Transcript Highlights:

  • So by qualifying for the homestead tax credit, it has to be your primary residence.
Summary: The House convened with prayer and the Pledge of Allegiance, then approved the House Journal for the 40th day by roll call vote, 122-1. Members used points of personal privilege to recognize the departure of Scott Bell and to honor the life of Ernie Dempsey of St. Charles, and the chamber welcomed numerous special guests, including Child Advocacy Day participants, school groups, local civic leaders, and visitors from across the state. The main floor business centered on House Bill 3239, which would make the Missouri Workforce Diploma Program permanent and move it into the MOCAP framework with a $4 million annual cap and pay-for-performance funding. Supporters said the program has helped about 1,200 adults earn diplomas, especially women and parents needing flexible online access, while opponents argued it would divert foundation formula money from K-12 students and duplicate existing adult education options. An amendment adding a college admissions and financial aid task force was offered but failed, 55-82; the previous question was then ordered, and HB 3239 was perfected and printed. The House also perfected and printed House Bill 1786, which would prevent county assessors from reclassifying single-family homes used as short-term rentals from residential to commercial for tax purposes. Supporters framed it as a property-rights and tax-relief measure for homeowners and small LLCs, while opponents raised concerns about local control and the line between mom-and-pop rentals and larger business operations. House Bill 2944, dealing with the senior property tax freeze, was amended to clarify that the freeze applies across taxing districts and to simplify annual filing and notification requirements; a later amendment was ruled out of order, and the bill was perfected and printed as amended. The House then moved to announcements and recessed until 2 p.m.

Summary: The State Affairs Committee met with a quorum present and took up several measures. It first considered HJR 1215, an ad valorem tax exemption for farmers and agricultural lands. The committee adopted an amendment making technical changes and removing a requirement that implementing language be set by general law. Several agricultural and business groups supported the measure, and it was reported favorably by a vote of 22-4. The committee then heard CS for CS for HB 1169, a bill revising water management district planning, budgeting, reporting, and business practices, including restrictions on lobbyist expenditures and additional budget disclosures. An amendment removing the statutory section on management review teams was adopted after debate over whether those teams were still useful. The bill was reported favorably 19-8-7. Members then debated PCS for CS for HB 1221, which would redirect local option tourist development tax revenues toward property tax relief and give counties more control over certain local taxes. County, tourism, beach preservation, and hospitality groups opposed the bill, warning it would weaken tourism marketing, beach renourishment, and local services, while supporters argued it would provide property tax relief and accountability. The bill passed 14-12. Finally, the committee considered HB 4079, which would dissolve the town of White Springs. The sponsor and supporters described years of mismanagement, intimidation, and illegal conduct, while opponents argued dissolution was an extreme step and pointed to the ongoing election and other remedies. After extensive public testimony and debate, the bill was reported favorably 19-6. The committee then adjourned.

