Transcript Highlights:
- Working with a network of 150 public school districts across the state, we've learned that Farm to School
- for the school community.
- Farm to School also supports other state priorities.
- In light of the recent cancellation of the federal Farm to School and local food in schools programs,
- and social impacts that schools can have for small-scale farmers.
Summary:
The Assembly Committee on Agriculture met as a subcommittee and heard several bills, with extensive discussion focused on balancing agricultural land preservation, water scarcity, renewable energy, and farm equity. AB 1156 by Assembly Member Wicks would update the solar use easement program to allow certain Williamson Act lands facing water constraints to be used for solar projects through a suspension rather than cancellation of contracts. Supporters said the bill could help landowners and local governments adapt to falling water supplies and meet clean energy goals, while opponents, including the Farm Bureau, warned it could weaken Williamson Act protections, expand solar development onto prime farmland, and eliminate cancellation fees that help preserve agricultural land. RCRC said its concerns had largely been addressed through amendments and moved from opposition to support once changes are in print, though committee members continued to raise concerns about prime farmland, community benefits, and definitions of commercial viability and water constraints. The bill passed the committee on a due-pass-as-amended motion, with a later roll call recording six votes in favor and one absent member voting aye.
AB 524 by Assembly Member Wilson would create a new state land access program for beginning and socially disadvantaged farmers and ranchers, using Proposition 4 funding to provide financial and technical assistance for land acquisition, protection, and long-term leases. Testimony emphasized the lack of secure land tenure for small and underserved farmers, the loss of farmland statewide, and the difficulty of investing in sustainable practices without stable access to land. Committee members strongly supported the measure, with several noting the importance of land access for family farms and equity in agriculture. The bill passed unanimously on an 8-0 vote.
The committee also approved AB 675 by Majority Leader Aguiar-Curry, which would codify California’s Farm to School program in statute. Supporters said the program connects students to healthy local food, creates stable markets for farmers, and supports agricultural and nutrition education, while helping direct school meal dollars to California producers. Witnesses from the Center for Ecoliteracy and CAFF described the program’s statewide reach and benefits for small farms and high-need schools. The bill passed on an 8-0 vote. The committee also adopted the consent calendar, approving AB 1322 and AB 1505 on an 8-0 vote.

Summary:
The Senate convened, established a quorum, offered an invocation and pledges, and then spent much of the session on ceremonial recognitions and guest introductions. Certificates and remarks highlighted the 30th anniversary of 529 education savings plans and 4-H Day, with senators praising 529 plans as a family education-savings tool and 4-H as a major youth leadership program in all 33 counties. Members also recognized Scouts in America, including Michaela Kern as the first female Eagle Scout from Eddy County, and heard additional presentations tied to New Mexico State University, the College Assistance Migrant Program, and regional councils of government.
Several senators used the floor to introduce students and community members from across the state, especially 4-H participants, NMSU CAMP students, and local youth leadership groups. Comments emphasized agriculture, leadership development, public service, and the importance of volunteer support. One senator also raised concerns about a prior Indian Day incident involving the Navajo Nation being placed at the back for the pledge, urging better decorum and respect in the chamber.
The Senate then processed a governor’s message authorizing Senate Bill 149 for consideration and adopted multiple committee reports moving bills and memorials through the process, including measures referred to education, health and public affairs, tax/business/transportation, rules, finance, and judiciary committees. The body also introduced Senate Memorials 24 and 25 and Senate Joint Memorial 4. A call of the Senate was ordered after objection to moving to third reading, and the sergeant-at-arms reported Senators Sanchez and Tobiassen missing; the chamber remained under call while other business continued. The session ended with committee schedule announcements and a recess until noon the next day.

