Summary: The House convened, approved the journal, and spent much of the opening portion recognizing guests and interns from both parties, along with former lawmakers and a newly seated member, Representative Sylvia Allen. The chamber then took up House Concurrent Resolution 2065 honoring the late Alfredo Gutierrez. Members from both parties gave extended remarks about his life as a civil rights advocate, student activist, legislator, and mentor, and the resolution was unanimously adopted and transmitted to the Senate. Family members of Gutierrez were recognized in the gallery during the memorial tribute. The House then moved into Committee of the Whole on the first budget-related measures. On House Bill 4138, the “feed bill”/budget operations measure, Democrats argued the budget favored corporations and data centers over seniors, health care, housing, universities, and vulnerable families, while Republicans defended it as a continuation of prior policy and said it preserved tax conformity and modest agency cuts. After debate and questions, the committee recommended the bill do pass and the House adopted that report, sending HB 4138 to engrossing. The chamber next considered House Bill 4139, the amusement/gaming-related budget bill. Members debated whether it was essentially unchanged from last year’s budget language, with Republicans saying it was a continuation bill and that gaming-related provisions would support rural economies and tourism, while Democrats questioned the broader budget context and its effects on working families. The committee recommended HB 4139 do pass, and the House adopted that recommendation. The House then began debate on House Bill 4140, the state budget implementation bill, focusing on the budget stabilization fund and a proposed government efficiency initiative; discussion was still underway at the end of the transcript.

Summary: The House opened with prayer, the Pledge of Allegiance, and approval of the House Journal by a 104-0 vote. Members then spent a large portion of the session offering personal remarks and introducing guests, including the family of Lance Corporal Jared Schmitz, school groups, a Boy Scout troop, a Highway Patrol commander, and community figures such as Corey Johnson and boxer Devin Alexander. There was also a moment of silence for a member’s mentor and a personal privilege statement recognizing Autism Month and the work of teachers and therapists serving autistic children. The main floor debate centered on House Committee Substitute for House Bill 2481, which would tighten Missouri rules for SNAP and related public benefits by requiring proof of citizenship or lawful presence, using the federal SAVE system throughout eligibility checks, and directing the Department of Social Services to seek a waiver to steer SNAP purchases toward healthier foods. Supporters framed the bill as a matter of accountability, taxpayer stewardship, fraud prevention, and improved nutrition, while opponents argued it was unnecessary because federal law already limits eligibility, could add administrative costs, and could harm children, families in food deserts, and pregnant women who rely on programs such as Show Me Healthy Babies. An amendment offered by the gentleman from Johnson to extend the bill to MoHealthNet was adopted, and after extended debate the House invoked the previous question 91-46, then adopted and perfected the bill as amended. The House also advanced House Committee Substitute for House Bill 1869, which creates a process and fund to repair damaged veterans’ headstones in public and private cemeteries, with support from members who emphasized honoring veterans and preserving gravesites; the bill was adopted and perfected without opposition. House Bill 2927 was also moved forward; it would require settlement demands tied to extra-contractual or bad-faith insurance claims to be written, held open for 90 days, and reference the relevant statute. Supporters said it gives insurers reasonable time to evaluate large claims, while opponents said it could delay compensation for injured Missourians; it too was adopted and perfected. The House then began consideration of additional bills, including House Bills 2387 and 2480, as the session continued.

Summary: The House Committee on Science and Technology met for its first meeting of the session, with members and staff introducing themselves and reviewing committee rules and amendment deadlines. The committee then heard several bills, beginning with HB 2121, which would prohibit original equipment manufacturers from disabling consumer electronic devices when owners make modifications, including through firmware or remote updates. Sponsor Rep. Nick Cooper described it as a “True Ownership Act” aimed at consumer products like printers and phones, while members raised concerns about manufacturing, security, and implementation. An amendment by Rep. Fink narrowed the bill to consumer products and excluded commercial, industrial, business-to-business, off-road, and retail-channel equipment. The amendment was adopted, and HB 2121 as amended passed 7-1-1, with one member voting no and one present. The committee next considered HB 2134, which would prohibit Chinese-produced critical infrastructure equipment and restrict government entities and critical communications providers from contracting with Chinese companies that have access to critical infrastructure. Rep. Cooper and supporters framed the bill as a cybersecurity and national security measure, while some members questioned costs, implementation, and the role of the Arizona Corporation Commission. Testimony from State Armor representatives and an attorney cited federal NDAA restrictions, alleged fraud in sales of certain devices, and examples from other states. The Arizona Corporation Commission director said the agency was neutral but would need several new positions to implement the bill. HB 2134 passed 5-4. The committee also approved HB 2451, which updates the Arizona Space Commission’s board terms, extends the strategic plan deadline, and adds astronautic educational opportunities to the commission’s scope. Rep. Justin Wilmeth and Space Commission members described the measure as a technical “trailer bill” to support Arizona’s growing space industry and long-term competitiveness, and the bill passed 8-0. Finally, the committee heard HB 2700, which would create a Technology Study Committee focused on assistive technology and Technology First initiatives. Rep. Connolly, constituent Sam Shepard, and advocates for people with developmental disabilities testified that the committee would help Arizona identify and expand assistive technologies and remote supports. After adopting a Connolly amendment clarifying the committee’s purpose and membership, HB 2700 passed 8-0. The committee then adjourned.

