Summary: The House Committee on Commerce met on May 11, 2026, with a quorum present and took up a series of Senate bills, a resolution, and one House bill. The committee reported favorably Senate Bill 79 to recreate Louisiana Economic Development, Senate Concurrent Resolution 5 to establish the Louisiana-Ireland Trade Commission, Senate Bill 375 on firefighting foam with amendments clarifying use in declared emergencies, Senate Bill 398 moving manufactured and modular housing oversight under the Contractors Licensing Board with technical and substantive amendments, Senate Bill 163 on virtual currency business licensing with an amendment providing for federal preemption if Congress enacts a national licensing regime, and Senate Bill 287 on virtual currency kiosks with consumer-protection provisions and technical amendments. The committee also reported favorably House Resolution 197, as amended, urging the Public Service Commission to study distributed energy generation and storage resources with LSU involvement, and Senate Bill 54, which would allow estheticians to blow-dry hair after certain services; that bill drew extensive testimony from supporters and opponents in the cosmetology and aesthetics industries before being reported favorably. Several bills prompted detailed discussion and testimony. On Senate Bill 398, the sponsor and Contractors Licensing Board representatives said the change would improve enforcement and consumer safety for manufactured-home installation, especially tie-downs, leveling, and foundation blocking, while not affecting HUD-regulated construction. On the virtual currency bills, OFI said it currently licenses 37 virtual currency businesses with 33 pending applications, and supporters described the kiosk bill as a response to fraud complaints by requiring clearer disclosures, refund procedures, live customer support, and reporting to OFI. For House Resolution 197, the sponsor, PSC officials, and energy stakeholders said the study would examine the value of distributed energy resources, including rooftop solar and battery storage, in light of rising demand and grid reliability concerns; PSC staff and LSU energy experts described the study as focused on market value and avoided-cost benefits. House Bill 744, which would have shifted regulation of certain New Orleans utilities from the city council to the PSC, generated discussion about constitutional history, rate impacts, and utility consolidation. PSC officials and the sponsor said the current city-council regulation is a constitutional exception dating back to 1921, and they argued that PSC regulation could reduce costs and simplify oversight, but the sponsor ultimately moved to defer the bill rather than force a floor fight, and the committee agreed. The committee then began consideration of Senate Bill 386, the Louisiana Data Privacy Act, adopting technical amendments and then a larger amendment package that revised definitions and compliance provisions; the transcript ends while that bill’s amendment process is still underway, with no final action shown in the excerpt.

Summary: The committee met jointly with Senate Finance and House Appropriations to review the Idaho Department of Correction budget, beginning with an agency overview from Legislative Services analyst Noah Peterson and then testimony from Director Bree Derrick. Discussion focused on the department’s overall funding mix, declining balances in dedicated funds such as inmate labor and probation/parole receipts, vacancy management, and the impact of the governor’s holdback exemption. Members also asked about software and technology costs, the Hepatitis C Fund, replacement items, and why some positions remain vacant or are held open as a budget strategy. A substantial portion of the meeting covered the department’s major divisions and cost drivers. In state prisons, county/out-of-state placement, community corrections, community-based substance use disorder treatment, and medical services, the analyst and director explained enhancement requests, supplemental needs, and rising operating costs tied to inflation, population growth, and contract rates. Members questioned the inmate labor fund’s decline, the loss of work contracts, the cost and effectiveness of recidivism and transparency software, the Pocatello reentry center, body-worn cameras, RFID and drone detection technology, and the medical contract with Centurion. The department said some cuts were made or planned in response to budget pressure, including reduced spending on Recidivis and other contracts, while body-worn cameras and some public-safety tools were retained. The committee also discussed prison population pressures, county jail and out-of-state placement costs, mandatory minimum sentences, and the use of county jails as overflow. Director Derrick said the department is seeing more admissions than releases and that Idaho’s incarceration rate remains high relative to neighboring states. She also said the department is working to expand county and out-of-state options and to pursue more inmate labor contracts. Several members asked for follow-up information on staffing, contract counts, program impacts, and fund balances. The meeting then moved to the Commission of Pardons and Parole budget, where Director Christine Starr testified that commissioners are part-time but effectively work full-time, are not paid for training or all preparation time, and that turnover remains a concern. No votes were taken; the committee adjourned to resume the next day after work groups.

Summary: The committee met in executive session and first voted House Bill 2563 do pass by a 12-1 vote. It then took up House Bill 3491, which would allow the state auditor to investigate specific subrecipients or subgroups directly when there is a whistleblower complaint, rather than having to audit an entire department or program. Testimony from the bill sponsor and the auditor’s office described the measure as a way to improve efficiency and respond to credible complaints about misuse of state or federal funds; members discussed safeguards, overlap with another federal-funds coordinator bill, and whether the authority would extend to private or semi-private entities. The committee adopted an amendment to clarify language, then voted the House Committee substitute for HB 3491 do pass by an 8-3 vote. The committee also considered Senate Bill 1087, on which it adopted a technical substitute correcting conflicting language about when a driver’s license suspension takes effect. After adopting the substitute, the committee voted the House Committee substitute for SB 1087 do pass by a 9-2 vote. Later, the committee heard House Bills 2139 and 2175, identical bills aimed at preventing foreign or religious law, specifically Sharia law, from being applied in Missouri courts. Supporters argued the bills were needed to protect constitutional law, while opponents, including a Baptist minister and several members, said the measures were unnecessary, discriminatory, and could create unintended consequences for marriages, adoptions, and other foreign legal documents. No vote was taken on those bills in the transcript. Finally, the committee heard House Bill 3210, which would let property owners in municipalities over 100,000 population seek compensation up to their property tax liability when a city allegedly fails to enforce laws against public camping, loitering, theft, intoxication, and related conditions on their property. The sponsor said the bill was meant to hold local governments accountable and help property owners dealing with ongoing encampments and sanitation problems. Members raised concerns about vague standards, possible unfunded mandates, and the burden on cities, while supporters said it could address serious local problems and encourage action. The hearing closed without a vote on HB 3210.
