The Senate Aeronautics and Transportation Committee met and first laid over House Bills 3148 and 3982. It then heard and advanced several transportation-related measures, including HB 1411, which establishes the True Grit Trail to promote tourism in southeast Oklahoma; HB 2980, which lets tag agencies accept alternate proof of insurance when the online verification system is unavailable; HB 3015, which authorizes Service Oklahoma to issue electronic driver’s licenses; and HB 3147, which creates a Route 66 Centennial specialty license plate. All of those bills were reported out with unanimous or near-unanimous support and no stated fiscal impact in the cases discussed.
The committee also advanced HB 3277, allowing vendors to use the National Insurance Crime Bureau for vehicle inspections when Highway Patrol staffing is limited, and HB 3323, which removes notarization requirements for certain electronic documents submitted to Service Oklahoma. HB 3443, which raises oversized and overweight permit fees to help fund weigh stations and reduce pressure on the roads fund, drew questions about prior funding and was estimated by ODOT to generate about $15 million; it advanced on a 9-1 vote. HB 3882, creating a dedicated revolving fund for industrial access and lake access improvement projects, also advanced on a 9-1 vote.
Testimony was generally supportive, with authors explaining the bills as administrative efficiencies, tourism promotion, or funding adjustments. ODOT and Service Oklahoma officials answered questions on fiscal impact and implementation, including that the electronic credential system would be integrated with manufacturers like Apple and Google at no state cost. The committee noted it had several more House bills to hear in coming weeks and then adjourned.

The Senate Judiciary Committee met and advanced a series of bills covering charitable organizations, mental health guardianship, human trafficking funding, CareerTech legal counsel, short-term rentals, racetrack protections, DUI penalties, public comment procedures, and eminent domain rights. SB 1534 clarified charity registration and fundraising rules and passed 7-0. SB 1473, the Courtney Smith Act, was amended to require a guardian’s presence at a ward’s intake assessment at an inpatient mental health center, but members raised concerns that the language could delay treatment; the sponsor agreed to keep working on it, and the bill advanced 6-2. SB 1379 would create a two-year AG pilot program to directly fund certified human trafficking agencies; despite budget concerns and questions about the $10 million cost, it advanced 8-0. SB 1743 would let CareerTech hire outside counsel with education-law experience and passed 7-1.
The committee also approved SB 1769, which would allow short-term rental owners or their designated managers to require identification from renters and cancel bookings for discrepancies without penalty; members questioned discrimination concerns and platform penalties, but the bill advanced 8-0. SB 1195, protecting racetracks that were established before nearby development, passed 8-0. SB 1245, removing the 10-year look-back for repeat DUI-related offenses, advanced 5-3 after questions about lifetime felony exposure for a second offense. SB 1420, requiring public comment periods to occur before a public body votes or transacts business when public comment is offered, advanced 5-3 after discussion about whether public comment should be mandatory.
Finally, SB 1945, as amended, would require agencies seeking eminent domain to provide the landowner’s bill of rights at the first offer, give the owner the appraisal or damage assessment used, remove a transfer-to-another-agency provision that could bypass the owner’s right of first refusal, and require the Attorney General to update the landowners’ bill of rights every two years. It advanced 6-2 after questions about impacts on transportation and other agencies. The committee then adjourned after noting possible future meetings, including a statutory review of child support standards.

Representative Rebecca Rymer presented House Bill 371, which would require local permitting when an industry’s residual waste landfill is located in a different county from the industry itself. She said current law lets such landfills bypass local review, leaving host counties with no say despite road impacts and other local burdens. She said the bill would preserve the existing exemption when the landfill and industry are co-located, and noted support from KLC and KO. Representative Steve Doan also described House Bill 806, a statewide backyard chicken bill that would allow domesticated hens, prohibit roosters, set a minimum of six hens that local governments could not go below, and preserve local authority over setbacks, sanitation, maintenance standards, and egg sales. He said it would override outright local bans but not HOA restrictions, and cited a current Northern Kentucky dispute and ADA litigation as reasons for the proposal.
The committee then heard a broader discussion on housing and land use from Charlie Gardner of the Mercatus Center and Nolan Gray of California YIMBY and the Bluegrass Institute. They outlined categories of land-use regulation, described the recent growth of state-level housing reforms nationwide, and cited examples such as ADU legalization, smaller lot sizes, reduced parking minimums, streamlined permitting, and single-stair or other building-code reforms. They argued that housing shortages are a statewide concern, that localities often have incentives to block growth, and that state intervention can reduce costs and uncertainty without compromising health and safety. Members asked about the housing shortage estimate, the effect of red tape on safety and local authority, and how state reforms could be phased in; the presenters said reforms often include lead time, can be targeted to larger jurisdictions, and should focus on reducing time and cost while maintaining basic standards.

Summary:
The House Housing Committee opened its Friday morning hearing by noting potentially catastrophic flooding on the island and acknowledging that some members were absent helping their communities, so quorum for voting was uncertain. Members questioned HHFDC about how the QAP is normally updated, the meaning of the point system, and whether a legislative working group could mandate changes; HHFDC said recommendations would still need public hearing and board approval.
The committee also heard SB 2060 SD2, which would create a mixed-income subaccount in the rental housing revolving fund. HHFDC said the subaccount would likely use tier-two funds, estimated at about $100 million total, to support mixed-income projects above 60% AMI, citing Front Street Apartments as a possible example. Members asked about project selection and funding needs. On SB 2544 SD2, OHA opposed the bill’s Chapter 6E-related exemptions and mandatory review timelines, arguing that burial review protections should not be weakened and that the SPEED Task Force process was a better venue for streamlining. The sponsor later clarified that the bill was not meant to eliminate the 60-day review process but to make the deadline clearer.
For SB 3011 SD1, which concerns public housing and pet ownership, HPHA and several humane organizations supported the measure, saying it would help low-income residents and seniors keep pets and benefit from animal companionship. HPHA explained its existing pet policy, including deposits, monthly fees, and restrictions, and said the requested funding would support ADA-accessible pet areas and related administration. Finally, on SB 2061 SD2, HCDA supported the bill while OHA opposed it unless protections for Hawaiian Crown and Government lands were strengthened. Committee members questioned the project’s 60/40 split between income-restricted and market-rate units, the 10-year owner-occupancy restriction, and the procurement exemption; the sponsor said the exemption was tied to a real estate transaction and that the project would still use 103D-like solicitation procedures. No votes were taken during the hearing, and several items were left for later action because quorum was uncertain.
