  • So, but I ask also for your support of Senate Bill 1430. Happy to answer any questions.
  • Aveen Kline, State Director for the NRA, in support of Senate Bill 1430.
  • So this resolution expresses our support, our strong support for them.
  • And we did receive a letter from the Association of Counties supporting the bill.
  • I'm here today representing the Nampa Police Department in support of this legislation.
Summary: The Senate State Affairs Committee met in a special session and introduced several measures focused largely on immigration enforcement and firearms policy. The committee introduced RS 33695, which would impose an excise tax on international money transfers and provide a tax credit for Idahoans; RS 33831, requiring local and county law enforcement to apply for and participate in ICE 287(g) agreements; RS 33832, the Refugee and Illegal Alien Accountability Act, which adds reporting and status-verification requirements and restrictions on unlawful harboring or transporting; and RS 33835, which would allow certain Idaho Department of Correction inmates with federal immigration detainers and final removal orders to be released to federal authorities before sentence completion, with an estimated state savings of $3.5 million. All of these RSs were moved to print without opposition. The committee then heard Senate Bill 1430, which strengthens enforcement of Idaho’s firearms preemption law by creating penalties and a private cause of action against local governments that willfully violate state firearms statutes, while preserving existing authority for discharge ordinances and university rules. Support came from the NRA and the Idaho Second Amendment Alliance, and the bill’s sponsors emphasized notice and an opportunity to cure before litigation. The committee voted to send the bill to the floor with a do pass recommendation. House Bill 894, concerning open meetings, was presented as clarifying that members of the public may record open meetings by audio, video, or photographs, with exceptions for executive sessions and certain correctional and parole settings. It was advanced to the floor unanimously. House Bill 932, an advisory vote measure asking Idahoans to choose a favorite firearm from a list of historically significant guns, drew extended discussion and humor from committee members and was also sent to the floor with a do pass recommendation. H.C.R. 36, a resolution honoring the Idaho National Guard and supporting modernization, including a transition from A-10s to F-16s and Army force-structure changes, was approved despite one member expressing reluctance about losing the A-10s. Finally, the committee considered House Bill 888, which would shift procurement of information technology services to the Office of Information Technology Services and allow use of third-party brokers or existing procurement channels. Testimony from the bill’s supporters emphasized faster procurement, cost savings, and centralized oversight, while the Office of Information Technology Services testified neutral but raised concerns about workload, transparency, and the need for clearer selection and appeals procedures. After discussion about rulemaking and safeguards, the committee voted to send the bill to the floor with a do pass recommendation.

Summary: The Senate Committee on Commerce, Science, and Transportation convened to consider the promotion of Coast Guard Lieutenant Samuel Hafensteiner to Lieutenant Commander and the nomination of Stephen Bradbury as Deputy Secretary of Transportation. The meeting highlighted ongoing concerns regarding aviation safety, especially in light of recent aircraft incidents. Members discussed the critical need for knowledgeable leadership within the Department of Transportation to address these safety challenges effectively. Mr. Bradbury's background as a former General Counsel of the Department was presented as a strong asset for the role he seeks.

Summary: The House convened with prayer, the Pledge of Allegiance, approval of the prior journal, and recognition of Dr. Pamela Murphy as Doctor of the Day. Members also introduced a number of guests, including Deacon Ernie Gonzalez, local Prescott officials, Arizona Game and Fish commissioners, and advocates from the Alzheimer’s Association. A proclamation was read designating January 26, 2026, as Arizona Aviation Day, with remarks highlighting the aviation industry’s economic impact and the presence of airport and aviation representatives in the gallery. The clerk then read a long list of bills that had been first read or referred for printing, and a second-reading calendar covering measures on water and energy, education, elections, taxes, housing, veterans, public safety, and other topics. No floor votes on those bills were taken during this segment. Representative Gress also read a resolution recognizing National School Choice Week and praising Arizona’s school choice programs, including charters and ESAs. Much of the remainder of the session consisted of members’ personal privilege remarks responding to violence and immigration enforcement actions in Minnesota and elsewhere. Speakers from both parties and several senators and representatives condemned ICE tactics, described constituent fear and family separations, and called for constitutional rights, due process, and accountability. Representative Sandoval requested and the House observed a moment of respectful silence in memory of Alex Pretty and Renee Good. The House then received committee and caucus announcements and adjourned until 1:15 p.m. Tuesday, January 27, 2026.

