The committee heard public testimony on several health care bills. SB 5904 would restrict use of nursing titles such as RN, ARNP/NP, and LPN to licensed human persons, with supporters arguing it is needed to prevent AI chatbots or other non-human entities from misleading patients. SB 5877 would add a $70 surcharge for certified anesthesiologist assistants so they can participate in the Washington Physicians Health Program and access HealWA, and testimony was generally supportive. SB 5185 would create a clinical experience graduate pilot program for international medical graduates, eliminate a prior multiple sclerosis-related licensing exception, and allow qualified participants to move toward full primary care licensure; supporters said it would help address workforce shortages while maintaining patient safety.

Supporters said the bill would help stabilize access and affordability amid federal policy changes and carrier exits, while insurers and business groups argued the timeline is too fast, the criteria are too discretionary, and the bill could discourage carrier participation. The committee then heard SB 5981 on the 340B drug pricing program; supporters from hospitals, health centers, and patient advocates said it protects safety-net providers and preserves savings for vulnerable patients, while opponents from employer, pharmaceutical, and business groups argued it would raise premiums and costs, lacks transparency, and expands a program they say is already growing rapidly. The committee also took executive action on SB 5917, related to Department of Corrections dispensing and distribution of abortion medications, rejecting five proposed amendments and reporting the bill out 10-6; SB 5988, related to opioid treatment program accrediting activities, was reported out 13-3; and SB 5124, on Medicaid network adequacy for post-acute care services, was reported out unanimously 16-0.
