Summary:
The committee first heard Senate Bill 143, which would raise caps on certain agriculture fees so they can keep pace with inflation. Senator Woods explained that the bill only adjusts fee ceilings, not automatic increases, and an amendment was adopted to tie the caps to the Consumer Price Index for All Urban Consumers published by the U.S. Department of Labor. There was no public support or opposition testimony, and the bill was then passed on an 8-0 do-pass vote, with several members excused.
The committee then took up Senate Bill 145, which would change the state audit system by raising thresholds for smaller local public bodies and creating a statewide federal single audit for state agencies. The State Auditor and DFA said the bill was intended to streamline audits, reduce delays, and align New Mexico with federal rules and other states, but multiple CPA and audit witnesses opposed the statewide single-audit concept, warning it could reduce transparency, weaken accountability, and increase the risk of fraud, waste, and abuse. Committee members pressed for clarification on how the audit structure would work, which agencies would be covered, and whether DFA or independent auditors would conduct the work; the sponsors said amendments were needed to clarify the bill and remove problematic language, including the appropriation and references to gifts and donations. The committee adopted an amendment striking the appropriation language and then continued questioning without taking final action in the excerpt.
The final portion of the meeting shifted to the House Bill 2 budget presentation. Committee members reviewed the Senate Finance version of the budget, which included about a 2.7% increase in recurring spending, 30% reserves, and major investments in health care affordability, early childhood, public education, housing, clean energy, water, and agriculture-related priorities. Members asked about water testing needs, water settlement funding, career technical education funding, and the contingency fund/disaster reserve structure. The presenters said some items still needed technical work and that additional adjustments would be made before final passage.

Summary:
The Public Safety Committee heard several bills related to vehicle titling and VIN inspection procedures. House Bill 4272, by Representative Miller, would create a formal certificate of titling system for boats and vessels in Oklahoma to document ownership and reduce fraud; it passed 6-0. House Bill 3277, a cleanup bill on VIN inspections and salvage vehicles, clarified who may perform inspections and added salvage pools as authorized entities; it passed 7-0. House Bill 3148 made additional changes to the VIN inspection process, including salvage pool language and anti-fraud protections, and also passed 7-0. House Bill 3323 removed notarization requirements for documents submitted electronically to Service Oklahoma and passed 7-0. House Bill 4105 clarified exemptions under the Oklahoma Security Guard Act and passed 6-0. House Bill 3304, renamed the Ray Davis Safe Roads Act, requires Service Oklahoma to check the methamphetamine database before issuing commercial driver licenses and passed 6-0.
The committee also considered House Bill 4287, which would change how incarcerated people are counted for legislative apportionment by using their last residence rather than the prison location. Supporters argued it would create more equal representation and address a historical anomaly, while opponents said it would disconnect incarcerated constituents from the districts that currently represent them and could affect rural representation. After debate, the bill failed 4-5 and remained in committee.
House Bill 3345, a Department of Mental Health bill, would expand pretrial behavioral health and substance use screening services to any charge, felony or misdemeanor, to help identify diversion opportunities earlier and support treatment referrals. Testimony emphasized that the screenings would be done by certified local contractors at no cost to county jails and would help courts, prosecutors, and defense counsel. The bill received a 4-4 vote but was reported out as a due pass. The committee then laid over House Bill 315 until the following week and adjourned.

Summary:
The Senate Corrections and Public Safety Committee met in hybrid format but did not have a quorum, so it held approval of the May 13 and June 10 minutes. The committee heard House Bill 351, sponsored by Senator Brown, which would update Delaware law on vehicle security circumvention devices. The bill would criminalize the manufacture, sale, transfer, or possession of devices used to bypass keyless entry and push-to-start vehicle security systems, while exempting certified users such as locksmiths, mechanics, dealerships, repossession agents, and law enforcement. Senator Brown said the measure is intended to address modern vehicle theft methods and increase penalties for first and repeat offenses.
Testimony in support came from Howard Handler of the National Insurance Crime Bureau and Sergeant Mike Ripple of the Delaware State Police. Handler said Delaware has seen more than 1,600 vehicle thefts in 2025 and that organized theft rings increasingly use key programming and relay devices, often in under a minute. Ripple said the devices are easily purchased online, are being used in Delaware and nearby states, and have contributed to a sharp rise in auto thefts, especially involving certain makes such as Jeeps, Hondas, and Toyotas. Committee members asked about enforcement, online sales restrictions, and whether similar laws in other states have been effective; witnesses said the technology is new and that comparable laws have been enacted in states such as New Jersey and Michigan, though no effectiveness data was available.
During public comment, Robert Overmiller spoke in favor of the bill, saying criminals will always find ways to exploit new technology. Several committee members indicated support for the measure, but no vote was taken because the committee lacked a quorum. The meeting ended with a motion to adjourn.