Summary: The Senate Health and Welfare Committee first approved the minutes from February 25 and February 26, 2026, then took up House Bill 928, the Merit-Based Health Care Act. The bill’s sponsor said it would prohibit DEI-related considerations in Medicaid-funded health care hiring, promotion, contracting, and training, while preserving compliance with federal law and allowing certain clinical and quality-improvement activities. Committee members questioned how the bill would apply in practice, especially to hiring and patient preferences, and the sponsor said an amendment would remove certain terms to align with federal code. The committee heard extensive testimony on HB 928. Physicians and the Idaho Academy of Family Physicians opposed the bill, arguing it would restrict evidence-based training, create legal uncertainty, worsen recruitment and retention in a state already facing provider shortages, and interfere with use of social determinants of health and implicit bias training to improve patient care. Supporters, including a plastic surgeon, Idaho Family Policy Center, and the bill sponsors, argued DEI undermines merit and that taxpayer-funded health care should be based on qualifications and excellence. After debate, the committee voted to send HB 928 to the 14th order for possible amendment, with Senators Harris and Wintrow recorded as opposed. The committee then heard House Bill 916, which would create a legislative rural health transformation oversight committee to monitor federal rural health funds flowing to Idaho. The sponsor said the committee would provide legislative stewardship over the money without appropriating funds, while some senators raised concerns that the bill did not require rural representation on the committee and that appointments should reflect rural advocacy. After testimony from a supporter emphasizing oversight and taxpayer stewardship, the committee voted to hold HB 916 in committee. The meeting ended with notice of a two-hour committee meeting scheduled for the next day.

Summary: The Senate Local Government and Taxation Committee heard House Bill 559, the annual tax conformity bill, from Representative Jeff Ehlers. He said the bill conforms Idaho tax law to federal changes in the One Big Beautiful Bill, with most benefits going to individuals through provisions such as no tax on tips, no tax on overtime, and an enhanced senior deduction, while also addressing corporate research and experimentation deductions and excluding bonus depreciation. He explained the bill’s fiscal note, argued the estimates were reasonable and transparent, and said the bill would help Idahoans keep more of their money while preserving a positive projected ending balance in the budget picture. Testimony was divided. Supporters, including the Idaho Freedom Foundation, the Idaho Society of CPAs, Associated Taxpayers of Idaho, and some committee members, argued that conformity simplifies filing, avoids two sets of books, helps taxpayers receive refunds on time, and primarily benefits middle- and lower-income Idahoans. Opponents, including the League of Women Voters of Idaho, the American Association of University Women of Idaho, the Idaho Center for Fiscal Policy, and individual citizens, said the bill would reduce state revenue, worsen budget pressures, and likely lead to cuts in education and health care. Several critics also said the fiscal note was incomplete or that the bill’s implementation could create confusion and costs for the Tax Commission and taxpayers. Committee members questioned the fiscal impact, implementation costs, and broader budget consequences, especially in light of recent tax cuts and current state shortfalls. Representative Ehlers responded that the Tax Commission could absorb implementation costs, that some provisions were intentionally not included in conformity, and that the bill did not itself dictate budget cuts. After debate, Senator Groh moved to send House Bill 559 to the Senate floor with a due pass recommendation, Senator Adams seconded, and the motion passed. Senators Taylor and Robbie voted no.

Summary: The Committee on Public Safety met on March 21, 2025, and heard several resolutions related to corrections, emergency preparedness, and wildfire risk. Early items included HCR 62/HR 57 on flying the National League of Families POW/MIA flag year-round at the state Capitol, for which no one testified, and HCR 154/HR 49, which would request a comprehensive forensic audit of DCR and DAGS spending tied to planning and building a new jail to replace the Ahu Community Correctional Center. The ACLU strongly supported the audit, arguing that the state has spent millions on jail planning over many years without clear accounting, that a new jail is unnecessary and fiscally irresponsible, and that public-private partnership arrangements could reduce transparency. Committee members questioned the use of the term “forensic,” the age of some cited allegations, and whether the auditor could instead conduct another type of audit; the ACLU said it was open to other audit language and offered to help compile background materials. No vote was taken in the portion provided. The committee also heard HCR 63, asking DCR to provide separate clinical counseling services for correctional staff, with one supporter, and HCR 23, which asks DCR to include circuit and district court facilities in planning the new Ahu Community Correctional Center and to establish a release procedure that avoids releasing detainees into residential communities or public spaces. DCR Director Johnson said the department supported the intent of HCR 23 and had discussed it with the Chief Justice and court administrator, adding that one multi-purpose courtroom could handle both district and circuit proceedings. The chair then moved on without further discussion. A major portion of the meeting focused on HCR 37, which asks HEMA to work with other agencies on outreach and preparedness for kūpuna. Testifiers from the Pearl City Neighborhood Board, AARP Hawaii, and the Hawaii Council of Community Associations supported the measure, citing the vulnerability of older adults and people with disabilities during disasters, lessons from the Lahaina fires, and the need for clear evacuation plans, siren reliability, and better coordination with care homes and condominium associations. Several speakers described local preparedness efforts and concerns about gaps in communication and implementation. The committee also discussed HCR 69/HR 62 on creating a vegetation management working group to reduce wildfire risk; the Division of Consumer Advocacy supported it, with testimony describing dangerous incidents involving vines and bamboo contacting electrical lines and causing sparking and a utility pole fire. The meeting ended with testimony and questions continuing on that topic, and no final committee action was shown in the excerpt.
