Summary:
The House convened with prayer and the Pledge of Allegiance, then approved the House Journal for the 35th day by a 115-1 roll call vote. Members spent much of the opening portion introducing a large number of special guests and visiting groups, including university alumni and students, ambulance and first responder personnel, hospice and behavioral health advocates, public administrators, educators, transportation stakeholders, and other community leaders recognized for service or advocacy work.
The chamber then received committee reports recommending passage of several measures, including House Bills 1625, 2383, 3035, 3205, and Senate Bill 888, along with committee substitutes for some of those bills. The House proceeded to third reading and passage on a long series of bills. Among the major measures were HB 2774, a fuel-source bill limiting state and local governments from dictating bids or purchases based solely on fuel source, which passed 138-5; HB 2383, addressing copper theft and related telecommunications equipment crimes, which passed 130-5; and HB 3205, regulating litigation funding and requiring disclosures, which passed 144-1.
Several bills drew extended debate. A combined bill on statutes of limitation and child sexual abuse claims, House Committee Substitute for HBs 1664, 1610, 1645, and 2182, passed 98-12 with 39 present after members debated both the abuse-related provisions and a separate reduction in the personal injury statute of limitations. HB 3146, dealing with ballot summary statements and the initiative petition process, passed 90-55 after sharp disagreement over whether it protected voters or undermined judicial review. Other measures passed with broad support, including HB 2146 on hospital investment options (143-1), HB 1756 establishing June’s Week to recognize rare pediatric diseases and families affected by them, HB 1783 on public health contracting (138-6), HB 2099 on expedited removal of squatters (136-1), HB 2896 loosening residency restrictions for university board appointments (111-17), HB 2505/2044 giving grandparents priority in certain custody cases (144-0), HB 1625 increasing penalties for drug trafficking (137-2), HB 2302 removing barriers to employment for people leaving incarceration (142-0), HB 3035 setting depreciation rules for vehicle tax valuation (100-43), HB 1870 updating debt collection and garnishment laws (137-9), HB 2335 giving school districts more flexibility over teacher training schedules (146-2), and HB 1827 allowing occupational therapists to certify disabled parking credentials (145-0).

Summary:
The Alabama Senate convened with prayer, the pledge, and a quorum present, then adopted the previous day’s journal and excused absent senators. The chamber recognized visiting members of Alpha Phi Alpha Fraternity and adopted a Senate resolution designating February 10, 2026, as Alpha Phi Alpha Day at the Alabama State Capitol. Washington Day, the Alabama Community College Football Study Commission, and recognitions for individuals and organizations such as the Baldwin County Fair, Sheriff Derek Cunningham, William Riley Hawkins Jr., and Clifford Ray Miller. Senator Barfoot’s resolution urging federal funding for the state logging efficiency grant fund was adopted after adding all senators as co-sponsors, and a resolution honoring Sheriff Derek Cunningham was read at length and adopted. The Senate also adopted the Rules Committee’s special order calendar for the next legislative day, which prioritized several bills on libraries, taxation, retired state employees, municipalities, transportation, coal-impacted communities, income tax, the Alabama Space Authority, cosmetology and barbering, security, entertainment incentives, and health. In local legislation, the Senate passed several local bills, including measures for Mobile County, class 2 municipalities, public transportation, Jefferson County, and the town of Morris.

The subcommittee met to review Department of Human Services hospital payments in Arkansas Medicaid, with DHS Secretary Janet Mann and Deputy Secretary Misty Eubanks presenting first, followed by Arkansas Hospital Association Executive Vice President Jody Ann Tritt and a brief comment from Arkansas Children’s. DHS outlined the main hospital payment streams: fee-for-service per diem payments, upper payment limit (UPL) supplemental payments, cost settlements, and smaller payments such as graduate medical education and disproportionate share hospital funds. Members asked for plain-language explanations of cost settlements, why per diem rates vary by hospital type, and why UPL applies to private hospitals. DHS said cost settlements and UPL are mechanisms to help offset Medicaid underpayment, with SFY 2025 hospital payments totaling hundreds of millions of dollars and no general revenue used for supplemental payments beyond the state share funded through hospital assessments and related financing structures.
Committee members focused heavily on whether Arkansas hospitals are adequately reimbursed and why rural hospitals struggle. Tritt explained that critical access hospitals, rural emergency hospitals, PPS hospitals, and specialty hospitals operate under different federal and state rules, and said lower per diem rates for some facilities help with cash flow and later cost settlement adjustments. She said Arkansas hospitals are under financial strain, citing a negative patient services margin statewide and noting that Medicaid, Medicare, and commercial payers all contribute to the problem. She also said the association had just authorized a statewide survey of hospital finances and costs, which she expected would take about a year to complete.
A major theme was commercial insurance reimbursement. Tritt argued Arkansas hospitals are paid far less than hospitals in neighboring states even though premiums are similar, and said administrative burdens, prior authorizations, and denials add to the problem. She said hospitals receive about 52 to 53 cents on the dollar for Medicaid costs without UPL and about 78 cents with UPL, still below cost. Members also discussed Medicare wage index issues, Medicare Advantage, and whether hospitals could use technology or alternative arrangements to improve finances. No votes were taken on the hospital presentation.
At the end of the meeting, DHS provided a brief update on Living Choices and assisted living reimbursement. Officials said one assisted living facility, Pillars of the Community in Crossett, had announced closure, with nine waiver clients being transitioned to other settings. DHS said the current cost reporting period was underway and that a new rate study could be ready for review before the end of the fiscal year if reports were submitted on time. Members also asked about the broader waiver plan, and DHS said the next waiver iteration would likely be brought back to the committee in the summer.
