting broader context. Senator Hinojosa of Nueces said border security has been neglected by multiple administrations, not just the Biden administration, but supported the measure and emphasized the need for lawful immigration and border enforcement. Senator Hinojosa of Hidalgo and Senator Flores also supported the resolution, highlighting cartel activity, trade impacts, and Texas’s role in maintaining border integrity. Senator Eckhardt questioned the author about what specific federal actions were meant by “immediate action,” and Creighton pointed to more staffing, better radio interoperability, stronger drug interdiction, and renewed federal responsibility for wall construction and enforcement. After questions and discussion, public testimony was closed. Senator Flores moved that SCR 39 be favorably recommended to the full Senate, and the committee approved the motion by a vote of 4 ayes and 1 nay. The chair then announced that SB 36, creating a border security division within DPS, would be the committee’s primary focus at the next meeting.