Members then offered several gallery introductions and Capitol Day recognitions, including St. Johns County Day, Florida Space Day, Florida State Parks Day, AMIkids Day, Manatee County Days, New College of Florida Day, and Florida Keys Day. The chamber received and adopted a committee report on 65 executive appointments. Debate focused on the confirmation of Tina Vidal-Douart, with one senator opposing her appointment over concerns about contracts tied to detention facilities and political contributions, while another senator spoke in support based on her assistance during COVID testing efforts. The report was adopted by a vote of 37 yeas and 0 nays. On the special order calendar, the Senate passed Committee Substitute for Committee Substitute for Senate Bill 48 on housing, which requires local governments to allow accessory dwelling units under specified conditions and extends certain density bonus incentives for military families. The Senate also passed Committee Substitute for Senate Bill 578, creating a statewide Alzheimer's Disease Awareness Initiative through the Department of Elder Affairs. Both bills passed 38-0. Appropriations Chair Hooper gave a budget update, saying the Senate budget rollout would move to February 12 in committee and February 18 in full appropriations. Summary: The subcommittee of the Tax Reform and Relief Advisory Committee met to begin its study of whether the content of the real estate tax statement should be revised to improve transparency. Legislative Council staff reviewed the study directive from HB 1176 and the statutory requirements for tax statements, including required line items such as true and full value, mill levy, legislative tax relief, primary residence credit, legacy fund share, discounts for early payment, and special assessments. The Tax Department then explained how the current uniform statewide statement is prescribed and approved, and noted that changes are typically driven by statute and implemented collaboratively with counties and vendors. County officials from NDACO, including auditors from McKenzie and Richland counties, described the full annual property tax timeline from budgeting through mailing final statements. They explained how counties gather budgets, calculate levies, verify taxable values, handle centrally assessed property, and prepare required notices and statements. They also said public attendance at budget hearings is generally very low, though the notices and statements generate some calls, mostly about whether attendance is required or why taxes are changing. Several members questioned the usefulness of the legislative tax relief line and the complexity of the 5% discount calculation, and county officials said the current process can be confusing and depends on manual data entry and coordination among counties, vendors, and taxing districts. The committee also discussed assessment frequency, valuation equalization, the 3% cap, and whether more frequent reassessment would reduce large jumps in taxable value. County officials said they try to use rotating reassessments and sales-ratio reviews to keep values within statutory tolerance, but staffing, training, and local market changes make the work difficult. NDACO staff estimated, based on a small county survey, that tax statement preparation and mailing costs average about 74 cents per statement, with outsourcing generally cheaper than in-house printing, and said HB 1176 added some mailing and administrative costs even if the tax statement itself did not change dramatically. Software vendors from CPT and Tyler then began presentations showing how their systems handle budgeting, valuation notices, tax statement generation, primary residence credit processing, and levy worksheets, emphasizing that many of the required calculations and reports are still manually entered or verified by county staff.

Summary: The House convened with a prayer, pledge, quorum call, and recognition of Officer Cody Popple of the FSU Police Department for his actions during the April campus shooting. Members also observed a moment of silence for former Lee County Judge John Carlin. The Rules and Ethics Committee report setting the special order calendar was adopted, and the Speaker outlined the final week of session, noting that budget negotiations were still ongoing and that the House would continue taking up Senate bills and returning messages. The chamber then considered a series of mostly technical or sunset-review bills, including SB 100, SB 104, and SB 102 on the Florida Statutes, all of which passed unanimously. Several Open Government Sunset Review bills were also approved, extending or preserving public records and meeting exemptions for the Public Service Commission, the Department of Military Affairs, the Department of Highway Safety and Motor Vehicles, cybersecurity records, emergency shelter information, conviction integrity units, the Florida Gaming Control Commission, and school testing materials; most passed with little opposition, though SB 7006, SB 7026, and SB 7022 drew some dissenting votes. The House also passed SB 7016 on small business loan records, SB 7008 on gaming commission records, SB 7000 on emergency shelter information, and SB 7004 on conviction integrity unit records. Members then moved into farewell remarks and recognitions, including an extended farewell speech by Representative Hart-Lowman reflecting on her service, family, district, and policy priorities such as criminal justice, housing, health care, and labor issues. The House also recognized visiting students from Osceola County and other guests in the galleries. Later, the House took up more substantive measures. SB 7040 recreated the emergency preparedness and response trust fund; after a lengthy debate over an amendment to let the fund expire and a strike-all restoring the House position, the bill passed 82-25. The chamber then passed CS/CS/SB 302 on coastal resiliency, CS/CS/SB 984 on firefighter cancer benefits, and CS/SB 474 on military affairs, all with broad support. The final portion of the transcript shifted to SB 488 on Department of Highway Safety and Motor Vehicles, where members debated vehicle registration requirements, license plate frames, and related amendments, including provisions for disabled veterans and dealer allocation rules, before the transcript ended mid-debate.

