Summary:
The Alabama Senate convened with prayer, the pledge, and a quorum present, then adopted a resolution honoring Dr. Todd Freeman, Superintendent of Vestavia Hills City Schools, as Alabama Superintendent of the Year. Senators praised his leadership in public education and noted the recognition was especially meaningful as one of the last such honors in the current chamber. The Senate also adopted a resolution commending the 2026 Alabama Law Institute Senate interns for their service, and members offered personal remarks thanking the interns and encouraging them to remain and contribute to Alabama in the future.
The chamber then took up several conference committee and House messages. The Senate concurred in the conference report on Senate Bill 341 after extended remarks, and later concurred in the conference report on Senate Bill 32, described as a veterans-related bill that would make benefits automatic for those under the federal poverty level and allow cities and counties to opt in for veterans above that level. The Senate also received House amendments to Senate Bill 199, concerning sex offenders, and voted to non-concur and send the bill to conference, naming conferees.
In resolutions from the Rules Committee, the Senate adopted an amended House Joint Resolution 198 establishing the Alabama Mental Health Task Force. It also adopted House Joint Resolution 326, which recognizes the need for a north-south transportation route in East Alabama. Throughout the meeting, senators made extended floor remarks about slowing down on legislation, focusing on rural hospitals and other priorities, and the importance of treating children, seniors, and low-income residents fairly.

- AB 1923 simply preserves their opportunity to decide its future at the ballot box after a procedural
Summary:
The Assembly Elections Committee held an informational hearing on AB 1923 by Assembly Member Soria, which would place the Fresno County Transportation Improvement Act on the November 2026 ballot as a successor to Measure C. Supporters said the measure is needed to preserve transportation funding for road repairs, transit, and matching dollars for state and federal grants, and argued that Fresno County voters should be allowed to decide after more than 32,000 petition signatures qualified the initiative. Testimony in support emphasized impacts on rural communities, students, seniors, farmworkers, caregivers, and access to medical care, with many local officials, residents, labor groups, and community organizations registering support.
Opposition came from the Fresno County Board of Supervisors, which argued the bill would override local control and set a bad precedent by directing a local ballot placement contrary to the board’s action. The county also said the board did not delay intentionally, but acted at the next available meeting after signature verification, and argued that a required study was justified. California State Association of Counties registered concerns about local control but did not take a formal position. Committee discussion reflected those concerns, with one member warning about state overreach and the author responding that the board’s role is ministerial and that the bill is intended to prevent delay from pushing the measure to 2028.
No vote was taken because the hearing was informational only. The chair noted the committee was hearing testimony and issues surrounding the bill, and the author closed by urging support when the measure reaches the Assembly floor.

- recognized on the national level as a trail or a route that deserves some sort of protection, preservation
Summary:
The Special Commission on the 250th Anniversary of the American Revolution met at Mass MoCA in North Adams, with members attending both in person and virtually. The meeting opened with a moment of remembrance for Senator Edward Kennedy, followed by roll call and informal approval to proceed. Co-chairs and members thanked the hosts and noted the importance of engaging western Massachusetts communities in the 250th planning.
The Massachusetts Office of Travel and Tourism gave an update on the Massachusetts 250 campaign, including a website listing more than 500 events and 250 attractions, an ongoing virtual Lunch and Learn series, and the Museums 250 program. The presenter also outlined several America 250 ideas for commission consideration: a nationwide-style community potluck on July 5, 2026; a coordinated reading of the Declaration of Independence on July 8, 2026; and possible state or national time capsule participation. Members expressed interest, especially in a Massachusetts-specific time capsule, and agreed to circulate the ideas for broader brainstorming.
Revolution 250 and Jonathan Lane reported on recent and upcoming commemorations, including follow-up from the Bunker Hill event, a planned 251st Battle of Gloucester event, and extensive planning for Knox Trail activities in January 2026. He highlighted meetings with Berkshire communities along the route, the need for a Knox marker in Sandisfield, and efforts to recognize and preserve a historic stretch of the Knox Road. He also noted proposed Declaration of Independence readings in several communities and a July 18, 2026 Watertown commemoration of the first treaty between Massachusetts and Indigenous peoples of Maine and Nova Scotia.
Dusty Meadows of Conventures then presented logistics for the Knox Trail commemoration, including branding, horse arrangements, route planning, plaque concepts, and budget needs. Members raised questions about the Cambridge/West Cambridge portion of the route and Arlington’s historical connection to that name; the presenters agreed to follow up and correct materials. The meeting ended informally after no further business was raised.

Summary:
The House took up several routine and ceremonial matters first, including a resolution honoring the Solomon Northup Committee and commemorating the arrival of the Solomon Northup sculpture in Boston, which was adopted. Members also adopted an order extending the Revenue Committee’s reporting deadline on House No. 4606, concurred in a Senate sick leave bank petition for Jeffrey Yatson, and suspended Joint Rule 12 for a similar sick leave bank petition for Jean McCarran. The House then advanced House No. 4413, a bill on the terms of certain Commonwealth bonds, to third reading and later passed it to be engrossed.
The main floor debate centered on House No. 4601, the fiscal year 2025 supplemental appropriations bill. The bill was described as a $2.25 billion supplemental budget with a net Commonwealth cost of about $750 million, covering MassHealth, snow and ice deficiencies, Home Base, universal school meals, reproductive health care supports, a sports and entertainment fund, and other items. The bill also included outside sections on public health and finance, and it ratified seven collective bargaining agreements. The House adopted Amendment 70, which added Health Safety Net funding measures, including higher hospital assessments and a $50 million transfer from the Commonwealth Care Trust Fund, after supporters said it would help avert a projected shortfall and generate federal Medicaid revenue. A separate amendment on Home Base eligibility was rejected.
The House also adopted a consolidated amendment that included provisions affecting western and central Massachusetts municipal health insurance costs and changes to violent injury benefit language for first responders, including clarifying the definition of a weapon and tightening the standard for covered injuries. Another consolidated amendment was adopted by roll call, and the bill itself was then passed to be engrossed by a recorded vote. The session ended with an order to meet the next day at 11 a.m. and a motion to adjourn in memory of former House members Thomas and George, which was agreed to before adjournment.

Summary:
The Senate Local Government and Taxation Committee heard and advanced four measures. House Bill 792, by Rep. Monks, clarified the relationship between yard sales and the small seller exemption, including how sales tax applies once a seller exceeds the $5,000 threshold and when activity goes beyond the small-seller limits. The committee asked no questions and voted unanimously to send the bill to the floor with a due pass recommendation.
House Bill 722, by Rep. Ayler, corrected timing issues in the new utility tax system created last year, aligning reporting and payment dates with the existing six-month property tax cycle so local governments have revenue figures for budgeting. The sponsor said counties, utilities, and the Tax Commission were all involved and supportive. The committee approved the bill for the floor with a due pass recommendation.
The committee also heard House Bill 707, by Sen. Taves, which would create a streamlined process for subdividing land to finance an accessory dwelling unit or secondary residential structure without going through a full subdivision process, while keeping zoning, access, utility, and agricultural protections in place. No one testified against it, and it was sent to the floor with a due pass recommendation. House Bill 800, also by Sen. Taves, would reduce zoning barriers for manufactured housing by allowing manufactured duplexes in multifamily zones and lowering square-footage thresholds for single-section and multisection homes; the Idaho Manufactured Housing Association testified in strong support. The committee passed that bill to the floor as well. Finally, members approved the March 4, 2026 minutes and adjourned, announcing a meeting the next day at 2:00 p.m.