Summary:
The subcommittee held an informational budget hearing covering several GovOps, CDT, CPPA, and DGS items. GovOps reported that most deliverables under the Governor’s generative AI executive order have been completed, including guidelines, procurement tools, community-impact guidance, and a new project delivery lifecycle for Gen AI projects; one workforce-related deliverable remains. Members and public commenters raised concerns about privacy, labor impacts, and how the state will explain and oversee Gen AI use. The committee also heard a proposal to create a California Education Interagency Council with $5 million ongoing and 16 positions to coordinate workforce and education systems; LAO questioned duplication and recommended limited-term funding, while supporters said a neutral convening body is needed to improve coordination and student outcomes.
GoServe presented the College Corps budget proposals, describing the program as a paid service and career-development opportunity for undergraduate students that helps reduce college costs while supporting communities through tutoring, food insecurity work, climate and disaster response, and other service. The administration sought one-time and ongoing funding to expand the program to more campuses and students, while LAO objected to the high administrative costs and recommended rejection. Several students and alumni testified that College Corps provided financial support, professional experience, and career pathways. The committee also heard a $5 million proposal for a Belonging Campaign to address loneliness and social isolation through research, outreach, and local grants; LAO said the proposal lacked clear goals and measures, while supporters said the effort is needed for youth, seniors, and community resilience.
The Department of Technology updated the Middle Mile Broadband Initiative, saying construction is underway on the statewide open-access network and the project remains on track for the 2026 deadline, though LAO noted a required business plan had not yet been submitted. The California Privacy Protection Agency presented its Delete Act implementation request for the DROP platform, which will let consumers request deletion of personal information held by data brokers; LAO flagged oversight concerns because CDT is both developing the system and involved in project support. Public commenters from business groups urged caution on CPPA’s rulemakings, warning of compliance costs and job impacts.
The Department of General Services then discussed implementation of Proposition 2 school facilities bonds, requesting staffing and administrative funding to manage the new bond program and continue school facility work. Officials said the program can also help districts affected by the January wildfires, including interim site funding and expedited assistance. Finally, DGS requested authority and positions to operate Building 18 for labor-agency tenants relocating from older Capitol Mall space; SEIU Local 1000 criticized the state’s four-day return-to-office policy and said telework has improved productivity and retention. No formal votes were taken; the hearing concluded after public testimony and member questions on each item.

Summary:
The committee convened for a day of public hearings on nine bills, with plans to later execute several early bills and possibly additional measures under House Rule 44. Chair Diane Pauer outlined time limits for sponsors and testimony, announced a lunch break around noon, and noted substitute members would be arriving later. The first hearing was on House Bill 1107, which would allow municipal budget committees to have one to three alternate members. Representative Valon, the prime sponsor, said the bill was intended to help towns like Epping deal with quorum problems during the compressed budget season and noted that alternates are common on other local boards. The New Hampshire Municipal Association testified in support, saying the bill would increase flexibility and help fill seats. Committee members raised concerns about whether alternates should be elected, how they would be selected, whether they would be sufficiently informed to vote, and whether the bill’s one-year term language and rescission provisions were clear. The sponsor and NHMA said the process would be consistent with other local boards, that alternates would typically be appointed after elections, and that they would follow up on possible statutory clarification. The hearing closed with six remote supporters, one paper supporter, and no opposition reported.
The committee then heard House Bill 1118, sponsored by Representative Colby, which would raise the daily amount municipal employees may hold before remitting funds to the treasurer from the current $1,500 limit to $3,500. Colby said the existing thresholds are outdated, have not been updated in about 20 years, and create burdens for smaller towns that must make frequent bank deposits, sometimes far from town offices. She said the bill would improve efficiency and allow staff to focus more on serving residents, while still allowing municipalities to keep lower limits if they choose. Members asked about how the remittance process works in practice, what amounts municipalities typically collect, and whether the change reflected a broader trend of updating cash-handling thresholds. The sponsor explained that the bill only changes the dollar thresholds in the relevant statutes and does not require municipalities to adopt the higher limit. The transcript cuts off before any final action on HB 1118 is reported.
