The Senate convened with a quorum, received an invocation from Reverend Kenny McGill, and approved dispensing with the reading of the journal, committee reports, and bill titles. The chamber then spent a substantial amount of time introducing guests in the galleries, including local officials, electric cooperative and farm bureau representatives, a doctor of the day, and student groups, with repeated recognition of workers involved in storm recovery and other public service efforts. Senators also offered brief remarks of support for Senator Warren Barnett’s recovery.
The main business was the appropriations calendar. Senator Hopkins gave an overview of the budget process and projected FY 2027 general fund figures, noting that the Senate was still early in the process, had only considered Senate-originated bills, and was awaiting House bills such as education and Medicaid. He highlighted major budget pressures and items including university professor pay raises, agricultural unit increases, education enhancement funds, CAPEX projects, TRICARE funding, and a veterans home appropriation. He also noted that some bills were final passage while others contained reverse repealers and would go to conference.
The Senate then considered several appropriations bills. Senate Bill 3051, the Department of Finance and Administration budget and related agencies, was explained by Senator DeBar; it included reductions tied to vacancy projections, contractual and nonrecurring funding changes, and reappropriations for America 250, the Capital City Water Project, coronavirus fiscal recovery expenses, and Bureau of Buildings invoices. It was adopted and passed by morning roll call. Senate Bill 3052, the Governor’s Office and Mansion budget, was presented as final action without a reverse repealer, with funding reduced from last year due to the loss of federal GEAR and EANS funds; it also passed by morning roll call. Senate Bill 3053, IHL general support, included a $2,000 professor raise and a $20 million CAPEX item, with a total budget of about $1.673 billion; it passed. Senate Bill 3054, IHL subsidiary programs, was explained as having no dollars over LBR and a total of $87.8 million, with a reverse repealer; after a brief question about the university professor raises, it too was adopted and passed.

The committee first considered an $88,000 used tire program contract for District 4 with LTR Intermediate Holdings. Senators raised concerns that the tire district’s revised business plan had not yet been approved and that the contract could worsen cash flow before funding was confirmed. Questions were also raised about procurement language in the RFP that excluded bidders under corrective action plans. After discussion, a motion was made and approved to hold the contract until next month so the tire board could appear and answer questions.
Members then reviewed a large slate of methods of finance, alternative delivery projects, and discretionary grants. These included capital projects at ASU Mid-South, Arkansas Tech, Ozarka, UA Fayetteville, UA Little Rock, UAMS, and UCA; a new UCA multi-purpose arena project estimated at $75.5 million; and DHS and Department of Health grants for aging services, substance abuse prevention, mental health, nutrition, hearing-loss follow-up, HIV services, and rural hospital quality improvement. All of these items were reviewed without objection.
The committee also heard a ratification request from UAMS for a Family and Medical Leave Act outsourcing contract with FMLA Source. UAMS said an amendment had been prepared but never submitted for review, and payments continued after expiration; members expressed frustration and asked UAMS to review whether other contracts had similarly lapsed. The committee then reviewed numerous construction-related, intergovernmental, out-of-state, and in-state contracts, including airport economic impact study work, parking guidance technology at the University of Arkansas, veteran nursing services, and multiple DHS service contracts. Most items were reviewed without objection, and the meeting adjourned after reports of routine contract amendments and minor contracts were presented for information.

In Section B, it approved a $273,000 temporary appropriation for the Department of Labor and Licensing. In Section C, it approved two Infrastructure Investment and Jobs Act requests: $280 million for the Department of Transportation and $195 million for the State Broadband Office to support Arkansas BEAD broadband grants, including an extra help position. Members questioned the broadband awards, provider amendments, buildout timelines, accountability, and the status of unawarded locations; the broadband director said no provider had requested speed changes, awards would be monitored with milestone-based payments, and remaining locations would be addressed later as federal guidance is received. The committee also approved transfers in Section D, including $458,000 for the Department of Correction, $25 million for Department of Education programs such as declining enrollment and teacher incentive funding, and $229,000 for Shared Administrative Services project management support.
In Section E, the committee considered a $4.7 million budget stabilization trust fund loan for the Office of State Technology to implement ServiceNow and related IT modernization, cybersecurity, and governance tools. Members pressed agency officials on repayment, cost savings, and whether the loan would simply roll over existing costs; officials said repayment would come through agency rates over a five-year period and that the new payment would be lower than the current loan being retired. The committee voted to give favorable advice to the Governor on the loan request. In Section F, the committee reviewed cash fund requests for wage and hour claims, unclaimed property, and a heritage grant; in Section G, it reviewed a $1.1 million federal grant to expand college and career coaching in rural districts; in Section H, it reviewed pay plan and performance fund requests totaling millions across multiple agencies; and in Section I, it reviewed budget manual formatting changes.
The latter part of the meeting focused on reports, especially the Medicaid trust fund. DHS and DFA officials reported the fund balance had declined from prior years and was down to about $394 million after seven months, with further decline expected by year-end. Senators and representatives asked about the appropriate reserve level, the impact of pending Medicaid rules and legislation, FMAP changes, and whether additional funding would be needed in the upcoming budget. Officials said projections are updated regularly, more than 10 rule packages remain pending with CMS, and the governor and legislative leaders will discuss additional capital needs during budget development. Members also discussed the importance of balancing Medicaid spending with new federal funding and maintaining flexibility for critical areas such as labor and delivery. The committee then adjourned without further action on the reports.

The Administrative Rules Subcommittee reviewed a series of agency rules and related requests. The Department of Corrections and Post-Prison Transfer Board reported quarterly updates with no questions, and several Commerce rules were approved, including repeals tied to the minority business enterprise and women-owned business enterprise programs and the Consolidated Incentives Act because they were superseded by Act 116 or duplicative of statute. The Insurance Department’s new rule for online marketplace guarantee providers was also approved, with Airbnb used as an example of the type of platform covered.
The Department of Education presented an update to the Arkansas Adult Diploma Program to align payment milestones with Act 502 of 2025, and DFA presented a rule implementing a new tax credit for Arkansas rice used in beer and sake production under Act 874 of 2025. Members asked about verification of grain bills and whether the credit was broadly available; DFA said the rule tracks the statute and requires producers to submit the grain bill with their return. DHS then presented a SNAP rule implementing federal changes from Public Law 119-21, including raising the able-bodied adult without dependents age limit to 64, changing treatment of dependents and exemptions, and adjusting energy assistance income treatment; the rule was approved despite one public comment.
Later, DHS Medical Services amended the Medicaid Rehab Hospital Manual to allow rehab hospitals to operate psychiatric units and bill Medicaid for those services, and also secured approval for a recovery audit contractor exemption because Arkansas law bars contingency-fee contractors and the state already has other program integrity safeguards. The Board of Public Accountancy’s rules implementing Act 428 of 2025 were approved after discussion of a new CPA licensure pathway requiring a bachelor’s degree plus two years of experience, changes to substantial equivalency for out-of-state CPAs, and removal of a government/not-for-profit coursework requirement. The committee also approved the Department of Education’s request to be excluded from certain reporting requirements, retained all 18 DAPSAF rules under a review of Group 3, filed outstanding 2023-session rulemaking updates, and adjourned after filing monthly updates.
