DOR said the forms were issued assuming conformity, that most taxpayers would not be affected by pending changes, and that amended returns could be required for some retroactive provisions; members criticized the guidance as confusing and potentially costly.
Finally, the committee heard SB 1254, which would require both grantor and grantee signatures on conveyance documents before recording, to reduce deed fraud and clarify acceptance of property transfers. County assessors supported the bill, saying it would close a loophole and improve records; it passed 6-0 with one member not voting. The committee then began SB 1252, the Uniform Assignment for Benefit of Creditors Act, with testimony from the Arizona Uniform Laws Commission explaining that it would create a more uniform framework for asset assignments and creditor claims, but the transcript cuts off before any vote on that measure.

Supporters, including Coconino County Vice Chair Geronimo Vasquez and the County Supervisors Association, said the bill would provide a coordinated, data-driven wildfire mitigation program funded by a $20 million annual diversion from insurance premium tax revenues, helping reduce wildfire damage and stabilize insurance costs. Members discussed the funding source as an existing tax diversion rather than a new tax. The committee adopted the amendment and then passed HB 2292 as amended on an 8-0 vote.
HCM 2011 urges Congress to pass federal legislation to delist the Mexican wolf, defund the reintroduction program, and transfer management to local authorities. The sponsor said the memorial responds to ranching impacts from wolf predation and supports federal action already moving in Congress. Sierra Club opposed the memorial, saying the species remains insufficiently recovered and that delisting would be premature. After debate, including comments both supporting and opposing delisting, the committee approved HCM 2011 on a 5-2 vote and then adjourned.

The committee also approved HB 2279, which limits liability for Grand Canyon river outfitters for inherent risks of rafting while preserving claims for gross negligence or intentional acts, despite constitutional objections from opponents; it passed 7-4. HB 2690, which tightens unemployment insurance eligibility by adding work-search and fraud cross-check requirements, was opposed by advocates who said it would add red tape and burden eligible claimants, but it passed 7-4. The committee then considered HB 2459, which would let mobile home park landlords recover actual utility charges and add an administrative fee for submetering; supporters said it would address overcharges and improve transparency, while opponents warned it could increase costs and confusion.
