Summary: The Law and Justice Committee met on February 3rd to take executive action on several bills and gubernatorial appointments. The committee first considered Senate Bill 5925, which would expand Attorney General investigative authority through civil investigative demands. Members debated amendments to limit the bill’s reach, including protections for small businesses, exclusions for law enforcement use-of-force matters, and changes to appeal deadlines. Amendment Charlie was adopted, Amendment Delta failed, Amendment Alpha failed, and Amendment Echo was withdrawn. The bill then received a due pass recommendation to the Rules Committee. The committee next worked through Senate Bill 6086 on judicial officer safety and threat assessments. A proposed substitute retained threat-assessment provisions while removing some personal-information and consultant-related sections. Amendment Foxtrot 1, which would have removed security consultant authority, was not adopted, and the proposed substitute was approved and sent to the Rules Committee. Senate Bill 6074, concerning reinstituting parole, was narrowed in a proposed substitute to create a parole reinstitution work group with legislative appointment authority and a 2027 reporting deadline; an amendment adding victim advocate members was adopted, and the bill advanced to the Rules Committee. The committee also considered Senate Bill 6296 on involuntary treatment. The proposed substitute made multiple changes to enforcement, prosecutor representation, peace officer duties, intimate partner definitions, and firearms-related provisions. Amendments to remove firearm-related changes and to clarify officer liability and home-entry authority were debated; Kilo-2 and Kilo-3 were not adopted, and the proposed substitute ultimately passed and was sent to the Ways and Means Committee. The committee then confirmed several gubernatorial appointments, including Kristen Ferrer, Lisa Mannion, Kate Ben Ward, and Rochelle Cleland, and concluded by thanking staff and adjourning at the house-of-origin policy cutoff.

Summary: The Labor and Workplace Standards Committee held a public hearing on House Bill 2479, the Wage Recovery Act, which would create a wage recovery program and account to provide limited advance payments to low-wage workers facing immediate hardship from unpaid wages, while also changing how L&I prioritizes wage complaints and increasing civil penalties for willful wage violations. The bill was described as a consensus product of a labor-business work group, and testimony from the sponsor, work group members, business groups, and labor organizations was strongly supportive, emphasizing faster wage recovery, better enforcement, and a balanced approach to wage theft. No one testified in opposition. The committee then moved into executive session and took action on several bills. It reported out House Bill 291, extending employee contact-information sharing requirements to all state agencies; House Bill 2105, as amended, on notice requirements for I-9 audits and related records; House Bill 2107, as amended, on L&I notice to employers after construction-site hazard inspections; House Bill 2151, as amended, on factory-built housing and inspection standards; House Bill 2190, on compensation for language access providers for missed appointments; House Bill 2303, as amended, prohibiting employer requests or coercion for microchip implantation; and House Bill 2345, as amended, adjusting paid family and medical leave premium allocation to address an IRS-related issue. The committee also deferred action on House Bills 2191 and 2218. Several amendments were adopted during executive session, including technical and policy changes to HB 2105, a carve-out in HB 2151 for certain prefabricated enclosures used for energy equipment, and removal of administrative enforcement from HB 2303. Final votes were largely bipartisan, with most measures passing on voice vote or by recorded vote and receiving due pass recommendations.

Summary: The committee opened a public hearing on 41 bills related to school climate and safety, with chairs Jason Lewis and Ken Gordon outlining procedures and noting more than 125 witnesses. The first major topic was the “Study Act” on cell phones in schools and related social media restrictions (House 666/Senate 335). Secretary of Education Pat Tutwiler and Attorney General Andrea Campbell testified in strong support, arguing that bell-to-bell phone-free policies would improve student focus, reduce anxiety and distraction, and support mental health. Several legislators also supported the approach, though Representative Jeff Turco and Senator John Keenan emphasized narrower bills focused only on school-day phone restrictions rather than broader social media regulation. Senator John Velis likewise backed a comprehensive school-hours restriction, citing student distraction and mental health concerns. Representative Tarsky described successful implementation of a Yondr pouch system in a school where he served as principal, saying it improved engagement and reduced bullying and discipline issues. The committee then heard testimony on a bill to prohibit Native American mascots in public schools (Senate 312/House 575). Senator Joe Comerford, Brittany Wally, and Rhonda Anderson all urged passage, saying Native mascots are dehumanizing, harmful to Native youth, and inconsistent with civil rights and educational values. They described support from tribal nations and noted that many Massachusetts schools have already changed mascots, but some still resist. The hearing also included testimony on school start times (House 647/Senate 360), where middle school students Caroline Duffy and Emery Jarvis described exhaustion and survey data showing widespread sleep deprivation. Former educator Telia Jacobs, former principal Rep. Tarsky, and others argued that later start times would improve health, learning, and student well-being, while acknowledging transportation and scheduling challenges. Zoriana Petrosian, who helped write one of the bills as a student, said the state already has enough research to act now. Additional bills drew testimony on related school issues. Dr. Raul Fernandez supported a bill promoting racially integrated schools (Senate 324), citing a recent advisory council report showing large disparities in segregated schools and urging DESE to develop a statewide integration strategy. On safe firearm storage education (House 548/Senate 397), multiple witnesses from Grassroots for Gun Violence Prevention and school communities supported annual school-based education about secure storage, saying it would help prevent child access to unsecured firearms and build on local resolutions already adopted in some districts. The committee also heard testimony on bills to expand career and academic plans (House 533/Senate 438), with speakers saying more structured planning would help students make informed college and career choices. Later, testimony on child sexual abuse prevention and survivor support bills described the prevalence of abuse, the need for training in schools and youth-serving organizations, and the importance of extending compensation and prevention measures. Throughout the hearing, chairs repeatedly closed bills with no witnesses and moved the agenda forward, but no votes were taken in the portion of the transcript provided.