Summary: The House opened with a salute to the flag and welcomed Troop 56 Boy Scouts from Cambridge, including guests earning a citizenship merit badge. The chamber then took up several procedural matters, including adopting Rules Committee resolutions and extending the Committee on Revenue’s reporting deadline to January 24, 2027. The House also concurred in a Senate petition allowing the South Deerfield Fire District to continue employing fire department member Stephen Kulowski. On legislation, the House advanced Senate Bill 3142, which removes the term “hearing impaired” from the general laws, ordering it to a third reading. The House also passed to enactment a group of bills covering local and personnel matters, including Bridgewater charter language changes to make it gender-neutral, Boston police age waivers for two officers, a Berkeley selectmen membership increase, and sick leave banks for Sharon Manning and Stephanie Vieira. The chamber later concurred in Senate amendments to House Bill 4805 on Plainville’s charter and House Bill 5053 on Orange’s charter, and passed House Bill 5035 on Grafton’s senior tax exemption to be engrossed. The Committee on Ways and Means reported House Bill 5534, a fiscal year 2027 interim appropriations bill totaling $7.703 billion, and the House fast-tracked it through second and third reading. After recesses and renewed motions, the bill was passed to be engrossed and then enacted. The House also adopted an order to adjourn to meet again Wednesday at 11 a.m., and then adjourned.

Summary: The House Democratic Caucus met on Minority Caucus Calendar items and reviewed several Senate-amended House bills. HB 2003 would lower the learner’s permit age from 15½ to 15 and increase supervised driving time; the Senate added a delayed effective date of December 1, 2026, and the sponsor was said to have refused the amendment after previously concurring. HB 2693 would allow chambers of commerce to set up insurance purchasing pools for small businesses, and the Senate added a third-party-funded feasibility study by ADOA on what it would cost for state health insurance to enter the marketplace; members raised concerns that the study could be used to undermine the state self-insured plan, but no action was taken. HB 2133, dealing with synthetic sexual depictions and online sexual material verification, had multiple Senate changes that removed the synthetic-depiction expansion, added parody/artistic-expression exceptions, altered verification and record-retention rules, and removed AG inspection authority; the sponsor was expected to refuse the changes, and members were directed to stakeholder emails outlining concerns.

Summary: The House Democratic Caucus reviewed several Senate-amended bills on the Minority Caucus Calendar. HB 2003, which lowers the learner’s permit age and increases supervised driving time, had a Senate delayed effective date added; members were told the sponsor had previously concurred but now intends to refuse. HB 2693, allowing chamber-of-commerce insurance purchasing pools and adding a third-party-paid feasibility study on state health insurance entering the marketplace, drew questions about possible impacts on the state employee health plan and whether the study could be used to undermine the current self-insured system. HB 2133, dealing with sexual material consent and synthetic depictions, generated the most discussion. The Senate removed the synthetic-depiction language from the revenge porn statute, added parody/comedy/artistic-expression exceptions, narrowed and expanded various verification provisions for commercial entities, removed limits on retaining identifying information, and eliminated AG inspection authority; members were told the sponsor intends to refuse the changes and that stakeholder concerns were outlined in emailed comments from the ASEO of Arizona and the Motion Picture Association. HB 2013, requiring ADEQ to submit exceptional-event demonstrations to EPA for certain wildfire impacts, had a Senate amendment limiting it to wildfires over 25,000 acres and tied to smoke or land damage; the sponsor was expected to concur, though stakeholders’ concerns remained unresolved. HB 2226, which requires courts to ask about veteran status at initial appearance and provide information about veterans’ services, was amended by the Senate to have the court rather than the prosecutor provide the information; members said the sponsor likely would concur. HB 2032, adjusting statewide assessment testing windows and related deadlines, was amended to extend the testing window to six consecutive school weeks and move the start of testing for grades 3-8 to the second week of April; the sponsor concurred, and members noted that organizations previously opposed had shifted to support. The caucus then adjourned.