Summary: The House convened with prayer, a moment of silence for former Judge John Carlin, the Pledge of Allegiance, and a recognition of FSU Police Officer Cody Popple for his actions during the April campus shooting. The Speaker also outlined the final week of session, noting the House would focus on Senate bills and returning messages, and that the 2026-27 budget would not be completed by the end of the week. The chamber then adopted the special order calendar for the day. The House passed several technical and open-government bills, mostly on strong bipartisan votes. These included SB 100, SB 104, and SB 102 on the Florida Statutes and reviser changes; SB 7006, SB 7014, SB 7002, SB 7012, SB 7024, SB 7016, SB 7026, SB 7008, SB 7000, and SB 7004, which extended or preserved various public records or meeting exemptions involving the Public Service Commission, social media investigations, military affairs, highway safety investigations, cybersecurity, small business loan records, trade secrets, emergency shelter locations, and conviction integrity units. Members asked questions on several of these bills, especially about the scope and purpose of the exemptions, but the bills generally advanced with little opposition. The chamber also took up more substantive measures. SB 7040 recreated the emergency preparedness and response trust fund and drew extended debate over whether the fund had been misused for the Everglades detention facility; an Escamani amendment to let the fund expire failed, while a Griffiths amendment adding limits and oversight was adopted, and the bill ultimately passed 82-25. CS/CS/SB 302 on coastal resiliency passed unanimously after supporters highlighted nature-based shoreline protection and a Biscayne Bay provision. CS/CS/SB 984 on firefighter cancer benefits passed after a House amendment aligned it with the House version. CS/SB 474 on military affairs passed unanimously after an amendment allowing local governments to extend Guard leave. SB 488 on the Department of Highway Safety and Motor Vehicles was debated extensively over vehicle registration requirements, license plate frames, and I-94 documentation, with amendments including one for disabled veterans and another on dealer allocation; the transcript cuts off before final disposition of that bill.

  • It's a very simple joint resolution to send to a vote of the people to adjust homestead property tax
Bills: SB227 , SB1942 , SB1627 , SB625 , SJR39 , SJR47
Committee: House Rules
Summary: The committee heard several measures, led by SJR 39, a proposed constitutional amendment to send to voters that would cap annual homestead property tax valuation growth at 1% and all other property at 3%. The speaker argued it would not cut taxes but slow growth for taxpayers facing rising assessments, while opponents questioned the effect on county revenues, sheriff funding, and whether growth below inflation would strain local governments. After debate, the committee voted 10-2 to report the resolution due pass. The committee also heard HJR 47, which would place proof-of-identity requirements for voting in the Constitution. Supporters said it would strengthen election integrity and noted existing law already requires proof of identity, while opponents raised concerns about impacts on voters with disabilities and the difficulty of changing constitutional language if problems arise. The measure was reported due pass on an 11-1 vote. Senate Bill 227, described as supporting fair taxation and investment without duplicative tax, and SB 1942, clarifying the distinction between reimbursable and reimbursed dental services to protect providers and patients, both passed the committee on near-unanimous votes. The committee then advanced SB 1627, a 116-page sentence-modernization and consolidation bill that was described as a cleanup measure with no substantive change to existing law, and it was reported due pass unanimously. Finally, SB 625 was presented as temporary cleanup language related to domestic violence legislation and judicial requests, with the sponsor noting the bill would be replaced by a floor substitute later; the committee approved it due pass 10-0. The meeting ended with the chair noting the committee was dismissed and likely to meet again under the rules committee schedule.

  • That's where they claim as their homestead, and they take the exemption there.
Summary: The Special Committee on Property Tax Reform met in executive session with a quorum present and first took up House Bill 1768. Members adopted a committee amendment, rolled it into a new substitute, and then passed House Committee Substitute for House Bills 1768 and 2060 by a unanimous roll call vote of 12 yes, 0 no, with 3 present. The discussion indicated the substitute was intended to merge the two bills together. The committee then considered House Bill 2415, which drew substantial discussion on an amendment changing property assessment language and lowering the acceptable assessment range from 90-110% to 70-100%. The amendment maker and Representative Reedy explained the change as requiring assessors to use all applicable valuation approaches and setting a statutory cap to avoid assessments above actual value. Members discussed confidence intervals, coefficients of dispersion, and the role of the State Tax Commission. The amendment was adopted, the bill was rolled into a substitute, and House Committee Substitute for House Bill 2415 passed 14-2. Finally, the committee began House Bill 2944, concerning a property tax credit tied to eligibility and notice requirements when a homeowner relocates or no longer qualifies. Several members raised concerns that the bill relied too heavily on self-reporting and could create problems for county collectors, especially in cases involving trusts or deceased owners. Members agreed the language needed tightening, and the sponsor was said to be willing to work on revisions. The motion to do pass was withdrawn, and the meeting adjourned without further action on the bill.
