Summary: The House Community Safety Committee held public hearings on several bills. House Bill 2203 would create the offense of reckless interference with emergency operations for driving on a roadway known to be closed due to hazardous conditions, with gross misdemeanor penalties, a possible Class C felony enhancement if a rescue leads to injury or involves a minor or vulnerable adult, license suspension, and emergency-response cost recovery. The prime sponsor described recent flooding rescues in Orting as the impetus, and local police support emphasized responder safety and limited resources. The Sentencing Guidelines Commission opposed the felony section, saying the conduct did not warrant felony treatment and recommending a traffic infraction for the first level and a gross misdemeanor for the second. House Bill 2293 would bar Washington law enforcement agencies, the Criminal Justice Training Commission, and related personnel from training with foreign militaries, intelligence agencies, or security services, or funding travel for that purpose. The sponsor said civilian policing should not be trained like military service and argued officers should be trained under U.S. constitutional standards. Opponents from the sheriffs and police chiefs association argued the bill was too broad and unclear, could block valuable counterterrorism and best-practice training, and might need exemptions for Canada, Mexico, and other legitimate international partnerships. Members discussed possible amendments and clarification language. House Bill 2165 would create a new gross misdemeanor for false identification as a peace officer, covering possession or creation of realistic badges, insignia, or other items identifying someone as an officer when they are not commissioned, while preserving defenses for honorary, reserve, posse, and protected expressive uses. The sponsor and governor’s office said current law is too limited because it often requires an active impersonation before enforcement can occur; law enforcement groups supported the goal but raised concerns about definitions, vehicle markings, federal-agent coverage, and whether the offense could be plea-bargained away. House Bill 2173 would prohibit law enforcement officers from wearing facial coverings while interacting with the public, with exceptions for undercover work, SWAT protective gear, and medical or environmental masks, and would allow civil suits for violations. Supporters said the bill promotes transparency and trust and responds to concerns about masked immigration enforcement; opponents warned it could expose officers to doxxing, create liability and recruitment problems, and raise constitutional issues, especially as applied to federal officers. No votes were taken on any of the bills during the hearing.

Summary: The Senate Committee on Public Safety and Military Affairs met on its 3:15 p.m. reconsideration and hearing agenda. The committee first reconsidered SB 1379 on emergency preparedness and voted to pass it with amendments. The amendments would require HEMA to submit a report to the Legislature on a community readiness centers plan, including public and private sites, funding sources, partnerships, stakeholder coordination, and projected annual funding, due 20 days before the 2026 Legislature convenes. The committee also made technical and fiscal-related changes, including blanking out certain amounts in the bill and committee report while retaining recommended amounts there, and changing the effective date language. The committee then voted unanimously to adopt the amended recommendation. The committee heard SB 1364, which makes emergency appropriations for law enforcement personnel costs. The Department of Budget and Finance supported the bill but said the figures in oral testimony would be slightly higher than those in written testimony and that updated numbers would be emailed later in the week. Because the exact figures were not yet available, the chair deferred decision-making to February 7, 2025. The committee also heard SB 1451 on critical infrastructure, SB 1452 on the Uniform Controlled Substances Act, SB 1149 on hate crimes reporting, SB 1321 on the Hawaii Correctional System Oversight Commission, and SB 1341 on energy industry information reporting. For SB 1451, testimony was split, with support from state law enforcement and opposition from the Public First Law Center, which argued the information was already protected under existing law; the committee later adopted a motion to pass the bill with amendments, including a narrower definition of critical infrastructure information and a revised effective date. SB 1452 received support from law enforcement and prosecutors, with a requested cleanup amendment to correct a federal drug-name spelling issue; decision-making was postponed to allow the department to provide language. SB 1149 drew substantial testimony both for and against; supporters emphasized better hate-crime data collection and transparency, while opponents raised concerns about definitions and free speech. The committee adopted amendments and passed the bill, with the chair summarizing the move from the older UCR system to NIBRS and noting a public dashboard expected by September 30, 2025. SB 1321 was passed with amendments shortening the oversight coordinator term from four years to three years, though one senator voted with reservations in favor of a longer term. SB 1341 was passed as is after brief support testimony, and the committee adjourned after completing the agenda.

Summary: The House convened with prayer, the Pledge of Allegiance, guest introductions, and a proclamation recognizing February 2026 as American Heart Month, with Representative Willoughby emphasizing CPR and AED readiness. Members also welcomed students and guests from Wilcox Christian School, the Arizona State Fair Association, and other visitors. The chamber then handled routine business including attendance, journal approval, committee assignments, and first and second readings of numerous bills. The Committee of the Whole considered several measures, including HB 2016, HB 2133, HB 2223, HB 2459, HB 2501, and HB 2785. Most received do-pass recommendations after brief explanations and amendments. HB 2785, a major tax conformity bill, drew the most debate: supporters said it would align Arizona law with federal tax changes, prevent taxpayers from having to amend returns, and provide certainty during filing season, while opponents argued it would create a large revenue loss and benefit corporations and the wealthy without a clear funding plan. The committee adopted the Ways and Means amendment to HB 2785 by a 31-22 division vote, and the bill ultimately received a do-pass recommendation. Back on the floor, the House adopted the Committee of the Whole report and sent HB 2016, HB 2133, HB 2123, HB 2459, HB 2501, and HB 2785 to engrossing. In third reading, HB 2029, HB 2120, HB 2126, and HB 2131 passed, while HB 2045 failed on a 19-36 vote and then failed again on a reconsideration motion by 25-27. Members then made several personal privilege remarks about legislative process, representation, and Black History Month, and the House adjourned until the following Wednesday afternoon.

Summary: The House Elections Budget Committee held a public hearing on several joint resolutions dealing with Missouri legislative term limits and chamber structure. Representatives Peggy McGaugh, Marty Joe Murray, Bruce Sassman, and Jeff Myers presented versions of HJR 104, 121, 122, 149, and related measures that would allow legislators to serve up to 16 total years in either chamber rather than being limited to eight years in one chamber and eight in the other. The sponsors argued the change would preserve institutional knowledge, reduce lobbyist influence, and let voters choose whether experienced members should continue serving. They also discussed leadership limits, with proposals to cap service as Speaker or President Pro Tem, and debated whether those limits should be consecutive or total terms. One proposal also would reduce the size of the House to 103 members, which Myers said would improve efficiency and avoid a senator controlling House members in a three-representative-per-Senate-district model. Committee members raised concerns about self-serving motives, the optics of extending service, possible gaps when members run for the Senate with time left on their 16-year limit, and whether smaller or larger districts would weaken rural representation or shift power toward population centers. Some members supported the concept as a way to preserve expertise and reduce the influence of lobbyists, while others argued the public may view the change skeptically, especially given the original 1992 term-limit vote. Myers defended the smaller House proposal as a way to lower costs, reduce staff redundancy, and improve legislative effectiveness, while opponents questioned whether the fiscal savings would offset the need for more staff and whether the change would actually solve the problems described. Public testimony was split. An opponent argued Missouri voters should not be asked to revisit a decision they made on term limits, said the General Assembly should not be trying to overturn the public’s earlier choice, and urged rejection of all the resolutions. He also criticized lobbyist influence and cited past corruption cases to argue for keeping strict term limits. After testimony concluded, the committee moved into executive session and passed House Bill 3146 by a vote of 10-2. The meeting then adjourned with no further business.