Summary: The Senate Finance and House Appropriations Committee met to consider several budget items and related language. For the Idaho Judicial Branch, the committee approved a motion adding $3.9 million from dedicated funds for court operations, including money for the Senior Magistrate Judge Fund, treatment court and family court services funds, the Substance Abuse Treatment Fund, and the Court Technology Fund. Members noted the court technology funding was being shifted to dedicated funds to replace general fund support, and the motion passed with a do-pass recommendation. The committee then approved a Guardian ad Litem Division budget increase of $165,300 from the general fund, including support for the Second Judicial District CASA program and restoration of part of a prior rescission. Testimony emphasized the role of CASA volunteers and guardian ad litems in child welfare cases. The motion passed despite some dissent, and the committee also adopted related language. For the Millennium Income Fund, the committee approved a motion totaling $9,872,200, including funding for the Kamiah recovery center, the Idaho Children’s Trust Fund, youth assessment centers, children’s advocacy centers, a statewide drug awareness media campaign, and an added $30,000 for statewide training and coordination of school resource officers. The added SRO funding drew questions about committee consultation, but the substitute motion passed. The committee also adopted maintenance and new appropriation language for the Millennium Fund items, including reporting and oversight provisions. Finally, the committee approved $486,300 in dedicated funds for the Idaho State Historical Society for archival moving and IT hardware, along with reappropriation language for unspent archive-move funds. It also adopted statewide language making conditions, limitations, and restrictions in appropriation bills binding law. The meeting concluded with notice of the next day’s agenda and adjournment.

Summary: The Committee on Public Employment and Retirement heard several bills, beginning with AB 2483, which would create a permanent pathway for formerly incarcerated Cal Fire fire crew members to receive certification and pursue firefighting jobs after release. The author and supporters described incarcerated firefighters as highly trained workers who perform dangerous frontline fire suppression work but often leave without credentials or a clear hiring path. The chair strongly supported the bill, and there was no opposition. The committee then considered AB 1619, which would raise trustee stipend limits for retirement board members from $100 to $320 per meeting for county retirement systems, CalSTRS, and CalPERS, subject to local approval. Supporters argued the current stipend is nearly 40 years old and no longer reflects the complexity and fiduciary responsibility of overseeing large pension systems, and that higher stipends could improve diversity and participation. The bill was passed on a 7-0 vote and sent to Appropriations. The committee also passed its cleanup bill, AB 2780, making technical and conforming changes to retirement laws, and AB 2519, which corrects an unintended consequence of prior CalSTRS legislation so certain charter school employees can remain eligible for CalSTRS membership; both bills advanced unanimously to Appropriations. AB 2017, the California Eid State Holiday Act, was heard next. The bill would recognize Eid al-Fitr and Eid al-Adha in California and provide excused absences for students observing the holidays. Supporters, including Muslim students, educators, and advocacy organizations, said the measure would promote inclusion and help Muslim Californians feel seen and respected. Members spoke in favor, and the bill passed 7-0 to Appropriations. Finally, AB 2656 would require public employers to give employee organizations 45 days’ written notice before developing or using generative AI in represented job classifications. Supporters said the bill would ensure transparency and labor input, while county and special district groups raised concerns about scope and implementation but expressed willingness to keep working on the measure. It also passed 7-0 to Appropriations, and the meeting adjourned.
